Be Warned, Coronavirus Snitches: You Too May Be Snitched On
St. Louis tattlers discover their complaints about open businesses are public records.

Hundreds of St. Louis citizens who snitched to the government about businesses that defied closure orders are discovering that their messages are not confidential and their identities are subject to sunshine laws.
As part of the effort to slow the spread of the coronavirus, some city and state leaders have forced businesses they deem "nonessential" to shut down. St. Louis County encouraged people to report any such businesses that are still open via an online form.
The county received more than 900 complaints. And the complaints, apparently, were not anonymous. Indeed, they're public records subject to the state's sunshine laws. Now people who are angry at the extent and duration of government shutdown orders are using those laws to expose the people who filed the complaints.
KSDK, a local NBC affiliate, reported in late April that a man named Jared Totsch received a copy of these tipsters' records and shared them on Facebook. When a KDSK reporter reached out to him to point to him that these tipsters are now worried about retaliation, Totsch responded that was partly the point.
"I'd call it poetic justice, instant Karma, a dose of their own medicine," he responded. "What goes around, comes around. They are now experiencing the same pain that they themselves helped to inflict on those they filed complaints against."
KDSK interviewed a tipster named Patricia (the station withheld her last name) who was worried about retaliation. "I saw a lot of businesses that were non-essential that were open and had lines outside, parking lots filled as if the order didn't matter to them," she explained to the station. "And that was kinda frustrating." She has personal reasons for being worried about the spread of the coronavirus—she has lupus, and two other people in her home have autoimmune issues, so they're in a higher health risk category than many others.
The whole fight feels like waves of resentment coming from opposite directions. There are huge economic costs to these businesses if they're forced to shut their doors. These shutdowns are going to lead to bankruptcies and destroyed livelihoods.
But yes, there are huge health risks to people like Patricia. Plans to try to restart the economy tend to involve keeping those who are in high-risk categories in quarantine while others carefully start returning to work.
The Reason Foundation (which publishes this site) recently released a working paper that tries to avoid these anger-inducing one-size-fits-all responses and focus instead on containing infection clusters. Patricia needs to keep herself safe, but that doesn't mean those businesses she saw needed to be closed in order to achieve that goal.
If more people realized that government's responses have trended more toward authoritarian blanket demands rather than actual risk assessments and properly targeted protection measures, we'd all be better off moving forward.

I get tired of the bull shit health risk excuses seems like everyone has a health reason. I actually do have a health risk but you can't stop a virus some time you have to face the music..
Patricia will remain safe as long as she self-isolates. Her insistence that others self-isolate implies that she does not plan to self-isolate; her snitching implies she saw the open business and thus was not self-isolating.

Those were my thoughts exactly. If she has a reason to believe that she needs to self isolate then it is her prerogative to do so. However, it is none of her damn business what actions other, free, individuals want to take in regards to their health. I have no sympathy for the likes of Patricia. She can stay as safe as she was two weeks ago for as long as she likes (or at least until the special unemployment benefits run out) simply by staying home. It is outrageous that thousands of small businesses be forced to stay closed even one more day if their owners and customers want them open.
Amen. Patricia is welcome to stay locked in her home forever if she wishes. We have seen that technology and delivery make this very possible. She needs to mind her own business and let others decide if they, too, want to stay in their hidey-holes or not.
You have to appreciate a Karen like Patricia. She sees other people shopping because she herself is out shopping. Because she says she has an underlying illness that forces her to live in fear, she will carry out with conviction her sense of right and wrong on anyone she feels is wrong. There is a principled case to be made from the Libertarian perspective as to what our personal responsibilities are in responding to this pandemic but I have yet to see Reason try to make it. I see a lot of bitching and moaning about Government. And a lot of hemming and hawing about good vs bad protestors.
But I see little attempt to actually call people like this Patricia in the article out for expecting us all to give up our livelihood to protect her from the vagaries of nature. I would be interested in Reason stating from first principles where the line should be drawn here- otherwise their articles come off as so much wishy-washy nonsense where EVERYTHING can be criticized. Is a government that quarantines a person testing positive acceptable? Is it acceptable to quarantine the people who came in contact? How about the entire town?
You are demanding line-drawing that cannot be made based on the data available now.
Compare what we know about COVID-19 transmissability and fatality to what we know about, for example, Ebola. If you test positive for Ebola, quarantining not only you but the entire town is entirely prudent. At the other end of the spectrum, if you test positive for a medical condition that is not transmissable at all (say, a broken leg or allergies), then quarantining even yourself is just silly. Likewise, a quarantine is unjustified for a minor illness. You might want to spend a few days in bed for a common cold but the government has no place forcing you to. A quarantine for tuberculosis or measles occupies a middle ground. Justified as applied to you and maybe your at-risk contacts but not the entire town.
This is about decision-making under conditions of uncertainty. We just don't know enough yet to draw bright lines. We do, however, know enough to say that some reactions are far beyond any reasonable bounds even given what we don't know yet. We also know enough to call out obvious hypocrisy when regulations are made in arbitrary and logically inconsistent ways.

