Restrictive Zoning Laws Worsened the Supply Chain Crisis

The major backlog at one of America's busiest ports has been worsened by strict zoning laws that limit where empty shipping containers can be stacked after being unloaded.
Until officials in Long Beach, California, issued an emergency order this weekend to temporarily relax those rules, it was illegal for trucking companies to store more than two shipping containers on top of one another in their yards. That's contributed to a massive bottleneck at the terminal yards of trucking companies serving both the Port of Los Angeles and the Port of Long Beach—a bottleneck that's being felt in supply chain shortages across the whole country.
As Ryan Petersen, CEO of Flexport, a logistics firm, explained in part of a detailed Twitter thread over the weekend, the artificial limitation on stacking shipping containers means there is no more room for empty containers in some trucking yards:
He can't take the containers off the chassis because he's not allowed by the city of Long Beach zoning code to store empty containers more than 2 high in his truck yard. If he violates this code they'll shut down his yard altogether.

In short, getting the two major ports to operate around-the-clock—as the White House has urged them to do—doesn't mean much if there is nowhere for the unloaded shipping containers to go. "It's a true traffic jam," writes Petersen.
There doesn't seem to be any safety-based reason for such a policy, as shipping containers are routinely stacked higher at other ports and while being carried across the open sea. Long Beach's prohibition on stacking more than two-high is "an aesthetic measure intended to preserve visual sightlines in the neighborhood," according to The Maritime Executive, a trade publication.
Those rules won't be enforced for the next three months under an emergency order issued this weekend. Now, trucking companies and warehouses will be allowed to stack up to four containers vertically—effectively doubling their capacity. "The city will work during the next 90-day period to assess the situation and effectiveness of this solution and any impacts on the surrounding areas," Long Beach officials said in a statement.
So there you have it. All it takes to get small, temporary relief from California's excessive zoning regulations is a national supply chain crisis that threatens to ruin Christmas.
But the restrictive zoning rules in Long Beach and the backups they've caused at the port don't just highlight the unintended negative consequences of government policy. The situation also demonstrates how difficult it is for the government to actually solve the supply chain issue—and not just because the head of the federal Commerce Department seems to be confused about the difference between "supply" and "demand."
The bigger problem is that you can't move shipping containers simply by throwing money at them. "With Lehman [Brothers, the financial firm that collapsed in 2008, triggering the subprime mortgage crisis] the government could just print tons of money to flood the banks with liquidity," Petersen told Bloomberg on Sunday. "Here we need real-world solutions."

"It's striking that this hasn't gotten the attention of the Biden administration," said Michael McFaul, an American ambassador to Russia in the Obama administration. He criticized Apple, Facebook, Google, and Twitter for not speaking out more forcefully against Russia's policies.

Stacking them six high on a rolling ship is one thing, but doing that on land could be very dangerous and an eyesore.

Just spread hundreds of shipping containers around every city and call them affordable housing. Jeez, do I have to think of everything?
Ironically the shipping container housing industry has been stopped as the supply of containers has hit rock bottom making them unaffordable.
They were always unaffordable compared to similar tiny-home construction. The fact is that thin, corrugated sheet metal is a horrible material for housing no matter what your location. It requires thick insulation to be livable in hot or cold climates, and any heating or cooling will cause massive condensation issues either inside or out, so you need a pretty strong dehumidification to make it work.
I could go on, but the end result is that unless you absolutely have no other options due to poverty, a shipping container is one of the worst choices you can make for housing. You have to do so many modifications that it is smaller, less efficient, and more expensive than almost any other form of construction.
I think containers help novice doityourselfers get started with a well defined shape and a good weatherproof skin. Seems silly if you know how to frame, but people seem to like it.

