Coronavirus Is Going To Be Expensive. Too Bad the Government Is Already in Massive Debt.
Having failed to be fiscally responsible when it would have been relatively easier, our elected officials will now likely hike spending even further.

While delivering an address Friday afternoon to declare a national emergency and outline plans for billions of dollars in emergency spending to combat the COVID-19 virus, President Donald Trump paused for a rare moment of reflection.
In addition to responding to the current coronavirus crisis, Trump said, the federal government would have to make changes to be better prepared for a similar event in the future. You hope that doesn't happen, he said, "but it will, I guess. Somewhere out there. [We've] had some bad ones over the years."
It's a shame he's three years too late in realizing that.
During Trump's first three years in office, he's signed off on spending plans that added at least $4.7 trillion to the national debt. The debt totals more than $23 trillion, a record high. When measured against the size of the economy, it is approaching the all-time record set during World War II. Annual budget deficits are expected to exceed $1 trillion for the rest of the decade, at least. The Government Accountability Office has called the nation's fiscal trajectory "unsustainable."
Trump said during the 2016 campaign that he'd be able to pay off the national debt in eight years. That was always a pretty laughable idea, but once in office, Trump was the one laughing off worries about overspending. "I won't be here" when the national debt becomes a crisis, Trump reportedly said during one Oval Office discussion about the issue.
But the "bad one" is here now. And Trump is still in office.
The bad ones aren't always pandemics. Sometimes they are wars or massive terrorist incidents. Sometimes they are the result of government-inflated housing bubbles popping. Sometimes they're just part of the business cycle. But they always come, and you can rarely predict them.
When they do happen, another thing you can count on is a governmental response that involves spending more money—to help people who lose jobs, to prop-up whole industries, or just to stimulate the stock market—at a time when tax revenues are almost certain to fall. Much of that spending will be counterproductive or, worse, wasteful cronyism. But it will happen regardless. This time, the Trump administration and House Democrats are currently negotiating a massive spending package (perhaps as much as $50 billion) that is likely to include paid sick leave for workers, expanded welfare programs, and a bailout for travel industries.
"The federal government will unleash every authority, resource, and tool at our disposal," Trump said Friday.
Trump's favored solution, a payroll tax cut that would extend through November, would reduce federal revenues by an estimated $840 billion.
The "bad ones," in other words, are a recipe for growing deficits. That was true during World War II and after 9/11. It was true during the Great Depression and the Great Recession. We can debate the merits of aggressive, expensive government response to crisis all day, but the more important lesson provided by all those previous historical examples is to be prepared for them. That means keeping deficits in check—or, goodness, could we dream of eliminating them entirely?
The past decade was a good opportunity to do that. Great, even. Since the last recession officially ended in the third quarter of 2009, the United States enjoyed 42 consecutive quarters of solid if unspectacular economic growth through the end of 2019. That's the longest run of uninterrupted growth since government economists began tracking the business cycle in the 1850s, far outpacing the average economic expansion of 18 months. Employment has increased by 12 percent, the jobless rate reached record lows, and America's gross domestic product (GDP) has increased by more than 25 percent.
It's too soon to say for sure, but that winning streak appears to be at an end. How did we handle that decade of good times? Mostly by pretending the "bad ones" would never come. Here's what I wrote in January:
Hanging over this decade of good news is the gloom of a missed opportunity. After piling up trillions of dollars in deficit spending during the last recession, the federal government took some modest steps towards reducing that red ink during the middle years of the 2010s. But after Republicans took full control in 2017, spending skyrocketed and the deficit inflated again….
Compare all this with early 2001, at the end of the second-longest economic expansion in history. The federal government was running a surplus. The national debt was falling and amounted to only 31 percent of GDP. That's what you'd expect to see now, since deficits typically fall when the economy is growing and grow when the economy is rotten.
Any huge spending or tax cut in response to the coronavirus will only accelerate the nation's ongoing budget crisis. If the deficit jumps, it may have knock-on effects that slow growth or hike interest rates on America's borrowing—thus making the debt an even heavier burden. Having failed to be fiscally responsible when it would have been relatively easier, our elected officials now face an impossible choice: oppose politically popular deficit spending in response to the coronavirus outbreak, or try to stimulate growth by backing policies that will harm the country's long term economic stability. They will almost certainly (with a few exceptions) choose the latter.
The final twist is that the stimulus spending may not help at all. As I've detailed before, the coronavirus outbreak is primarily a supply-side disruption to the economy—and that means demand-increasing stimulus policies likely won't work.
In short: We will end up spending money we don't have to solve a crisis that can't be fixed by spending more money.

