Serially Sued Utah Trooper Faces New Lawsuit by Disabled Man Who Alleges Mistreatment During DUI Stop

Utah state trooper Lisa Steed was fired in 2011 after several judges found her to be lying on the witness stand. Steed appealed the firing, with her lawyer suggesting she be put in a position where she wouldn't have to testify for the state, but an administrative judge upheld the decision.
Steed was trooper of the year in 2007 for her prolific DUI arrests; she made more than 200 that year. But after Steed was fired, a class action lawsuit was filed on behalf of at least 40 people who claimed they were improperly stopped for DUI. Now Steed faces a fresh lawsuit for a disabled man who says Steed mistreated him during a bicycle DUI stop. From the Salt Lake Tribune:
[Michael] Tilt claims that Steed's police cruiser was following him closely; after he stopped to find out why, the cruiser's emergency lights were activated.
Steed then ordered Tilt to take "a litany" of field sobriety tests despite Tilt's objections that he could not perform them because of his disabilities, according to the lawsuit. For example, Tilt claims his seizure disorder affects his gaze and he has a weak left side and legs of uneven length, which compromise his balance.
Additionally, Tilt claims that his disabilities made the tests dangerous and painful. He says he was required to stand unassisted in front of the flashing emergency lights despite the risk that flashing lights could trigger a seizure. He also claims that the walk-and-turn test and other balance tests were painful and put him at risk of falling.
The federal lawsuit claims Tilt's mentally disabled 18-year-old daughter went looking for him when he didn't return home, but Steed refused to listen to her and made her sit across the street. The lawsuit also claims Tilt was searched despite probable cause, had his anti-seizure medication confiscated and sent to jail to have his blood drawn, despite objections from Tilt's daughter as well as his physician. The suit says he did not get his medication back and may have suffered a seizure at the jail. Tilt is suing Steed and another Highway Patrol employee for civil rights violations.

You know, in some ways this is like the scientists who fake data in order to get lots of papers and build a reputation. Big difference is, scientists do not get to take people to gaol in order to build their dataset.
Not necessarily, there was that lady in Mass from a few years back who "worked" at a state lab testing drugs, and reported 100s of positives without actually conducting the tests. She was also given high acolytes before her downfall.

You'd think that it would be standard procedure when somebody makes a record number of busts, to check a few to make sure they're not faking it.

I've got a friend dealing with a similar situation from a DUI traffic stop (though she was operating a motor vehicle). Hence I've got a good exposure recently to cops and their DUI pseudo-science:
First test was 'nystagmus' something-test, where your eyes track a cop's finger as he moves it around. Cop's report is explicit about her pupils etc. going all bonkers. Failed to note her eyes are different colors from surgery to fix a retinal detachment, that she has a contact in one eye only from said detachment, and that her eyes and pupils behave differently as a result. Oops.
Second test was step-by-step routine. Officer Dumb also called in Officer Dumber (a 'certified DRE'). Of course my friend failed the step-test. Dumb's report differs from Dumber's report in detail of the failure (number of steps taken, how the steps were wrong, how she counted the steps wrong, etc.). Oops.
With such damning evidence, they take my friend to the station for DUI processing. She promptly blew not one but two .000 BAC tests. Oops. Of course, they still charged her.
What happens to kind of folks cops mostly pick up? Such to say not very literate, 'disadvantaged' folks? They get rolled by the likes of Dumb and Dumber, that's what.
A buddy of mine suffered a severe concussion in a motorcycle accident a few years ago. The cop on scene wrote him up for DWI because he was so disoriented. I think he would have arrested him on the spot had the paramedics not insisted on getting him to the hospital for his head trauma instead.

She should face ruinous damages as should all public sector actors who even think about interfering with another's liberties.
Inter alia, what makes the justice system so rotten in the united states is the on-going effort to continually shield public sector actors from liability for their actions. The effort has been spearheaded by public sector actors, particularly the judiciary.
