Biden's $1.9 Trillion COVID Relief Package Includes More Stimulus Checks, State Government Bailout, $15 Federal Minimum Wage
On the brighter side, Biden wants 100 million vaccinations in 100 days and will push for immediate school reopenings.

President-elect Joe Biden called Thursday night for a $1.9 trillion COVID-19 package that will include another round of relief checks for most Americans, a bailout for state and local governments, boosted unemployment payments, and a higher federal minimum wage.
The package is the first part of what Biden called a two-step plan to get America through the rest of the pandemic. The second part will be the centerpiece of Biden's first State of the Union address, scheduled for next month.
Biden's proposals combine elements of last year's COVID-19 bills with some Democratic priorities that didn't make the cut. Biden will have slim Democratic majorities in both houses of Congress, but he stressed the need for bipartisan support on a spending package that he described as a response to a "crisis of deep human suffering."
"During this pandemic, millions of Americans, through no fault of their own, have lost the dignity of a job and a paycheck," Biden said. "It's tested us beyond measure."
About half the total cost of the proposal is aimed at households and unemployed workers. Biden wants Congress to approve $1,400 checks—on top of the $600 that individuals who earned less than $87,000 in 2019 received this month, as well as the $1,200 payments approved as part of the first COVID stimulus bill Congress passed in March 2020. It is unclear if there will be income cut-offs for the new payments, but Biden said he would push Congress to include adult dependents (such as college students) in the payments to households, even though they had been excluded from the $600 payments that Congress approved last month.
According to an analysis by the Committee for a Responsible Federal Budget, a nonprofit that advocates for balanced budgets, the new round of direct payments would cost $465 billion. Biden also called for Congress to expand the federal child tax credit from $2,000 per child to $3,000 per child, which would reduce federal revenue by about $120 billion per year.
Another major element of Biden's plan is a $400-per-month federal supplement to state unemployment payments, which will continue through September. That comes with a price tag of $350 billion.
Biden is also proposing $170 billion to assist in reopening schools and a $350 billion bailout of state and local governments. And on top of all that, Biden called for raising the national minimum wage to $15 an hour.
Those last two details may be the most contentious details. Democrats pushed for a similar bailout in earlier negotiations over COVID stimulus bills, but Senate Republicans blocked them. Democrats will have a slim Senate majority once the winners of two Georgia run-off elections are sworn-in, but the case for a state bailout remains shaky.
Democrats may still need Republican votes for much of Biden's plan. The reconciliation process could be used to amend existing tax and budget matters with a simple majority vote in the Senate—perhaps to do something like adjusting the amount of the child tax credit—but relief checks and a state government bailout will likely require 60 votes.
That may also explain why some other Democratic priorities, such as the restoration of the state and local tax deduction (the "SALT" deduction), are not included in the package Biden outlined Thursday. The abolition of the SALT deduction was a major element of the tax overhaul passed by Republicans in 2017, and undoing that would likely cost Biden any shot at GOP support for this proposal.
The big unanswered question is how Biden plans to pay for it all. Thanks to years of poor budgeting and overzealous spending by Congress and President Donald Trump, America faces a $3 trillion budget deficit and a national debt that's zooming towards $30 trillion. An additional $1.9 trillion will only add to the nation's already overburdened credit card.
Biden did not address plans for spending offsets or tax increases in his speech. An unnamed Biden official told The Wall Street Journal on Thursday that the president-elect did not believe now was the time for worrying about widening budget deficits and that Biden's focus was on the more immediate emergency.
Previously, Biden has indicated that he will push for higher taxes on corporations and on individuals making more than $400,000 annually.
In the coming days, Biden intends to outline his plans for a national vaccination effort, including an ambitious goal to deliver 100 million vaccinations during the new administration's first 100 days. To the extent that Biden can in fact streamline the process and get more shots in more arms, that's welcome. So too is a push to reopen the schools as soon as possible. And targeted relief for unemployed workers will help people harmed by the pandemic and by the government-imposed lockdowns it inspired.
But near-universal $1,400 checks are not good policy, no matter how popular they might be. States and local governments have the ability to make their own taxing and spending decisions and should not expect or require federal aid—and certainly not when the federal government is in such dire fiscal straits on its own. And ambitious plans to increase social spending and hike wages that don't have anything to do with the pandemic should be considered separately.
Congress should scrutinize each element of Biden's "part one" relief plan, and pass only the proposals that will directly and immediately help to end the pandemic or relieve its effects.

