'Riotsville, U.S.A.' Explores the Origins of Police Militarization
Sierra Pettengill's documentary focuses on the fake towns, built by the Army in the 1960s, to train law enforcement.
HD DownloadRiotsville, U.S.A., a new documentary by filmmaker Sierra Pettengill, is a surrealist look at the dawn of police militarization in America.
"Riotsville was a series of fake towns that look like low-budget film sets constructed on military bases in the late '60s for training in civil disturbance control," Pettengill explained to Reason. "People ranging from FBI agents, governors, rank and file police officers, and police chiefs were all brought in for this course. Riotsville was a sort of day-long stage reenactment."
Following the death of Michael Brown in Ferguson, Missouri, Americans become increasingly aware of the growing use of military tools and tactics by law enforcement. But, as Pettengill's film makes clear, the practice began decades earlier—in the 1960s—after protests erupted in cities across the country.
In 1967 President Lyndon Johnson appointed the Kerner Commission to study what had caused the series of urban riots that led to deadly clashes between protesters and police. The commission's report recommended an ambitious set of initiatives to combat racism in America, and a minor measure calling for increased funding and training for police. It was that minor recommendation that President Johnson latched on to.
"It is largely the first time that the federal government is funding local police departments directly," says Pettengill.
Pettengill sat down with Reason to talk about her film, the lasting impact of the Army's creation of Riotsville, and the parallels she draws between the 1960s and today.

The death of Michael Brown that didn't remotely involve military tools or tactics was the impetus for the public to recognize the growing use of military tools and tactic?
Statements like this make me think this documentary was based on finding the proof for the already desired conclusion. And I actually agree that police use of military tools and tactics is way out of hand in this country.
All cop stories must relate to a black victim.

Obama banned some military surplus grants to local law enforcement in the wake of Michael Brown's death. So yeah, it did in fact come to the attention of the American people due to the death of Michael Brown; not withstanding whether or not it should have been. IIRC, much ado was a made about the Bearcat SWAT vehicles in Ferguson.
I would posit the aftermath of Michael Brown did basically nothing in regards to military issues with police. There was absolutely no relation. The issue was alive long before Michael Brown, and it has been highlighted after Michael Brown with examples of overly aggressive use of military tactics and tools. But the Michael Brown situation had nothing to do with it.

Michael Brown was suicide by cop and the same result would have happened in 1878 if the Peace Officer or Sheriff was black and was carrying a colt 45. It's very disconcerting how someone thinks a justifiable homicide is somehow connected or explains police militarization unless the writer is anti social anti police etc.
The evidence shows Brown was walking towards Wilson at 4 mph not charging "full speed" as Wilson testilied.
Everything wrong with the cops is the direct result of drug prohibition.

Arguments that the 2nd Amendment is there to preserve the possibility of armed rebellion as a check on government are often made by the same people who support increased militarization of police. How to understand this contradiction?
