Efforts To Limit Ballot Drop-Off Boxes Are Cynical Electoral Gamesmanship
Across 14 states that track party affiliations of absentee-ballot-voters, 56 percent of mail-in votes have been cast by Democrats and only 23 percent have been cast by Republicans.

On Election Day, there will be literally hundreds of polling places open in Harris County, Texas—which makes sense because more than 4.7 million people live in the county that includes Houston, America's fourth-largest city.
But voters who requested absentee ballots will have to either put them in the mail or return them to a single location: a parking lot outside the Houston Texans' NRG Stadium. That's because Republican officials in Texas—like in Ohio and elsewhere—have ordered counties to have no more than one ballot dropoff location.
In a ruling issued earlier this week, the U.S. Court of Appeals for the 5th Circuit upheld Texas' limit on ballot dropoff boxes and dismissed concerns about suppressing votes. "One strains to see how it burdens voting at all," the three-judge panel concluded, since the allowance of a single absentee ballot dropoff box in each country does not limit other options, such as mailing in ballots and voting in person at a polling place.
States are allowed to set their own election rules as long as those rules don't run afoul of federal protections against discrimination and disenfranchisement. Texas has not restricted the ability to vote, merely limited how much it will expand the availability of absentee voting in light of the COVID-19 pandemic. The federal courts are right to be judicious about overturning those duly set rules.
Still, it's difficult to look at the available data regarding absentee balloting for the 2020 election and conclude that these Republican-backed efforts are anything other than a cynical ploy to salvage an election that could get ugly for the GOP. In states that track the party affiliation of voters who requested absentee ballots, the numbers are overwhelmingly tipped towards Democrats. But requested ballots mean nothing until they are returned—and therefore any barriers erected to reduce the number of ballots returned is likely to help Republicans.
Not only have Democratic voters requested more absentee ballots, but they've also returned those ballots at a higher rate. According to the U.S. Elections Project, which is run by the University of Florida political scientist Michael McDonald and tracks ballot data, there have been more than 7.5 million mail-in votes cast in the 14 states that track party affiliations of voters using absentee ballots. In those states, a limited but significant cross-section of the country as a whole, 56 percent of mail-in votes have been cast by Democratic voters and only 23 percent have been cast by Republicans.
As the COVID-19 pandemic has caused a surge in the number of absentee ballots requested and cast, Republicans may have fallen behind, in part, because President Donald Trump has been so critical of mail-in voting.
"Absentee voting gives neither party a political advantage, but the political party or the candidate that has a concerted, focused effort on encouraging absentee voting does have an advantage," former Pennsylvania Gov. Tom Ridge, a Republican who recently announced that he plans to vote for former vice president Joe Biden, told Reason in August. "It seems counterintuitive and counterproductive for the president to be opposed to it when, frankly, Republicans are going to have to use it."
Republicans have already missed that opportunity, as the number of requested absentee ballots in the country makes clear. Now, facing an uphill battle on Election Day itself, the party may be hoping to make some marginal gains by finding legal avenues for reducing the number of absentee ballots that are successfully returned, and thus counted.
In close states, every little bit could matter. In the key swing states of Florida and North Carolina, for example, Democrats have cast 54 and 53 percent of the mail-in ballots already returned, respectively. Republicans account for just 28 percent in Florida and 17 percent in North Carolina, according to the U.S. Elections Project data.
If partisanship maps itself onto not only who voters support but how they vote, it creates opportunities for election officials to play these sorts of games—restricting or elevating absentee balloting or in-person voting in the hopes of boosting one side over the other.
Democrats are guilty of doing this too. In Pennsylvania, where the state Supreme Court is controlled by judges elected as Democrats (Pennsylvania's judges are technically non-partisan but are elected to the court in partisan contests), judges have effectively rewritten the state's election laws to require that mail-in ballots received by November 6 be counted, as long as the ballots were not mailed after Election Day. Like what Republicans are doing in Texas, this is a subtle way of advantaging one way of voting over another.
Until a court says otherwise (and perhaps even then, depending on appeals rulings) all of this is legal. But it's also ugly, cynical, and corrosive to the legitimacy of elections. Unfortunately, both major parties are happy to put their thumbs on the scale.

