5/5/1992: The 27th Amendment is ratified. It was initially proposed in 1789.
No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

Too bad Congress found a loophole.
The loophole only worked because the Supreme court was glad to help.
I don’t think the Supreme Court has ever ruled on this amendment. I believe the DC Circuit ruled that COLAs were allowed because they are not new laws (the amendment refers to a “law varying [Congressional salaries”]).
The amendment that was due to a student getting a C on his paper. (He did eventually get it changed to an A, but only after the amendment was ratified.)
