"Because Dodge Chargers are frequently stolen" is not now, never was and never will be probable cause - to run a plate or for any other legitimate law enforcement purpose. Likewise two men of color driving within the speed limit at one in the morning. Likewise one tail light not operating. Likewise out of state license plate driving through Kansas from Colorado to Missouri. I don't know what it will take to get law enforcement officers to stop this dangerous and unconstitutional behavior but they must be stopped!
"Totality of circumstances". What if it's two black guys driving at one o'clock in the morning from Colorado to Missouri with a taillight out in a frequently-stolen type of car? They could easily be white supremacist terrorists.
I long for a world where all cops, indeed all prosecutors, judges, and other government employees, are as personally responsible for their actions as every civilian is; where there is no immunity, qualified or absolute; where everyone has standing to sue the government for every action it takes merely by virtue of being a human being; where every single government statute, be it a congressional law, a presidential executive order, a bureaucrat's regulation, or a city dog leash ordinance, is subject to review by a truly random panel of citizens, who are given the statute, a pad of paper, a pen (not a pencil), and a dictionary, sent to individual rooms, told to write down what they believe the statute means, and if, at the end of the day, they have not all completed their descriptions, or their descriptions differ in ways which they themselves consider materiel, the statute in question is voided in its entirety and its author is fired from his job and never again allowed to perform any government work.
If that's their only justification, are they also pulling over every single Kia or Hyundai that they see on the road?

I will note that their mistakes are more likely than other people's mistakes to result in dead bodies. Perhaps they ought to be mindful of that.
The important thing is that all the officers go home safe.

A tag as proof that you have paid the fee to use the private road. And in an imperfect world, public road.

The initial mistake may be forgiven. The escalation cannot - at least, not based on the information presented so far.
An incorrect license registration presumably means a fake license plate. It seems quite likely to me that someone who puts this on a car intends to use that car in crimes, which somewhat heightens the danger for a cop that stops that car.
OTOH, anyone with common sense would realize that it's much more likely that they entered the license info wrong than that a car they picked at random to run a check on just happened to be carrying a criminal gang stupid enough to open fire on cops rather than taking their chances in the court system.