This. Crisis intervention will cost a fraction of what, e.g., AFDC or SNAP costs per year, and there's zero chance of those being lowered.

Not to mention that the number one reason government needs to do things during a crisis isn't an economic reason, it's a basic tenet of governance...because if they do nothing or are perceived as doing nothing, people panic. If they are perceived as not doing enough, people panic. And there is no situation so bad that panic by large numbers of people can't make it worse.
Trump's response to coronavirus has been measured and methodical and he's trying not to let it spiral into an orgy of long-term spending programs and panic like Katrina turned into for Bush. He's consulting the experts, taking aggressive, relatively low-cost options, and erring on the side of safety. In short, he's doing about the best you can ever expect from a government leader in a crisis...because nobody is ever going to respond flawlessly to a crisis of this scale, because crises of these scales are unpredictable and highly fluid.
His job is to keep it from spiraling out of control and to minimize damage until it peters out, which is exactly what he's doing.

The best way to make this debt less permanent than the stuff that gets leveraged to the hilt via the Federal Reserve and banks is:
Post Office bank. A GIRO type bank (similar to debit card model). ONLY does short term T-bills - no other lending. Anyone can open a checking/payments account at a Post Office. And yeah - it doesn't pay interest either.
This is a bank that doesn't require FDIC insurance. Allows people as individuals to decide how much short government debt they want to use as basically m1 (I think) money - zero interest, infinite duration, etc.
And when this ends - and the next 2008 crisis begins - then that bank is exactly what is needed to eliminate the ability of the banking system to extort bailouts.

Yes. The Fed move announced a couple hours ago - means we either implement that Post Office Bank I just described - or this fall we're going to have TARP 2.0 which will be 8-10x larger than 2008. It is time to stop letting that system be the monopoly distributor/pricer of Treasury bills/bonds. We've been predicting all week that President Trump's critics will criticize him for anything and everything he does in regards to the coronavirus as well as anything and everything he doesn't do, so seeing people criticize President Trump for doing something as awful as spending money on the corornavirus is about as surprising as the sun rising this morning.
If Reason had supported President Trump's fight to cut $772 billion from Medicaid, a socialist entitlement program, instead of opposing it, that would have been great. It would have represented significant progress in the fight against entitlement spending.

If Reason staff were supportive of President Trump's push to change Medicaid into a series of block grants to the states so that the states could add work requirements among other ways of restricting eligibility for the program, that would have been great, too.
If Reason had been supportive, instead of critical, of Trump's push to make peace with the Taliban--so that we can withdraw our troops completely in 14 months and save money (and more) that way, that wouldn't have been outside the boundaries for a libertarian publication.
If Reason were supportive of the plan President Trump is pushing now to slash revenue by way of suspending payroll taxes--which is also fiscally restraining--that would have been alright, too. In fact, the reason the Democrats don't want to suspend payroll taxes is because they want to spend that revenue in addition to whatever they can borrow.
It would be one thing if Reason staff merely ignored President Trump's attempts to restrain spending. Instead, Reason staff has been dismissive or downright hostile to President Trump's efforts to cut spending. And their efforts have completely failed to make President Trump look bad. They've had the Streisand Effect like reaction, instead, of making President Trump look more fiscally conservative than the staff at Reason.
President Trump's policies are wrong when they're wrong and they're right when they're right, but to a number of people on Reason's staff, Trump's policies are wrong when they're wrong and wrong when they're right--because the wrongness of President Trump's policies, in their estimation, has nothing to do with the policies themselves and everything to do with the fact that they're President Trump's policies.

