Philadelphia, consistently one of the best city magazines in the country, has an anxiety-ridden cover piece out entitled "Being White in Philly." In it, author Robert Huber confesses to his physical sense of unease in crime-ridden neighborhoods, tries to coax a bunch of white Philadelphians to talk openly about race (very few do so directly), and comes up with inoffensive observations like this:
What gets examined publicly about race is generally one-dimensional, looked at almost exclusively from the perspective of people of color. Of course, it is black people who have faced generations of discrimination and who deal with it still. But our public discourse ignores the fact that race—particularly in a place like Philadelphia—is also an issue for white people. Though white people never talk about it.
Everyone might have a race story, but few whites risk the third-rail danger of speaking publicly about race, given the long, troubled history of race relations in this country and even more so in this city. Race is only talked about in a sanitized form, when it's talked about at all, with actual thoughts and feelings buried, which only ups the ante. Race remains the elephant in the room, even on the absurd level of who holds the door to enter a convenience store.
Read the whole thing for testimony from people trying to cope with a damaged modern city. Then sit back and wonder at Philadelphia Mayor Michael Nutter's attempt to stifle free speech, as transmitted in a letter about the article to the Philadelphia Human Rights Commission:
While I fully recognize that constitutional protections afforded the press are intended to protect the media from censorship by the government, the First Amendment, like other constitutional rights, is not an unfettered right, and notwithstanding the First Amendment, a publisher has a duty to the public to exercise its role in a responsible way. I ask the Commission to evaluate whether the "speech" employed in this essay is not the reckless equivalent of "shouting 'fire!' in a crowded theater," its prejudiced, fact-challenged generalizations an incitement to extreme reaction.
Appreciate the scare-quotes there, Nutter.

The implication — which I think is very strong — that the "speech" is indeed unprotected by the First Amendment under the "incitement" exception is absolutely wrong: Under Brandenburg v. Ohio and Hess v. Indiana, the speech in the article is clearly protected. […] And it's quite troubling, I think, when a mayor (who has power over, among others, the Police Department) suggests that the expression of opinions that he disapproves of about race is constitutionally unprotected.
Rue Landau, the Human Relations Committee's executive director, agreed with the mayor's concerns regarding what she called, "the racial insensitivity and perpetuation of harmful stereotypes portrayed in the Philadelphia Magazine piece." […]
Tom McGrath, the magazine's editor, told Fox News he is very concerned that the government is investigating his publication.
"I find it chilling that he now wants to use the government to censor a news outlet," he said. "As a journalist – as someone who thinks free speech is really important – I find that really, really troubling."

Nutter knows very well there's no way this is hate speech. He's simply murmering the right comforting words so that both black and white can focus on the this as an idiotic "hate speech" issue rather than the real problems facing philly.
Even if it's hate speech it's still protected by the 1st. Speech is only unprotected if it creates a clear and present danger to public safety and there is insufficient time to refute the speech before the danger occurs. "Incitement" requires an urging to commit a specific crime.

There was one white lady in the article patting herself so hard on the back for her own tolerance, being a race relations pioneer by being one of the first parents in her clique to send her kids to a mostly black populated school, that I suspected she needed treatment for third degree burns after the author interviewed her.
I've seen some white liberal women that were so over the top trying to be "down with the cause" so to speak and they came off so condescending and racist that it was hard to tell if the black people they were talking down to were embarrased for them or just wanted to bitch slap them. I'd have gone for the latter.

I reread what I wrote and would like to retract part of it. It was an unfair generalization to say that black people constantly manufacture racist outrage. Many do, but not all. I personally know more than a few who are as colorblind as I am, and to whom individual character is just as important.
The ones who do are so vocal, and seem like to many, that to the casual observer they seem to be a majority. I have no idea if they are or not.

I do think there's a cultural issue here. When I (very briefly) did tutoring when I first finished up college & the army and moved back home, I was told, in these exact words, by one young under-achieving pupil that, "books are for white people." There was literally a cultural stigma attached to being well-read or well-spoken, because it was considered to be "selling out" by acting white.

Not sure what you disagree with, but I think his main point is right: the premise is interesting, the article had potential, but the execution wasn't much to write home about. That doesn't make it offensive, but it means it could have been a lot better.

Finally, if the premise was that frankly airing white views is helpful, shouldn't the conclusion explain how airing the views of these interview subjects might help? [It does].

Various journo types in Philly have blasted the article as "racist," but none of them (AFAICT) actually says what it is about the article that's racist. For the life of me, I can't see what's racist about the article. Sure, some of the people quoted said racist things, but Huber is very clear about the distinction between his opinions and those of the people he quotes.

As Sowell and others have pointed out, there is MASSIVE disparity in out of wedlock birth rates between different groups, and there are few more accurate predictors of future social pathology than OOW birth rates. A similar thing happened in my own city--which now has a black ghetto--in one of the worst race riots in this country's history. Prior to the slaughter, which was brushed under the historical rug for decades, we had one of the wealthiest black populations in the country. So you have to understand that the poor social metrics and circumstances of blacks in this country exist in the context of a history of them having their livelihoods stolen from them by whites.
It's either that or the racists are right, and there's something inherently wrong with black people. (Which doesn't make the case that we should continue blocking their upward mobility or ignoring their problems, of course.)
A 7-year-old selling drugs is not a moral failure. He's a child. The social factors that led to that circumstance is the moral failing. As much as blacks commit more crime, they are also the victims. I don't think there's a problem with white people talking about race. The problem is when white people who feel the need to be racially sensitive think that that makes them just as much victims.

So you have to understand that the poor social metrics and circumstances of blacks in this country exist in the context of a history of them having their livelihoods stolen from them by whites.
It's either that or the racists are right, and there's something inherently wrong with black people. (Which doesn't make the case that we should continue blocking their upward mobility or ignoring their problems, of course.)
A 7-year-old selling drugs is not a moral failure. He's a child. The social factors that led to that circumstance is the moral failing. As much as blacks commit more crime, they are also the victims.
