St. Petersburg, Florida, resident Carl Gunn spends his weekends in a lawn chair by the side of the road, where he raises a sign on a pole to block a Flock camera. Flock operates 120,000 license plate readers nationwide and scans license plates 20 billion times per month, according to the American Civil Liberties Union.

Concerns about privacy and abuse by law enforcement have sparked protests and vandalism of Flock cameras around the country. "I'm not a lawbreaker," Gunn told Tampa's WUSF. "Don't be following me."
