Obamacare is Working Even Better Than President Obama Expected

Perhaps the strangest claim made by President Obama in his speech about health care earlier today is that, "in a lot of ways, the Affordable Care Act worked out better than some of us anticipated."
He followed up on this argument, which he's used version of before, by noting, as the White House has repeatedly bragged, that 16 million people have gained insurance under the law. Yet not all of the gains in health coverage are directly attributable to Obamacare, and, as Philip Klein of The Washington Examiner recently pointed out, enrollment in the law's exchanges has lagged for the two years they have been open. On this front, the law is clearly not performing up to the level that was anticipated.
In addition, Obama said, millions of already covered people have new protections under the law, and insurers cannot decline to sell coverage to Americans because they have preexisting health conditions. This is true enough, but it hardly represents a significant upside surprise. Obama seemed to be arguing that by meeting general expectations, the law had somehow performed better than he initially thought it would.
The larger point of Obama's speech, however, was not to catalog the law's results but to argue for its elevated position in American life. The law, he said is "a reality that people day to day on the ground are experiencing." Indeed, Obamacare has become more than just a binding statute. "Five years in, what we're talking about is no longer just a law," he said. The health law has "become part of the fabric of America."
As if to reiterate the point, the White House released a health care timeline as a supplement to the president's speech. The timeline traces major events in health policy and health politics back to 1912, when President Theodore Roosevelt campaigned on national health coverage. More than half of the events on the timeline occur after President Obama's election, and are related to the Affordable Care Act.
The president's lofty language, and the attempt to place the law in historical context, are presumably intended at least partly to suggest the settled permanence of the health law even as its implementation is up for review at the Supreme Court and much of the public, as well as one of the nation's two major political parties, remains opposed to it. Its permanence is in question, and so he insists that it is unquestionable.
But what it also reveals is how the president views his signature law, and how he understands its contribution to both history and his own legacy. Simply by existing, Obamacare has already achieved mythic status, at least in the eyes of President Obama. And in that sense, I suppose, it may well be exceeding his expectations.

I think questions about the reasons for advertising success relative to being mandated by law are grossly underused.

Universal healthcare could be provided for a few hundred dollars per year, using proven generic drugs and cheap medical procedures.
The ACA isn't about universal healthcare, it's about funneling massive amounts of money into the hands of big pharma and the medical establishment, for procedures and drugs that are overpriced and often unnecessary.

If the issue was the cost of health care, which is enormous, then the solution was to loosen restrictions on drug testing and extend exclusivity on new drugs--which would make it cheaper to get drugs past the FDA and into the market while allowing companies more time to make the R&D (and testing, and FDA paperwork) money back, which in turn would allow them to charge less at the individual level.
If the problem was the high cost of insurance, they could've eliminated (or made universal) the business tax break on purchasing insurance. They could've also ended the laws prohibiting interstate insurance sales, which are absolutely insane and so obviously a product of insurance lobbyists I can't believe it's not a bigger deal. Both measures would open the market and force insurers to become more competitive. A pleasant side-effect might also be that fewer insurance policies are sold, with many of them behaving more like auto or home insurance. This would limit the amount of Monopoly money in the system. Patients get real interested in the cost of extra tests if they're paying out of pocket, doctors (and hospitals) start making damn sure they're not blowing money on equipment or procedures their patients won't pay for, and medical suppliers and pharmaceutical companies start recalculating their price structures once they find out that doctors are no longer willing or able to spend money like sailors on leave.

I actually don't think they give a shit what the law did to the health system. The ACA was just a way to get campaign dollars flooding into the system and they got to trade a lot of favors and look important and they can say whatever the hell they want about it afterwards - if the law is really bad they probably just figured they could put another bill into the pipeline and get even more campaign lobbying dollars flowing, etc. etc.
I think they were delusional about how much the law would be hated though, since they ultimately lost congress entirely because of the ACA.
This should be repeated more often. The voters were so mad at the Republicans after Bush that the Democrats might well have held on to power for decades. But they lost control of congress and will probably lose the executive branch, too. Obama, Reid, and Pelosi should be pejoratives to Democrats.
They could have held that power if they'd sat there and done nothing to harm Americans, but that would defeat the purpose of scrambling for political power in the first place. If you can't pay off your friends and punish your enemies, what's the point of seeking public office?
The insurance industry will never give up their pig-trough of subsidies. Every time some half-dead trainwreck gets solid-gold health insurance for $100 a month from Obamacare, we're paying for the other $1500 a month on the insurance company's invoice.