It's like you don't even understand basic Keynes. When the economy is troubled the government should increase spending in order to stimulate the economy, make up for all the spending the consumers aren't doing, take up the slack in the employment and the demand side of things. Conversely, when the economy is doing well, the government should increase spending because everybody's got jobs and money and the government can afford to spend more money. (Admittedly, I haven't actually studied Keynes in depth so I might not have caught all the nuances of his economic theory, but I've seen how Washington works and I'm pretty sure I've managed to catch the gist of it.)
This has nothing at all to do with Keynes. This is not about 'the economy'. This is about a virus. And in fact, the worse off the economy gets in the short-term, the better off the fight is against the virus. Because people aren't shopping etc.
Anyone looking for a 'stimulus' package is in fact looking for a bailout. Further when on Earth did 'free market' people get so allergic to recessions and financial market 'pain'. If I'm reading that wrong, and their concern is really the inflationary effects of having less tax revenue to service our debt, that's even more preposterous. The yield on the 10-year treasury is at under 1%. That's how scared we need to be about inflation.
Meanwhile, the solution to inflation isn't higher taxes either!
The solution to inflation is cutting government spending--not keeping taxes high--and, like I said, everybody but the staff here at Reason (including the Keynesian Democrats) seem to understand that taking money away from the government and letting consumers keep more of the money they earn means less money for Congress to spend. If you want to reduce spending, give Congress less money to spend. If you want to give consumers more discretionary income, stop stealing it and giving it to Congress!

Two days ago this virus was a big annoyance. Now it's a crisis. In the span of two days. It's crazy how easy it has been to drive this story to a panicked frenzy.
Just one of many coming at you nonstop till November.
The reason it is easy to drive people to a panic now is precisely because we have abdicated the notion of a social contract and diminished our own 'citizenship' to - 30 minutes of deciding who to vote for every two/four years. And those we elect have only one option in the absence of 'citizens' and that is to throw money at problems in hopes of solving them.
When people themselves have no responsibility for or involvement in how their community governs itself, then the only thing they can do is panic. They cannot DO anything else.
Preventing that panic is exactly what militia accomplishes. When there is a legitimate threat to that community, the call is instead for the militia to muster. People know where to go what to do where they already trained as a unit (even if it was a long time) and where they individually trained in some skill set. It becomes really easy then for that group to self-organize to deal with the particular situation.
A community that thinks militia is only about guns will find itself rather useless in this particular situation. It will have failed. Like the community that doesn't even know what militia is and is relying for everything on bureaucrats, 'someone else', and some mass media telling it stories - it will then panic.
A community that thinks militia includes disease outbreak and natural disaster and extreme weather and cyber/grid shutdown and logistics and civil affairs/construction and disorder/riot and search/rescue and the guns stuff and etc will find that they have a ton of skills and knowledge that they can apply. In a situation where they don't really need to be paid because their time dealing with the actual situation is far more valuable than time spent in line hoarding toilet paper. Guess what - they WON'T panic. Because they have a productive option for their time.
The fact is that this is also the cheapest way - by far - to deal with any/every 'surge' type situation a community might face. For those who think their only civic obligation is to pay cash - well they will find themselves at the end of line in those situations when cash doesn't actually do shit. eg if what is needed is hospital beds and masks and ventilators and such, then payment in kind is the only thing that matters apart from payment in time/knowledge.

And if two houses are burning in a neighborhood, which fire gets put out first? If he wants to pay in kind - say providing the protective equipment at that location or whatever, then he has paid in-kind.
The difficulty for that person who relies on 'cash' rather than personal time/labor is that, in an emergency, HE is the one who incurs the price volatility and supply unavailability etc of whatever is in immediate shortage in that emergency. And in a global epidemic well gosh - that's a real problem. He is - totally useless - waving cash around without actually helping. He COULD have been useful - six months before - arguing that the community needs to stockpile this thing or that thing that is useful in the particular emergency. But it would have cost cash then - and he didn't want to do that then. And unless he was really concerned about that risk then and bought the thing in-kind - and now supplies it in-kind - then his cash is - irrelevant.

