I think I've got very different notions of what qualifies as insanity (Rep. Hebl might qualify for making this statement). It doesn't seem too unreasonable to me that parents should be deciding how and when to instill values (heritage, safety, etc.) in their children rather than leaving it up to legislation.
Anything that allows parents to get kids involved in hunting or shooting sports is by definition a bad idea as far as urban politicians are concerned.
In Iowa, the urban dems went apeshit last year over a similar get kids involved in shooting sports bill.
Up until this year, Iowa law forbade anyone under age 14 from handling a handgun under any situation whatsoever. Anyone from 14 to 20(yes, 20 years old, otherwise known as adults) had to be under direct supervision of a parent.
As far as the urbanites were concerned, the proposal was going to allow 4 year olds to carry concealed weapons in public.
Oh how I wish I had attended the committee hearings on that one. The paid lobbyists are too big a wimps to respond to such stupidity with the appropriate level of scorn when such comments are raised in the hearings.
See, I would never have expected laws like that to exist in states like Wisconsin or Iowa. I guess that's what "common sense legislation" looks like.
In Kansas, I think the law simply states that hunters under the age of 16 have to be accompanied by a licensed adult (no license necessary for those under 16). And I'm pretty sure there is no law regarding age if hunting/shooting on your own land.
I suspect they are just old laws from the 1910s to 1940s when progressives held considerably more sway over the midwest.