And then when there's only one polling place, the rationale will be that there are other options, like mailing in your ballot or the one drop box. And when there's only one drop box and one polling location, it's still not a burden because you can mail in the ballot after you request it and have it mailed to you and you mail it back, trusting that it arrives and is counted.

You would have to not only know who these people are, but either change their address (which requires ID) or go get the ballot from the address. Then you need to fill it out, sign it in a way that won't get you identified.

What I did was treat a sarcastic question seriously to highlight that while the situation may sound silly, it's all quite sensible.
I'll walk you through it again:
(1) Many people do not want to vote in person this year because we are still in the middle of a global pandemic.
(2) The chief alternative, mail-in voting, has been denigrated for months by the sitting President.
(3) The second alternative is to turn-in a mail-in ballot at a designation ballot collection site, or "ballot box".
And that is why ballot boxes are such a contentious issue this year.
Whether (2) in that list counts as voter suppression? That's your call to make. It is not relevant to my explanation of why ballot boxes are so unusually important this year.

Furthermore, government makes a lot of things a lot harder. I spend hours every year just dealing with taxes. Why should voting be easier than a tax return? Why should deadlines for voting be less strict than for tax returns?

That said... I have months to do my taxes. I get all the paperwork by the end of January, then I just need to allot a few hours of my time within the next two and a half months and I'm done. And if I miss that deadline, I can file for an extension pretty easily.
I can file my taxes online or through the mail, without being required or expected to go in-person to any place, I can track whether the IRS has accepted my returns online, and so-on.
Heck, I can even pay someone else to do it for me!

The ballot harvesting that they're trying to excuse the boxes under has strict rules. The person "harvesting" the ballot has to sign it there with the person who's ballot it is, and they have a strict time limit on turning it in.
The "ballot boxes" the GOP set-up, which they are claiming is legit under that law, don't follow this. It's just an unsecured box, falsely claiming to be "official", that you drop your ballot in. In no way, shape or form did they even try to adhere to the law.
And it's not like their ballot boxes are actually secure or anything... actual ballot boxes have secure locations, monitoring, etc. and so-on. The state GOP did nothing of the sort for their "ballot boxes". They only moved them inside of buildings when the hubub started.
I mean, it wouldn't have been hard to comply. Have someone sit with the box, sign the envelop when it's handed over, drop it in the box and turn it in on time. But instead, they chose to set up unsupervised, unsecured boxes that falsely claimed to be official.
All of which is to say... this was not a good faith effort. It's lawsuit bait and a stunt. They had no intention of following the law, and are just acting out because they think they'll be able to make Democrats look bad.

The advocacy of mail-in balloting has nothing to do with Covid-19. The Democrats need the votes of the ignorant and lazy.
People who are basically uninvolved in politics are being encouraged to vote. What little, if any, political knowledge they have comes from Twitter and CNN. What these people hear is "Republicans want to stop the Democrats from giving you stuff."
Normally, these people wouldn't bother to vote or even ask for an absentee ballot. They will now decide the election.

It was pretty widely covered whenTrump put Louis DeJoy in charge of the post office. He wanted to reduce hours to slowdown the mail. A court ruled they had to wait till after the election to implement the changes.
Putting aside the election I still think it's absurd to screw with the mail. We're in a pandemic where we're encouraged to stay home and limit interaction with others. So many people are ordering things through the mail. Food, medications, school supplies, and other important things are being sent thru the mail.
Overall the pandemic caused people to send less mail, but it's still a crappy time to mess with the mail.
It just seems like common sense to not cut the postal budget until the pandemic is over.

This may have been noted already, but the reasonable requirements for vote drop off include that the boxes be secure against break in and secured against theft. Such boxes, and appropriate locations are likely to be in short supply (US Mail boxes generally having been removed quite a while back. In Utah, where I live, there seems to be a reasonable number of ballot drop off boxes, generally installed a few years ago. The closest to me is at the local city hall/police station in a well lit parking lot, where it is accessible for both drive through and walk up. It is attached to the concrete sidewalk.
Note that such arrangements still are insecure against some kinds of ballot fraud that has been practiced from time to time in the US and probably other places going back well over a century.

My state has voted exclusively by mail for two decades. Turnout is high and it's popular with both parties. Each state can run its election. What you want sounds like big federal government overreach.

In my state we've voted by mail since 2000 and when you go to the DMV they register unless you ask them not to.
