Pretty funny. Of course, claiming the best "bang for the buck" is easy when your budget is classified.
If he meant least invasion of privacy for the most usable intelligence,
that might be worth giving 2 cents about. I don't think that's what he meant, though.

You are just misunderstanding. The "biggest bang for your buck" is descriptive of the anal raping of your civil rights.
