"Jokey"?
He claimed to have a "funding secured" (which is a key phrase in the securities markets) from the Saudis. The "joke" caused the stock price to move materially, costs billions of dollars to certain market participants.
This was no joke, but rather a sign of one of two things: either Musk is a total imbecile or he has a total disregard for the rules of the market. Or maybe both.