If this is seriously being proposed, its time to immediately safeguard against inflation with trading US currency with tangible assets immediately.
The price of my fast food is about to double. The price of a gallon of milk is about to double. The price of a loaf of bread is about to double. So it really doesn't help the poor to increase the minimum wage. They are getting paid more, but now all of a sudden everything is going up in price. But it does take the value of the money that I have right now, and cuts it in half.
There were tax cuts across the board to everyone. The corporate tax rate was obscene and needed to be lowered. The economy immediately picked up after the tax cuts passed by republicans. Can you give us an example of how the tax cuts were "kleptocratic?"

The whole "stimulus" thing is ridiculous. Government takes 25% of your income, then later gives 2% of it back and calls it a "stimulus." I'd prefer tax cuts. The purchasing power of the federal minimum wage has done nothing but go down since 1984. All that's really being asked is to re-index it for inflation for the first time in two generations.
The only science about the negative effects have to do with low-wage jobs that are not desirable for an advanced economy anyway. Make those jobs compete in the marketplace of labor at a $15 minimum. If they're replaced by robots, good. I'd rather be served a burger from a robot than a disease-ridden teenager.

There's no such thing as competing in a marketplace without government interference. There's already a minimum wage, so that you cannot employ street urchins as chimney sweeps. For them you get to fork over even more so they get an education and not have to support the types of establishments you run.
The effect of the tax cuts is to take trillions of dollars from one class and give it to another. And there isn't nearly as much flip-flopping going on between the classes as there would be in a market less regulated to protect wealth.

Sweden found out that in order to have a thriving economy and encourage the building of strong Swedish companies it had to lower the corporate tax rate to the low 20’s percent. So, you advocate a higher rate than Sweden. Further, Sweden gave up on a favorite government method of redistribution when they eliminated inheritance taxes.
Australia has a staggered minimum wage based on age and experience.

As I have indicated above, the individuals of said corporations are already paying and getting money back. The "corporation" is a group of people (who have already paid taxes!) that just got together to make a product or perform a service. I don't think they should be punished for simply getting together to work together.
They will not make more money, because my theoretical motel will roll the janitor expense into the bill. And so will everyone else nationwide. A loaf a bread, a gallon of milk, a coke at the convenience store, etc. They will all go up in price, as the market corrects for a fake shift in value. You see, congress can't just announce and deem that people that mop floors suddenly have more value than they do. The market determines that - not congress. So in the short term, I will fire the cleaning crew that are not top performers, and I will pay only the best $15/hour. Shortly later, the market will catch up with the ordeal, and I will be making a lot more than I was, and to some degree, proportional to the amount the employee's wage was artificially increased, because the value of the dollar dropped. Aka - instant inflation. But that's fine. I don't even care. It only hurts those affected by the $15 wage increase. And they aren't going to be better off in the long run anyways.
I will say however, that the minimum wage affects workers whose product or service goes abroad. Because abroad they didn't get a minimum wage right. So in that case, demand will decrease for that product or service supplied by the US, because the price artificially jumped (from their perspective). That will result in fewer orders, and possibly diverting jobs from the US to other countries where street urchins are readily available and willing to do the job for less. (It's all voluntary). This will result in increased economic stagnation in the US, and higher unemployment rates. (But it will be great for places like China).
The minimum wage is just a shift in numbers. Everyone's numbers increase when a minimum wage is instantiated. After market correction, I will hire the less competent people fired previously after the wage hike at $15 minimum wage prices. And that's fine. Why? Because $15 wont buy you much at all at that point. Look Tony. I don't know if you are an idiot, or you just need education. In 1998, I worked for $5.15/hr. You know how much a burger cost at the fast food joint? A burger, some fries, and a drink, cost about $5. Now, in my state, it is $7.50/hr minimum wage. Our currently regulations aren't to protect wealth, but to subsidize your existence and the existence of other people who got fired after the wage increase, because they were not top performers who stayed on. If you want your time to be worth more, you have to invest in yourself, education, training, specialization. Tony, minimum wage increases don't have much impact when they're below the market minimum wage. This would be way, way above it in almost all markets.

