If the ratifying conventions had seen today — big federal agencies, national police powers, courts deciding family law — I think the debates would have gone a lot different. Federalists said powers would be “few and defined.” Anti-Federalists would point at D.C. now and say we told you so. States probably still want a union, but with tighter limits and some escape hatches written in.
