Pop quiz: Which has done more to ruin other people's lives—Mitt Romney, or federal energy and environmental policy? To liberals the answer is clear, writes A. Barton Hinkle. They have already begun to portray Romney as a "vulture capitalist" whose work at Bain Capital, the private equity firm he co-founded, often left destitution in its wake. But to the employees at the 32 mostly coal-fired power plants that will soon be shut down by EPA regulations, the answer is quite different.