(GOV)" are the same one's relying on "(GOV)cash being fungible with ‘hospital beds’." while not realizing that that someone's "personal time/labor" is involved in the creation of "hospital beds" of which they have no interest in buying in preparation (being responsible) or providing their time/labor when needed like an emergency?
The medium of exchange (money) is not the same thing as the objects of exchange (in economic terms - land, labor, capital). Money is NOT capital.
In normal times, that does not matter because price signals work to increase production or combine in different ways or move those objects from here to there etc. It's the wonderful thing about the pricing system. But 'in normal times' is not surge/emergency. Ordering face masks 3 mos ago that arrived yesterday is not the same as ordering face masks today that will (maybe) arrive in three months. And that becomes very very clear in an emergency.
It is why militia-based response systems also have stockpiles - or arsenals - or warehouses - etc. Where the community itself has 'prepped' ahead of time for the emergencies it thinks it will face. For the last 40 years those have been gutted. Both the civic ones and private ones (JIT). Advocated by precisely the people who think a stockpile of money, lines of credit, gold coins, etc is a fungible replacement. It isn't.
The people who failed to help that community actually prepare for the surge/emergency are precisely the people who have PROVEN themselves useless. And if they aren't now willing to contribute labor/kind - just like everybody else - with no privilege they think they are entitled to from their proven failed past - then they are a hindrance.
Nor BTW is 'individual prepping' or hoarding a substitute. Even assuming the individual preppers are willing to pay 'in-kind' in that emergency (not remotely the case), what that means is that newly created stockpile will apparently consist of ammo, toilet paper, canned lima beans, and gold coins. I'm not sure even MacGyver can cobble that together into something that works for this.

Centralizing all this stuff is a separate problem. But this is yet another example of where militia needs to be defined broadly - because even if the original problem is 'natural' - enemies will take advantage of that to also attack.

But considering the Real Rate of Return for people born in 2000 is like 0.2%, it's not like Social Security is actually a success story... Even people born in 1975 are seeing less than 2% returns, and people born in 1950 are ~4%. An idiot could have invested in the general performance of the stock market and done better.

I agree that, practically, you'd have to find some way to make people believe they would be compensated, but why? People also played into welfare and housing assistance, yet likely most won't use those programs.
That's what SS is: welfare for those unable to work due to age or disability (SSDI). Like welfare, it needs to have income caps for eligibility. The tax that funds it needs to be rolled into general income tax, with the cap removed on the income subject to it. Convert the SS bonds to regular Treasury bonds.
Then we can ask the questions of how much dog food do we as a society feel Grandma and Pa have to eat before the Government will step in and help them out. Grandma is not entitled to get her money back anymore than I'm entitled to get my money back that goes to support teenage immigrant welfare mothers on drugs.
I'd say - Just put the whole U.S. Social Security firm up on public auction with the requirement to fulfill the contracts (legal proceeding) on the books. Companies buy each other out all the time under these same terms.
Legislation can prevent fraud and require each retirement company to carry security if needed (i.e. coverage insurance - like FDIC). A lot like how auto insurance is dealt with.

Over the next few weeks - and especially with the triage decisions favoring the young and healthy (ie not Medicare) - employer health plan costs are going to explode. At the same time that revenues disappear.
Covid19 is the death of the employer based medical system. Anyone who wants something other than govt takeover has about two months before it will become inevitable.
Interesting too - cuz Flu1918 was really the death of the 'private charity hospital' system. The aftermath of that was when municipal hospital construction grew like kudzu - and that muni system was actually the main sort of hospital healthcare when the various tax incentives/subsidies for employers began in WW2.
A return to muni/state level systems - along the lines of VA (not Medicare) - is going to be the only alternative to a centralized fed behemoth.
The private charity hospital system was not destroyed until LBJ's Medicaid!!!

All hospitals did some level of charitable care. Most were religious. Only Catholic ones had "Charity" in their name, and they were almost 100% charitable. My family hospital was Lutheran, and they told me 25-30% of their care was charitable - not in their name BUT THEY SENT POOR PEOPLE HOME TO DIE????
