Cop Shoots Service Dog During Kid's Birthday Party

On Saturday, a police officer in Filer, Idaho responded to a call about two dogs running around without leashes on a suburban street. Thirty-eight seconds after exiting his patrol car, Officer Tarek Hassani determined that one of the animals was too aggressive and fatally shot it in the front yard of its owner's house. A video (NSFW) shows the 7-year-old black labrador convulsing and whimpering before moving out of the dash cam's line of sight.
The dog, named "Hooch," belonged to Rick Clubb, who says he suffers from Parkinson's disease and that Hooch was his trained service animal. At the time of the shooting, Clubb was apparently inside, hosting his 9-year-old son's birthday party.
Hassani explained to another officer after the altercation ended, "I get out to talk to the people, two dogs come around me, one of them's growling and snarling. I kick it. It comes back around, now it's growling and snarling. I kick it again. Then it lunges at me, I'm like, fuck you. So, I just shot it."
Although it is not visible on the video, the audio picks up the sound of the officer's car door opening and within two seconds, the pet begins yelping, presumably, as Hassani acknowledges, because he kicked it.
Hassani gave Clubb a $100 citation for letting the dog run at-large.
Clubb told KTVB, "My dogs, they'd get out, yes, but you don't have to shoot them. There's other ways around it besides shooting them." He speculated about the officer's action, asking the Times-News, "What if [a bullet] had ricocheted through the window?" Clubb acknowledged, "Maybe I deserve a ticket, but I don't deserve a dead dog."
Police Chief Tim Reeves explained to a local Fox affiliate, "My decision was that [Hassani] did a good job and he was totally justified in putting the dog down."

I assume that's in addition to the bill for the bullets.
Procedures were followed. The situation was controlled. The officer got to go home that night. All boxes were checked.
Thanks bigac for your level-headed response. It's unfortunate for the owner and the officer, I'm sure the officer hated to do it - but I'm sure also we'd all do the same thing. Tell you what - it's better than the neighbors kid being eaten.
Actually, ThinkThrice, bigac was being sarcastic. The cops use passive verb forms to distance themselves from any personal responsibility.
I think that cop loved to do it. He got to discharge his firearm! He got to pretend that he was protecting the populace! It was a good day for him.
"I'm like, fuck you. So, I just shot it."
The community must be proud to have such dedicated peace officers.
...and with such command of the English language and displaying a professional demeanor.....
Stupid fuckwit cop.
Police Chief Tim Reeves explained to a local Fox affiliate, "My decision was that [Hassani] did a good job and he was totally justified in putting the dog down."
Cops getting to make the final decision on the transgressions of other cops is utopia.
Oversight! Transparency!! Another victory for Democracy!!!
Stop resisting!
I'd probably shoot the dog the too, or at least taser it. Getting bit on the leg can cause non-repairable damage to muscles. Most of the of shooting stories posted I feel the cop is in the wrong, but not this one.
Did you not read that the cop kicked the dog?
Well, the dog wasn't responsive to commands and didn't stop resisting.
I'm an expert in dog psychology and body behavior interpretation and can tell you with 100 percent confidence when a dog is wagging his tail and bounding around playfully he is a cold blooded killer. I call this a good shoot.
Hth
He said the dog growled so he kicked him, a valid response, dog continued to growl and approach so he shot them, unless the report was incorrect, that sounds pretty legitimate.
Yes. I know when a rattlesnake starts shaking its tail, that's when step closer to it. Just to piss it off and show it who's boss.
The difference being the rattlesnake isn't blocking someone from doing their job.
How do you know? People don't work in the desert now?
Niether was the dog, shithead.
He said the dog growled so he kicked him
No it isn't. And if the dog growled at him some after being kicked, it was because it just got FUCKING KICKED.
Die in a fire, you piece of shit.
Yeah, and when someone mouths off, they should punch them in the teeth. If they make any further noise, shoot 'em.
...twice.
If you both weren't so fucking stupid you and the cop would simply call animal control.
If we kick cops and they get aggressive can we shoot them?