I disagree with the contention, though.
Many in the commentariat know I have no love of this state, but to state that this is making the supply chain shortage worse, is incorrect. Biden is talking about sending the National Guard (!!!) in to our ports because it is easier to scapegoat parts of our supply chain, than to accept responsibility for their part in creating this mess.
This supply chain shortage was created by reaction to the pandemic. This country shut down all of its manufacturing and exports. As a result, China (who remained open and manufacturing) shipped stuff here, and ships returned back to china without any containers because it was more cost advantageous to go home empty than wait for empty shipping containers to be loaded onboard.
The logistics system in the US can ship so many containers a day, and that has incrementally grown year over year for 20 years. The problem is that the PANDEMIC RESPONSE (not rules that have existed for decades) caused us to not shift containers around as normal, and now China needs them.
Again, lift artificial regulatory constraints to allow our logistics system some "burst" capacity. That is great with me. But don't say that the constraints make things worse. They were always there. But focusing on these little myopic changes just threatens to micro-manage the situation. And it threatens to allow thousands of mini-tyrants to memory-hole the one and only root cause.
The problem IS that the contstraints were always there, they're often stupid and not based on real consoderations, and they decrease effectiveness of the operation for no real reason. When things are functioning normally, they're not always noticeable. The problem is, we've been in a supply chain crisis for months now, and the constraints still exist, and no one has moved to lessen or waive them until just now. The backlog is beyond manageable, and the only reason this is getting any action is because someone didna boat tour and went on twitter.
I agree with everything you said. My disagreement is with people who suggest these constraints "Make things worse". They are not making the supply chain shortage worse. They are standing in the way of making it better.
This distinction is important. We have all these petty tyrants from Biden on down who went and kicked over an anthill and then want to blame the ants for not reacting quick enough. We can never forget that they are the ones who kicked over the anthill. Biden wants you fighting about union rules and the regulations in Long Beach because the longer we do that, the more likely we are to forget that his ilk created this mess in the first place.
What it shows that the growth of the just-in-time system, in conjunction with a globalist economy that's heavily dependent on cheap Chinese shit, the failure of mass immigration to pick up the slack in the service and logistics industries (I thought we were importing half of the Western Hemisphere and large chunks of Africa and the Caribbean to specifically do these jobs so Americans could focus on pursuing white collar striver professions), and "green" policies that deliberately make it difficult to adapt to black swan events like this, creates very distinct weaknesses in the supply chain that can't just be turned back on like a light switch.
That Democratic politicians and a not inconsiderate number of Republicans as well thought this would be the case, demonstrates just how sheltered the ruling classes have been and how cut off from reality they are.

In economics businesses used to estimate as part of their cost analysis supply chain disruptions. It is why keeping some limited manufacturing domestic made sense. This all went out the windows in the last 2 decades.

I'm absolutely shocked that NR published something like this. They were the biggest cheerleaders for outsourcing manufacturing and turning over these jobs to immigrants for decades.

Very likely because there is little difference between something that does not actively worsen a condition and something that does not improve a condition. California's petty regulations are part of the problem, and it may be hasty to point fingers at California's regulatory history and patterns, but it may not. None of this changes the impact they are having. In times of crisis, regulations such as these could have been relaxed, but were not; that is the heart of the issue, and why the argument about California is arising.

Ten or fifteen years ago China found it was cheaper to make NEW sea fright cans for goods leaving there for her,e and abaondon or sell off cheaply when they get here and are de-stuffed. Brokers bought them by the square mile, and resold them for all sorts of things. One can hardly drive through any rural areas wihtiut seeinf them scattered here and there, serving as barns, windbreas, walls for new garages (toss some trusses over the top, bolt then down, crtain the open ends, there is no cheap enclised space possible).
So WHAT ELSE has changed since then that they leave the empities here again byut rare now crying for empty ones "over there?"

ifornia, in their "infinite WHIZZ DUMB " have determined that \no truck tractors older than 2011 can operate commercially on California roads. THAT causes a severe shortage of ower units (tractors) to dray the ocntainers, loaded or empty, away from the ports and yards. There are simply not enough "acceptible" power units to move them. The few that ARE availble are, as fast as they can mange, moving the full ones to be destuffed at wareh\ouses, etc accross the nation, but nowhere near fast enough. THIS is the root cause of the logjams at the ports. Califnia's new emissions standards for trucks NEED to be challenged in federal court as violating the COmmerce Clause. this is a disruption of intertate commerce, expressly forbidden under the US and state constituions.
SOMEBODY needs to take that crazy state down a few pegs, they are messing up the entire nation. And someone is blaming the City of Long beach for their _two high_ limit, claiming that is the cause of the container logjam in EVERY port in the state?

Speaking as a trucker I would add that very few independent truckers will do business in CA. Plenty of freight elsewhere. It's the consumers in CA of course that ultimately pay for these regulations.