No, the point of arguing from first principles is that you have already determined your decision tree, and the data may only guide the decisions- but data should matter very little. If it is wrong to initiate force on someone, then it doesn't matter if you are starving and that person refuses to give you food. It doesn't matter if they are really old or that you are sick. The principal comes first, telling you what facts are important.
Okay, then you go first. What is the first principle that justifies quarantines for Ebola, lesser quarantines for measles but not for the common cold?
I don't think you can succeed because there is more than one principle in play. On the one hand is minimizing total harm. On the other hand is maximizing freedom. Considering only freedom results in Ebola killing all of us. Considering only harm reduction locks us down over trivialities. You need the third principle of balance to eliminate the extremes. And the principle of balance is fact-intensive.
But I only said I don't think you can succeed. Prove me wrong. What is your theory of the relevant first principles which should guide this discussion?

You mean their working paper for an "Evidence Based" approach to reopening the economy?
No, that is more of the same that everybody is doing right now. Picking and choosing data that supports their preferences, but ultimately comes down to a pragmatic argument- "We experts reviewed the data and have found the perfect balance of lockdown and freedom that will minimize spread and maximize the economy".
The working paper actually falls into the same trap that every other Lockdown Skeptic has fallen into- having this argument on the Lockdown team's own terms. They are the ones with a bunch of made up data ("models") who have turned this into a pragmatic argument- "we can save X lives if only we put the entire nation under house arrest". The problem as framed is that it just comes out to whose study you want to believe. As many Lockdown Skeptics have learned, they can come up with different models and even hard data, and they will be vilified in the media as statistical incompetents or malicious deviants (or both).

If I owned a small business I'd have a list of all the snitches' names who live in a 10 mile radius (and photos if possible) at every cash register and my employees would have explicit directions to refuse service to any of them. And when - not if, when - they ask to see the manager I'll be more than happy to explain it to them in words even they'll be able to understand. That's assuming I'd even be able to reopen after all this shit is finally over.

Good point about accepting risks. I own a small beef herd, I work daily with 1000+ pound heifers (and one 1700 pound cow) that just had their first calves. They can be very unpredictable. Even though I select for calm and submissive tempaments in my breeding stock, if they feel their calves are in danger they will stand their ground. And even become aggressive. All it would take is one minute of me not paying attention and anyone of my herd could seriously injure or kill me. However, I love it. So the risk are worth it for me. I work to reduce my risks, when I am working with newborn calves I don't turn my back on a cow or heifer if I can, and try to have a lookout (usually my oldest son). I spend a lot of time with my heifers so they are used to my presence. I know their personalities (F13 stands her ground, F6 is a mooch and always looking for food, F11 is flighty etc), factor tempaments into culling decisions but I can never fully reduce the risk.

To reiterate for the 437th time to everyone (I am counting) the lockdown isn't about protecting you from getting it. (Sucks to be human.) It's about stopping hospitals from being overwhelmed, causing further, and therefore needless, deaths.

