The girl told a lie right off the bat. She can get health "care" - but I'm guessing she is likely associating health care as health insurance, so not only is she probably lying about not having health insurance, it's usage of bad semantics. Even if she really did not have health insurance, she should be able to get it no matter what state she lives in.