What's interesting about SNL is that, even during periods where the performers are at the top of the game, it's always been a pretty garbage show. In the early years, they were just throwing stuff against the wall to see what stuck, before they finally settled on the "current pop culture and music flavors of the month" formula around the mid-80s for the host and music acts.
The late 80s-early 90s and the early-mid 2000s were probably the peaks of the show, creatively, and what's striking is that when you pull these episodes up, is just how lame and self-indulgent a lot of the skits were. For every Matt Foley or Wayne's World bit, for every Clinton/Dubya/Palin piece, and for every Lonely Island music video, there's hours of pointless filler. Weekend Update's most memorable hosts are still Dennis Miller and Norm Macdonald after all these years--Miller for perfecting the delivery of smarmy TV host that Chevy Chase established, and Norm for relentlessly shitting on the media's sacred cows.
When Norm came back to host after he was fired was priceless. Completely shit on the show in the monologue. He and Artie Lang have talked about that the original plan was for him to do that then just leave. Live show. In most of the skits. And they would have to scramble to salvage the episode.
Weekend update was great. Phil Hartman and Mike Meyers were also great.
Norm slagging OJ Simpson at the ESPYs is one of the all-time great media moments. Dude had absolute balls of steel to get up on that podium with all the sportsball athletes and media simps, and dump on their hero right to their face.

Honestly, the 1.5 length is a massive detriment to the show's quality. They could lop off the last half-hour, still do two musician sets, and the overall quality of the skits would likely be a lot better since they'd have to account for the 10 minutes or so of music and 8-10 minutes of commercials, plus the opening monologue and weekend update bits, which I think runs about 10-12 minutes total.
A show with three average-to-strong skits would pack a lot more punch, than one with 1 good one and 5 average-to-weak ones.

Not only is this leading to supply problems, it's ironically far more risky and polluting than any pipeline.
4. The focus on oilsand's oil was a deliberate distraction by Russian and Saudi "environmental" groups desperate to keep prices high. And then the "enhanced" second virus escaped...
Both events were "utterly unexpected", but quite predictable considering how sloppily Chinese labs have been run in the past.

The US rail company, Union Pacific has confirmed the suspension of rail shipments from the US West Coast, which starts today, on 18 July.
In particular, Union Pacific will halt all the eastbound movements from the West Coast Port Terminals moving to its Global IV facility in Chicago for around a week. The suspension includes containers from the ports of Los Angeles, Long Beach and Oakland in California and the port of Tacoma in Washington.
"We believe this change will allow the transportation supply chain to begin working off the backlog of Global IV destined trains, while freeing up railcar assets to support import loading needs on the West Coast," said Robynn Tysver, Union Pacific's representative.
Does anyone understand this logic? UNP apparently has a big backlog of containers at Chicago (from LA) and can't get them picked up by truck from there. Because the trucks are all in LA? So leave containers on West Coast - so more trucks go there to pick them up?

Production costs fell with the digitization of film in the early 1990s, and indie film makers taking advantage of that. Tarantino made Reservoir Dogs on a credit card. The indies and filmmakers from foreign countries started making really high quality, low budget films--that would end up marketed on the film festival circuit and being distributed by companies like Miramax.
Hollywood responded by concentrating on big budget spectacles intended for international audiences that couldn't be made with low budgets anymore--sci-fi epics, superheroes, Tolkien, book adaptations, animated fare, etc. You need to have a built in audience to justify the production costs of a big budget film. The bankable star went out the window. It came to be about the bankable book or bankable franchise. Being a Bond film, a Star Wars film, a film adaptation of a book a lot of people have already read, a Marvel film, and a sequel to something someone has seen before means there's less risk in the investment in production costs. That's all it is. Remakes are less risky because they're based on something that has worked before.
In commercial real estate, you don't build a big office building on a speculative basis without doing some market research, and before you even break ground, you go shop the design around to find an anchor tenant or two before you bother spending the money to break ground and start construction. If you know that you've got tenants lined up to finance the construction, it's easier to make that investment. Sequels, adaptations, etc. of known properties mean that the production costs already have a built in audience, and that's enough to get them financed.
I can't remember the last time I saw a really good film with a really big budget. The big budget movies we see today are not tailored to American tastes. They're often targeted to Chinese audiences. The best films being made today are mostly foreign stuff--in Finnish or something. High quality is associated with tailoring your product to a small, sophisticated audience. If Bach or Charlie Parker had been targeting the whole world, their product would have sounded like Adele or Beyoncé.

