Brickbat: Private Records

Maria Ceniceros—an employee of the Dona Ana County, New Mexico, clerk of court's office—has admitted using government databases to steal the personal information of an unknown number of people. Federal authorities say the information was sent to people in Mexico who used it to file fraudulent tax refund claims.

I think a policy (I assume one doesn't exist) explicitly telling employees that if they're to engage in fraudulent criminal activity it will be grounds for immediate termination would be a start. Build a culture of accountability.