If a business is truly on that knife's edge, then it has a choice to become more efficient or die. We don't let you sell poisoned food either, even if it costs you a little more. Labor rights are no different. Labor is at a power disadvantage. Their wages will always be beneath what they could negotiate in a market where they were equal players. And minimum wages are the kinds of things negotiated by unions, in much the same way tax write-offs are negotiated by owners. Since in your infinite wisdom you killed all the unions, might as well skip the middleman. Or would you like to give people back all the freedoms you took away before they had a "right to work"?

It is not a power mis-match, it is a demand/supply situation. The U.S. generates a large supply of unskilled workers for cultural reasons (highest high-school drop out rate of the industrialized world, highest low skill immigration rate of the industrialized world). It is no wonder our economy struggles to employ them all. Set minimum wages to $15 an hour, and economy will give up trying to use all the labor we produce. The least skilled among us will just be declared by law as permanently unemployable, just as the first minimum wage laws were used to push blacks out of the labor force.
Wages themselves aren't set arbitrarily. Businesses don't just throw a dart at the board, choosing to pay whatever the dart lands on. Businesses either pay a wage equivalent to the skill level involved in the job (any job that pay minimum wage is a job any 15 year old with a day's training can do), or a "premium wage" if those businesses are in a competitive job market and want to attract "top talent".
The minimum wage, by it's very existence, is an arbitrary price floor. If that price floor is higher than either the "going wage" or the "premium wage" at least one of three things will occur.
Businesses will raise prices to compensate for higher wage expenses as they're not charities, which will also effect demand (elasticity and all that jazz) and overall profits.
Business unable to pay their current employees the new minimum wage will reduce their workforce, or invest in non-human labor (think self-checkout machines).
Anyone who currently works for a wage less than the proposed new minimum wage will demand higher wages above the new minimum wages. This will cause an increase in wages at not just below the proposed minimum wage, but also for current wages at or around the proposed minimum wage, and even those above the minimum wage. You might think this good-- until you realize that an artificial upward pressure on wages simply means people have more money to spend, which places upward pressure on prices for goods and services, those goods and services whose prices have already been raised due to an upward pressure on wages. Essentially, you place people out of work and then make it so that they're (even more) unable to afford those same goods and services.
But by and large, Americans don't understand basic economics. So this will all fall on deaf ears.

You're talking about marginal cases and ignoring the benefit of the policy. Marginal cases will die. Businesses die when they can't make a profit. That's what's supposed to happen, Republican notions of a permanent ruling class of extant plutocrats notwithstanding. In this modest minimum wage increase just to keep up with inflation, there won't even be that many marginal cases.
Raising prices is just one way to respond to higher labor costs. There's always excess going somewhere useless, especially when we've been paying people such shit wages for so long.
There is no benefits the policy. People getting paid $7.50 in my state are simply not worth $15/hr. Increasing it to $15/hr will get them fired. This results in the unemployment rate increasing. This results in the economy increasing in stagnation. This is because productivity has fallen. Because there are people out of work. In the long term. Eventually it will be lucrative again to hire these incompetent people at $15/hr. This is because the minimum wage hike will result in rapid inflation which results in the value of the dollar falling to compensate (a reaction of the market!) These people will be hired at $15/hr and $15 won't get you very much.
And those employees will get fired, either way. Pick your poison. Self perceived victimhood of exploitation, or the unemployment line.

Minimum wage increases help cause inflation. So they are already "caught up" with inflation. Increasing the minimum wage will increase inflation. This is because a piece of paper signed by congressmen, doesn't actually create value out a guys time mopping the floor or flipping burgers. Lock in the minimum wage through law, and the market will correct the action by lowering the value of the dollar. And it didn't even lower the value of the dollar. The government did, when they passed a law that says X amount = one hour of this guy's time.</b

Nobody “killed” the unions - they have priced themselves out of a competitive market. One of the primary reasons (other than technology advances) leading to the demise of unions is the uncheck flood of unskilled laborers from abroad, mostly from Mexico. It’s pretty rich that the left bemoans the depression of wages for unskilled labor but applauds bringing in a flood of foreign unskilled labor to compete with existing US workers.