Nah. That would be animal cruelty.
It was a life or death situation. The officer was in mortal danger! Don't you know that thousands of policemen and police-women are killed by unleashed dogs each year....
Maybe they should issue postal workers guns too.
Getting bit by a dog can ruin your ability to walk. My friend was attacked by a dog who ripped open his calves and now he doesn't have full use of that leg.
Leaving the cave can result in death! Best never leave the cave.
Does he now make a lot of money working for Google at home? I heard about that guy!
Does he now make a lot of money working for Google at home? I heard about that guy!
OFFICER SAFETY, FTW!
This sounds like an argument against dogs existing. One dog hurt one guy who had some injury that was less than entirely healed, therefore cops can shoot dogs because there is a nonzero chance of injury.
No hat tip? I know someone posted this in the AM links.
They only hat tip if you email them the story. They like to pretend they don't read the comments.
Talk to them directly? No sir! I want people to be recognized for their efforts without having to draw attention to themselves. It's the honorable way.
This is a fucking service dog. The chances that it was aggressive (at least before getting kicked by the idiot baboon) are virtually nil. Service dogs range from extremely friendly to a little distant and standoffish. No way does an aggressive dog get to be a service dog.
I'd wager a large sum of money that the dog approached Officer Cowardly in a friendly manner, got kicked because FYTW, and maybe, maybe, at that point became less than friendly.
Service dogs always look sad to me. Maybe because they work 24/7. Except pet therapy dogs, they seem happy.
Dog might've made a throat noise that was neutral or friendly, but was susceptible to misinterpretation by the sort of asshole who likes to kick dogs.

If you've ever wondered why police need armored personnel carriers, here's your answer. Do you have any idea how many calls like this police don't respond to today due to the danger?
Ya know, Reason, when you post stories like this, it would be real nice to post a picture of the cops or other agents of the state. Just sayin'.
We have to start making this personal, is all. No more nameless, passive voice bullshit. No more names without pix. This is the third millenium. Name and shame.
Those insane viscious black labrador service dogs need to be banned. Black labs are scared of squirrels.
Shit. I was in a pretty good mood until now.
Annndddd that's why I didn't watch the video
"I get out to talk to the people, two dogs come around me, one of them's growling and snarling. I kick it. It comes back around, now it's growling and snarling. I kick it again. Then it lunges at me, I'm like, fuck you. So, I just shot it."
So, the dog comes up to check him out. He kicks the dog, not once, but twice. And it's the dog that was aggressive?
A neighbor has a big black lab. The first time the dog sees me, he gallops towards me. It was actually a little unnerving, but since he wasn't barking, I just held out my hand. He sniffed it and walked back to his owner.
And I slept at home that night.
How'd you manage that without being mauled? You must be some kind of real life Dr. Dolittle!
"I go over to see this person, he kicks me. I comes back around, now I'm growling and snarling. He kicks me again. Then I lunged at him, because I figure he's a threat and I'm like, fuck you. Then, he just shot me."
Being ignorant of the mysteries and arcana of law enforcement work, I must believe chief Reeves when he says that officer Hassani did a good job. I do wonder, however, what a bad job would have been like.
Police officer cleared Buhl in shooting
Posted Aug 27, 2010
BOISE (AP) - Prosecutors have cleared a police officer in the May 29 shooting of a Twin Falls County man.
In a statement Thursday, the Ada County prosecutor's office says a Filer police officer Tarek Hassani will not face charges in the shooting of Markcus May, of Buhl.
Prosecutors say police responded to reports a man had been shot at a Buhl residence three months ago. May was identified as the shooter and fled the home with a gun, leading police on a high-speed chase.
Prosecutors say Hassani approached the vehicle after it was stopped, firing his weapon because he feared May would try to hit him with the car. The bullet remains lodged in May's head.
May faces charges of aggravated battery, assault, burglary and attempting to elude a police officer.
Gee, Chief Reeves, Hassani must suck your dick something good to be this untouchable!
I really don't think it worked out that way. You see, Tariq is Muslim, and there is the hadith says regarding dogs:
Chief was just making reasonable accommodation to Tariq's religious duties.
