Brickbat: Evil Twin

James Caban, the twin brother of then-New York City Police Commissioner Edward Caban, impersonated his brother to trick police into going easy on nightclubs and bars that paid protection money, according to a federal complaint. James Caban reportedly used his brother's name at the 34th Precinct in Washington Heights to stop raids on businesses breaking the law. The complaint alleges the precinct commander, Inspector Aneudy Castillo, let officers think he was his brother and made sure these businesses avoided police action.

The real problem is that he impersonated the wrong brother. He should've impersonated Beau Biden and then nobody would've asked any questions.
Next, the police commissioner will show his family solidarity by turning himself in when his brother is convicted, while the brother becomes police commissioner. Then the real police commissioner changes his mind and decides he needs to escape and correct the situation. They could milk that theme for a multi-episode streaming series.
Of course, the audience will be constantly faked out by being confused about which brother is which.