You're right, it won't cause inflation. What it will do is render a minority of Americans permanently unemployable in the legal economy. You may not like your burgers being make by poor people, and you'd prefer they starve to death in the street so your burger can be made by a robot, but the rest of us actually care for our fellow humans.
I think it will cause some inflation, but you make a good point about rendering some people unemployable. We've seen various states and a couple of cities implement higher minimum wages, on their way to $15 an hour - and I think that's the best way to see how it plays out. The costs of living in Seattle and California are much, much higher than in Arkansas or Mississippi. $15 an hour in those low cost of living states may cause all sorts of problems. I live in Florida and much to my surprise, the ballot measure to move to $15 an hour minimum wage passed. Florida isn't a high cost of living state like California and the service industries are a pretty big part of the state's economy because of tourism and the seasonal influx of "snow birds" (winter residents). I have a client that operates several McDonald's restaurants and all her new hires start at $2 more an hour than the federal minimum wage - she recognized that to get better workers - even for flipping burgers, she needed to pay better. She assured me that menu prices will have to go up. She's also concerned about her more experienced employees now being paid $15 (or more) an hour - compared to the new hires at $9.50. The employees that worked hard and earned those raises to get to $15 or more an hour will surely not be happy if their wage differential compared to the new, inexperienced workers isn't adjusted to maintain most of that differential. Amazon instituted a $15 minimum wage - and I suspect those workers work pretty damn hard for their wage. Walmart moved to a $12 minimum. I think these are examples of the market working. We don't need the federal government waving its magic wand and forcing a $15 minimum for all employers in all states. It will hurt low skilled workers the most. Teenage employment has been dropping for many years - and it will get worse with a $15 minimum.
The cost of living doesn't directly impact wages. If land is expensive, people with low incomes choose to have more roommates, cut other expenses, etc. etc. What high cost of living does do is cause low income households to move away to cheaper areas. 1) There were jobs at the university in the computer labs for students. They paid very little - $5.15/hour. But the work was really, really easy. All they had to do, was help students to log in, reset passwords, that sort, and keep the printer paper full. 90% of the time, these students working there did schoolwork and got paid for it. The university, later eliminated that job entirely, and hired one or two guys, paid big $$$ to watch all the labs and monitor them remotely (full time job). So a shit ton of jobs were lost.
2) Why $15? Not not $40? Why not $60? Why stop at 15? You tell me.
3) Whenever there is a minimum wage raise, there is instant inflation. The consequence of minimum wage raises are instant inflation hikes. When a guy at a fast food place is paid $7.00/hr to flip burgers, then suddenly is raised to $15/hr, the fast food restaurant is NOT going to absorb the loss. They will pass the expensive onto the consumer. As a result, the price of those burgers will increase. And this will occur with all industries. The cost of a loaf of bread will increase. The cost of a gallon of milk will increase. Everything will immediately increase. And who does that hurt? It hurts people that have assets stored in the USD in bank accounts or bed mattresses. And I would recommend those people immediately liquidate the USD to precious metals or other tangible assets before the $15 hike comes into being. It also hurts the minimum wage people. Because they didn't really see a increase in wages, because everything else increased in cost that offset that increase in wage.

1. There's a place for a subminimum wage, sure. Babysitters, whatever. I don't know why the entire economy has to hinge on those kinds of jobs. Just make the exceptions and move on.
2. This is a slippery slope or reductio ad absurdum or whatever. For the same reason you don't tolerate infinite freedom. There are limits to everything, even the ability of quantum mechanics to describe nature. I'm not an economist, so that's why I'd ask an economist instead of a TV shock jock.
3. The fast food place will absorb the higher cost of labor if it wants to keep doing business at the same pace. I guess the ethical case says it is perfectly welcome to go out of business if it can't meet the minimum expectations of its community's labor standards. In macroeconomic terms, it means that the employees who work there can afford fourteen burgers a week instead of seven. Sounds like a win-win. And that's the picture the data paint of the last century, whether you like it or not.
So rural people are more personally responsible than other people. I agree it takes some real get-up-and-go to arrange for a permanent suckle on the public teat. Government cannot "create" value out of people flipping burgers by decree. The market - WILL correct for it.