My decision is that rational observer would be totally justified in putting the officer down.
"Shoot a dog in this county
on a man's land, I'd bury you in the hills, and tell the sheriff a month or two later. He understands."
Dog or not, discharge a firearm on my property without my prior knowledge... don't be surprised if you incur return fire. Even if you knock first.
At this point, calling the police is one step shy of manslaughter.
It definitely violates the NAP.
I think it fits the bill for criminally negligent homicide: death results from serious negligence, or, in some jurisdictions, serious recklessness.
Try to learn something from this story.
1) Do not live on a street. Or at least have sufficient property that said street is at least 1/4 mile away.
2) Do not live west of PA or south of NJ. As that is where 99% of all the fucked up shit happens.
So, you're saying that *New York* and Connecticut are better?
Pittsburgh G20 protests? Amadou Diallo? Sacco and Vanzetti?
Um...Wat?
3) don't let your dogs run loose around other people's property, they probably won't call the cops on you, and your loose dog probably won't get shot
I dunno about you but when i see a loose dog in my neighborhood, my first instinct is to not call the cops.
Cops came to my house last week and told my wife that they had video of my dog running around the neighborhood and it wasnt the first time they were called. They told her if the dog gets out again, someone is going to get arrested. I was pissed because, why not ring the bell and tell her the dog is loose? You call the police? After reading this, Im just happy everyone is alive.
Neighbors are petty little shits. Try to have as few of them as possible.
If you have any, make sure to call the cops on them as much as possible.
I know. That's why my neighborhood resembles a real-life version of APB: Reloaded. We're all calling the cops on one another.
I was pissed because, why not ring the bell and tell her the dog is loose?
Judging by your reaction, it sounds like you probably wouldn't have been real receptive to hearing it. Why not keep your dog on your property so you don't have to worry about it? The rest of this planet isn't a shit box and play pen for your dogs, or your kids, or your cats, or your horses, etc etc etc. I get really sick of this shit where libertarianism means "fuck you, it's my world, you just live in it". Don't expect your neighbors to be as charmed by your special flower (whatever species it may be) as you are.
My dog got out of the yard one time. My neighbor brought her back. Fucking Iowans.
Yeah. My neighbor has an escape artist. So far nobody has needed to shoot it. We just knock on the door and tell her Thor just went by our house without her again. Because we're not self-absorbed savages. And they kind of repay the favor. I know they asked a friend of ours who was picking up some mail for us why the friend was up on our porch.
My neighbor has a big garden tractor and snowblower attachment. The bastard cleared my driveway before I got home from work just the other day. What is the world coming to?
Have you picked a lawyer for the lawsuit yet?
I hate this...it starts with shoveling up to your driveway, so the next time it snows I go out and shovel to theirs, then the next time it snows they are clearing the street in front of the driveway and where guests park, pretty fucking soon there will be a battle royal over who gets to clear the whole fucking street. And since everyone starts earlier and earlier to get the "jump" on each other it will take place a 5 god damn AM.
I take the easy way out. I'll just walk down and deliver a bottle of home-made wine.
POS didn't even have the balls to just finish off the suffering dog. Just stood there blowing his cop talk into his little walkie-talkie handset.
Asshole psychopath.
If I was charged with rounding up a couple loose dogs in the neighborhood, I'd keep a bag of dog treats in the squad car that I could use to lure the dog until I could collar it. Not too many dogs running in the street attack people with treats. On the other hand, since I'm not a sadist, I have no taste for law enforcement.
'Course you wouldn't actually even need that. Just drive by to determine that there's actually a couple of dogs loose and then call Animal Control.
Or, just call have the dispatcher call Animal Control right from the start. If my Podunk little town can do that then yours can.
Or, just call have the dispatcher call Animal Control right from the start.
This. What the hell does animal control actually do if not respond to complaints like this?
You know what's so great about the state having a monopoly on force? When it comes time to bill the family for the bullet used to execute their loved one, you can charge whatever you want.