I never read the book(s). I liked parts of the David Lynch effort but it clearly was a mess. This version was well done. Smart they broke up the story so about 2.5 hours for this “first half.”
Pretty good, not great. Pretty slow moving for most people.
I liked that they don't spell everything out for everyone, like most movies do. Plus it had Thanos and Aquaman training the punk kid how to fight.
I really liked Dune. I thought it nicely balanced being true to the book with remaining intelligible and reasonably paced for those who had not read the book. I felt all the weird mysticism of the book was well executed. I also really liked the portrayal of shield fighting. Going in I thought there was no way they could show shield fighting in a visually interesting way that would make sense.

Visually, an amalgam of the Lynch movie and the miniseries. Lynch style stillsuits, miniseries style desert robes.
Storywise, lacking. Which is odd when you consider not just the freedom from time constraints, but also the fact that there were parts of the film that clearly showed that missing scenes had obviously been filmed.
That low voiced internal monologue that some hate from the Lynch version was shown to be really needed--or replaced, as it was in the miniseries, with exposition. Far too many people clearly have no idea what was happening.
And the things cut--the Emperor, the spacing guild, Irulan. How do you cut the woman who is ostensibly writing all this? Nothing about Ix or the Tleilaxu. Kwisatz Haderach not explained

The confrontation between Jessica and Mohiam was gone.
There was no explanation of Yueh.

Why can no one get the eyes right? Dark blue scleral contacts. So simple.

And, of course, pointless diversity and gender swapping. Yueh is asian for some reason, there are black fremen, and Chani's mother is still dead, so swapping Liet's sex serves no 'strong female role' purpose.
And, in Dune, why would anyone NEED that? The book is crammed to the gills with badass women-- Jessica, Mohiam, Chani, Alia, Mapes, Irulan, even Ghanima becomes a badass.
It wasn't awful. But it wasn't better than what was done before, It was the exact same thing with some of it's own idiosyncrasies that leave no mark on story or theme.

As I recall, Video Archives had moved to Hermosa (across the street from the Bijou, an art house on the beach)by the time Reservoir Dogs came out of the festival circuit, and he and his Ninja Warrior Night buddies had already shot other scripts--that were never released. It was a DIY operation. Quentin originally wrote the script for Natural Born Killers as a "found footage" flick--as if the film were found footage of Mickey and Mallory on their crime spree, lost footage from the perspective of the Geraldo character, etc., etc.
Quentin hated what Oliver Stone did with that script. And the point was to make a movie that could be shot "on a credit card" (low budget) and have a plausible explanation for why it was shot on a cheap ass format. Because you're seeing it through the lens of a cheap ass camera. Hollywood didn't think a found footage movie like that could ever be successful in a major theater release--not until The Blair Witch Project, which had been originally shot for tens of thousands of dollars, emerged from the festival circuit, got major distribution, and became a box office smash.

If Reservoir Dogs cost a $1.5 million, that's still chicken feed compared to what big budget movies were making, and the amount of marketing and other resources used to edit and market two dozen low budget flops can also be used to back a sure thing with a built in audience--like a book adaptation, a sequel, or a remake with a proven track record. Much better to bid on whatever emerges as a hit on the festival circuit from an investment perspective--and just leave the low budget, high quality shit to the art houses. Invest your money in movies with a low risk return and an unlimited upside.
Point being, Tarantino was just one example. As the cost of shooting films dropped with the digitization of film, Hollywood's position as a gatekeeper started to erode--and low budget films coming out of the art houses started dominating Hollywood productions. Rodrigues is another example, but there are dozens of others. Richard Linklater, Steven Soderbergh, Kevin Smith, Todd Solondz, Wes Anderson, . . . on and on and on. Hollywood couldn't tell the difference between those guys' first scripts and and any one of a thousand other scripts they reject every year.
What some of these guys, like Tarantino with his buddies and their 16 mm camera, were doing was a lot like what Black Flag and Minor Threat were doing in the early 80s with punk rock or the Norwegian black metal guys were doing. If Hollywood won't let us in, we'll just get our own equipment and make this stuff ourselves on a shoestring budget. When the digitization of camera equipment came down, they were able to put out some quality stuff without raising much money.
Now that everyone can afford to make quality content because camera are cheap and you don't need to buy film (much less quality film) anymore, everyone can make content. YouTube is that taken to its logical extreme--you don't even need a theater chain to distribute content anymore. So, Hollywood started concentrating on making content that you can't make without a gigantic investment, and they concentrated on properties with built in audiences, like sequels, adaptations, and remakes (which is trying something that has worked before).
Yeah, it's also a bit of 'discovering self-evident truth' selection bias. If I throw out the vast swaths of movies I've never heard of and focus on just what Hollywood is producing, all I see is remakes and adaptations.
