Brickbat: It's Just Too Easy

Explaining her vote against a measure to ban unlawful possession of a catalytic converter, Los Angeles City Council member Nithya Raman blamed automobile makers for making part too easy to steal. Council member Eunisses Hernandez voted against the measure as well, saying it could have a disproportionate effect on black and Hispanic communities. She also warned it would cost the city money to enforce the ordinance. Some 8,000 catalytic converters were reported stolen in Los Angeles in 2022. The measure passed, eight votes to four.

WTF is "unlawful possession of a catalytic converter"? Like, I'm allowed to have one, but only if it's bolted to my car? What if I want to use mine as the star on my Christmas tree and then put it back on New Year's Day?

I noticed that this law, despite the fact that Los Angeles City Council members are functionally retarded-- is kind of dumb. And by "kind of" I mean pretty retarded and nigh impossible to enforce.
The problem is, as usual, that Los Angeles doesn't police its crime in general, so the system is "out of balance" and now we're trying to put it back into balance 22 steps down the unbalanced path.

Yeah, don’t enforce the law, but make more laws to not enforce! Maybe they could pass a law you can steal $999 dollars worth of catalytic converters a day to cut down on the thefts of catalytic converters, and that would be legal as long as it is less than a $1000 dollars of catalytic converters stolen a day. It is a great idea based on their shoplifting laws which have totally curtailed shoplifting!
No one actually needs a catalytic converter, especially the high capacity kind with the shoulder thing that goes up.
I think it's what my generation used to refer to as stealing. I've heard in those parts of the country there are no longer repercussions for that. I believe this is trying to add them back in just for government mandated emissions devices.

EV's don't have catalytic converters. Obviously this was an oversight that can be corrected with new legislation.

Are they actually promoting stealing catalytic converters to help the bottom line of "black and brown" people? Are they annoyed that "black and brown" people will get caught and go to jail disproportionately? I've had mine stolen twice and I'm proud to say I don't care who is disproportionately hurt by nailing these thieves to the wall.

What about copper parts from the inside of AC units? Are they being stolen in LA? If so, according to this logic, it is the fault of the property owners. How about enacting criminal penalties for anyone with an air conditioner unit. That would solve a multitude of problems.