Man I hope there's a special Hell for all those cops who shoot dogs for fun, one where dogs run around jabbing cops in the asses with tasers.
You can't buy publicity this bad!
"I kick it. It comes back around, now it's growling and snarling. I kick it again. Then it lunges at me, I'm like, fuck you."
Just lunged at him for no reason!
Sadly, I think we will see more police reform from cops shooting dogs than we will see from cops shooting people.
That always bugs me a little with these stories as well. People anthropomorphizing their pets and losing all of their concern for actual human beings is pretty fucked up. The soccer moms that go into hysterics about dog shootings in the suburbs are the same ones who get on a jury and exonerate sick fucks like Manuel Ramos and Jay Cicinelli for beating a fellow human being to death while he pleads for his life. Any reform is good reform, but it is kind of mind boggling how they live with the cognitive dissonance.
didn't they give that moron pepper spray? i bet he was the highlight of the birthday party, killing the kid's dog. he should be fired for being stupid at the very least.
They say that when the only tool you have is a hammer, every problem looks like a nail. When you arm dumbshit cops to the teeth, how should we expect it to affect their problem solving skills?
"Police Chief Tim Reeves explained to a local Fox affiliate, "My decision was that [Hassani] did a good job and he was totally justified in putting the dog down.""
This to be expected given that they also seem to think it is ok to 'put people down'.
President Eisenhower warned us of the "Military Industrial Complex", but it's been taken to new levels in recent years, with the militarization of our police forces, which are now mobs of totalitarian thugs who shoot our people and our pets, with no consequences! They can now kill anyone, at any time, for any, or no reason!
"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded." -- Barack Obama
There's only one way to get government back under the control of the people again. "The Planetary Bill of Rights Project" ( Get the book at Amazon.com, the organization is around. ), A Global Freedom Movement For Individual Rights. Prosperity, Freedom and Peace, for nations that adopt this.
Did anybody watch the fucking vid? 3 loose dogs all running around the guy's car before he even gets it parked, then running around in circles barking and growling at him. He kicks it, it comes back twice, he shoots it. This ain't exactly an egregious incident like many of the other examples we have of cops shooting dogs for no reason whatsoever. The cop was called out in the first place because this guy's dogs were running loose around the neighborhood. Control your fucking dogs and this wouldn't have happened.
Call animal control, dummy. They can round up the animals which are doing what animals do (running about) and then ticket the moron who can't keep his dogs contained.
this officer never should have been put in this position. perhaps the people of this small community should suggest that less money be spent on law enforcement and more on public services... like animal control. animal control/welfare is granted, by the people, the authority to write tickets, take pet(s), have individuals arrested for abuse, neglect, etc..
Question: who do you blame? is it the people's or the government's fault that this situation was handled inappropriately?
free market solutions? something like Turtle Man... only different?
If only cops could shoot people back talking with such impunity...Oh wait I guess they do sometimes.
Don't postal workers carry pepper spray for this very reason as they have to deal with dogs at a much higher frequency than police do?
Tim Reeeves, your ass has a brain lodged in it and your skull is an echo chamber for idiocy.
The cop that kills my dog better have his life insurance paid up.
Why is this article in Police Abuse section? The cop was doing his job. You guys probably just need a 'Police Stories' section if you're going to write an article on a clearly non-abusive event. Zenon shouldn't have even written this article if he knew it was going in a section called 'Police Abuse' - unethical and rabble-rousing!
Are you a cop, or just a badge licker?
Serves you right for drinking beer. :-p
If the dog was in the guy's yard, what reason did the fucking pig have kicking him in the first place?
The dog, along with 2 others, ran up to his car from the second he parked it. It wasn't like it was calmly laying in the yard and he pulled up and shot it. Watch the fucking video, ffs. There are a lot of egregious example of cops shooting dogs just to be just cunts, and this cop may have been hasty in shooting it, but it wasn't entirely unjustifiable.
Animal control people exist for a reason. The cop should've stayed in the car (since no one was being harmed) and called animal control. Period. The hero put himself in so-called danger and killed an animal just being an animal.
