Push for Condom Use in Pornos Pushing Porn Industry Out of California
Activist group complained about a California company to find out it no longer shot pornos in the state

Last November, voters in Los Angeles County approved a measure requiring porn actors to wear condoms. Although a judge's ruling made the measure difficult to enforce, requests for permits to shoot porn in LA have plummeted anyway. The war on condom-less porn, though, goes beyond just LA.
Earlier this year, the AIDS Healthcare Foundation filed a complaint against California-based porn producer San Diego Boy Productions over what it believed were violations of the state's workplace safety regulations. The offense? The porn stars weren't wearing condoms.
AHF, an advocacy organization, is behind recent efforts to require porn performers to use condoms while filming to prevent the spread of HIV and was instrumental in persuading Los Angeles County to pass a measure last November imposing condom use on all adult film sets.
But when AHF complained to the state's division of occupational safety and health about San Diego Boy Productions, they soon discovered that the material in question wasn't shot in California. Rather, the producers outsourced filming to D&E Productions, a porn company in North Miami Beach, Florida. San Diego Boy Productions says that costs along with AHF's condom campaign are slowly pushing them out of the state.

I was chatting CA politics with my brother and his neighbor. I said I give the state 5 years max before the cumulative effect of all of the bad policy pulls the state completely down the shitter. If you are filming inside a generic apartment building, how in the fuck would anyone be able prove what state it was shot in?
I would assume that it would be very difficult to prove the filming location of all most all adult productions. (Except for the one shot on the moving BART train).

There's a lot of reporting that goes into porn. You need to make sure that you've got legal IDs of all of your performers filed with the right offices or else the FBI can raid your offices or shoot (technically it hasn't been doing so since 2008, but it has the wiggle room to do so if it chooses).
It might be more complicated than I understand, but why not just put your Custodian of Records and 2257 form archive in Las Vegas?

None of those transmissions were on set, though. It came from their "personal" activities. The guy infected, working under the name "Rod Daily", is a straight guy who did tranny and gay films. There are rumors that he worked as an escort quite often, and that is where he likely contracted HIV. The female performer who contracted HIV is his girlfriend, so no mystery there.

As a population, AIDS/HIV carriers are smaller than the population-at-large. Why? Because if you get AIDS/HIV, your career as a porn performer is done, finished, caput, 86'd, fin. You might persist in some non-intercourse capacity (see: John Stagliano) as a producer, a director, editor, what the fuck ever, but no one is going to willingly and knowingly fuck you for money if you have AIDS/HIV. It's bad business to potentially expose your big name girls to AIDS/HIV (some men want dirty whores, but even dirtiness has its acceptable limits). Besides the obviously negligence involved in exposing people to a potentially fatal disease, you've certainly damaged their quality of life since they'll have to take drugs to keep on living for so long as they live.
In short, porn already has self-correcting mechanisms in place. People can, and have been kicked off the island.

Umm, I don't think that's how herpes works. In fact once you have one strain of herpes it's virtually impossible to get the other because your immune system is constantly primed to take it on after the initial infection.
With HIV it almost always depends on viral load and there's some debate about the efficacy of sero-sorting, where poz folks pair off to avoid infecting others. The problem is HIV is a rapidly evolving virus with a ton of sub-variants and treatments are very narrowly targeted.
That's not a half-bad idea.