I've noticed this in other memes, where people rationalize something that is bad into something else, stripping out the original, abandoned argument to preserve the thing-as-bad. Mercury and autism and vaccines are one such thing. Now vaccines are thought of is bad by themselves, sans those two linked items.
Similarly, gluten is bad for people with gluten intolerance, a rare thing, but now it has lifted off into being bad in and of itself.
And now, quarantine is needed not to stop you from getting and spreading infection that overwhelms hospitals, but to stop you from getting it to save your life directly.

The hospitals were never in danger of being overwhelmed. In fact hospitals are laying off staff because they are empty. People are dying of preventable causes because of the lockdowns. So it was a total clusterfuck from the word go.

I am 70. I am also not stupid or unable to make decisions. My wife and I stay out of situations that are likely to expose us to the virus, but don't think that if someone else gets sick that automatically means we will.
If you are at risk, you probably were before the big deadly virus, and should have been taking precautions all along. Age is something we all eventually aspire to, but morbid obesity and high blood pressure are somewhat manageable. Or you can just stay at home.

Steps number 1 to 3 seem to be the only serious steps and all three seem to be in the public part of Reason's proposed "public-private partnership."
Step 4 is a color-coded guide for government enforcement.
Step 7, "Congress should consider limiting liability for businesses," is a self-defeating admission that people operating private businesses probably won't believe these steps will be enough to stop the spread of Covid-19.
"Support" this, "incentivize" that, those are euphemisms for weak government mandates and government spending, right?
Finally, develop "therapies and vaccines." Well, those are good ideas! Biotech companies must be fiercely competing to develop an effective vaccine, so they can be the one to ensure "it will be made freely available to all."
Reason proposes testing and screening, and admits "time is of the essence," but assumes it already knows the outcome of the testing and just blithely states its recommendations will contain the spread of the virus until some unknown time when an effective intervention is developed.

People like Patricia either don't know or are afraid to face the fact that eventually we are all going to be exposed to this. It isn't going away. The idea behind the shutdown was to buy time so that we wouldn't overload medical services. The original two week idea wasn't bad. The problem is the whole thing went political. The media blew it all out of proportion and each side wants to use it to hammer the other side. If it wasn't a Presidential election year, we probably wouldn't be in this situation.
Distinguishing "essential" and "non-essential" never made sense, even for a two-week period. Even less so, maybe, because that two-week period was full of panic buying where people were crowding into Costcos for TP and other stuff they considered essential.
Promoting voluntary social distancing guidelines always made sense. As they have in Sweden. As they have in South Korea. That's right; contrary to what a lot of people believe, South Korea never had a lockdown.
The way this was handled was a mess from the get go. Originally politicians tried to play the virus down, even encouraging people to come to Chinese New Years' parades and insisting fear of going was racist. Then, in order to compensate for their original downplaying of the virus, they throttled into pure panic mode.
Keeping grocery stores open was nice and all, but so obviously not quarantining. Everyday was Sunday for the last month.
It was really very obvious they weren't ever taking this THAT seriously.
I know people who limited shopping to once every 2 weeks, but I'm pretty certain the majority did not.

The people most severely-affected and most at risk of dying now appear to not be people with lung disease or autoimmune disease, but rather people with conditions that make them start out with more oxidative stress: heart disease, very-high body mass index, diabetes, hypertension. COVID-19 now appears to kill primarily by vascular damage from increasing people's oxidative stress. The people who are under elevated oxidative stress to begin with are the people who are the most susceptible to COVID-19's significantly-amped-up insult.
In a review of 5,700 people in Metro New York City who became sick enough with COVID-19 to get hospitalized, these people turned out to have existing conditions at the following elevated rates:
28% more had hypertension than in the general metro NYC population
14% more had body mass index greater than 30
≤ 11% more had coronary artery disease
≤ 9% more had asthma
≤ 7% more had congestive heart failure
≤ 3% more had obstructive sleep apnea
0% more had chronic obstructive pulmonary disease