Well, if you prescribe to the theory that this was all one big stepping stone to single payer, it is working just as intended. This thing will drive up costs of insurance and make it pretty much unusable/unaffordable so that in four years time, the progs will be telling us the problem was they just weren't allowed to go far enough. Market failure and profits and all that.

It never fails to impress how duplicitous politicians can be or how tribal affiliations can lead relatively intelligent people into absurdities.
How many people had private insurance before the law took effect?
How many people have private insurance today?
How many people were employed before the law took effect?
How many people are employed today?
Those are the questions to be asked in evaluating the impact of this law. The second two are important, because they let you gauge how many people would have private insurance regardless of the law, by virtue of being employed. Growth in employment entails growth in private insurance coverage, so the law shouldn't be credited with that increase.
The employment numbers are pretty straightforward. The law really took effect on January 1, 2014 (when the exchanges opened, etc.) . Looks like we had @137mm people employed in the last quarter of 2013, and around 141mm in the first quarter of 2015, for an increase of 4mm.
To refine that number some more, you would need to know what percentage of people with jobs get insurance through their job, and how many people are covered by that insurance. Assuming a straight 1:1 ration of people with jobs to people with insurance (which I suspect is low, but can't say), then 4mm of the people who have acquired insurance since OCare went into effect shouldn't be counted toward OCare's score.

The real measure is in the individual policy market. The difference in the number of policies is the key measure for the law's success or failure. Then you have to look at average premiums and deductibles in the individual coverage market to gauge the cost of whatever increase or decrease in total policies is.
Employer provided insurance wasn't really affected by the law because Obama chose to ignore the employer mandate and still is ignoring it.
So, the measure of success or failure is the individual market and that alone.

We could be here all day trying to decide the impact of this law but what it all boils down to is this ...is Obama applying the law as it was written? Hopefully the Justices aren't looking at the fabric of society or stupid statements like that...they are ruling on the Constitutionality of the way Obama has enforced or not enforced it.

Yes, the costs of health insurance have gone up significantly for those affected by this law. The electorate has kicked the Democrats out of their ruling position, first in the House and then in the Senate. And your third point is difficult to respond to because the Obama administration manipulates the data. So you are at least 2/3rds wrong.
Try to explain away the double digit premium increases coming again this year. That's in addition to the increases that happened when the other mandates kicked in for coverage of 26 year old "children" and must issue coverage.

My self-pay insurance went from 383.00 a month to 1143.00 and the latest quote just recently was 950.00 and for LESS coverage with a higher deductible. Don't tell me it hasn't skyrocketed. My beautician told me that she and her husband have to pay 2000.00 a month for insurance...I almost fell out the chair. Many of us do not qualify for subsidies....we were just fine until this law was shoved down our throats by the Democrats. The electorate who voted for their Congressmen and Senators DID speak....the Dems lost both Houses. If any in the GOP tries to bail out this law after the SCOTUS ruling.....their careers will end at the ballot box. and thirdly....there were 30 million uninsured before the law and we still have 30 million uninsured. I have no idea where Obama is getting his figures....probably from his dreams the night before. The 16 million he speaks of were already in the self-pay market or went on Medicaid. He's lying again just like when he said we could keep our insurance and our Doctors. He has become a Pro at it!

Another truth. My wife and I now have ob/gyn care, substance abuse care, and mental health care. We are in our 60's and don't need for any of these.
Our deductibles have quadrupled and our premiums have increased 34% in two years. Net increase of about $6k per year. Good times.

Half or more of those 16 million people Obama is crooning about ALREADY had insurance before he cancelled them.....I know I was one of them. The other half went on medicaid or are so heavily subsidized, what they pay is a joke. And get this...those that pay very little are still dropping coverage because they refuse to or can't afford to pay the pittance required of them. Only the ones who had prior insurance or FREE insurance stayed in the market unless they went back to work instead of obtaining the worthless insurance that are now on the exchanges. The other stragglers left in the 16 million he speaks about won't even move the needle. The best thing the SCOTUS could do for america is to rule against the subsidies and let the market correct itself...and it will. Government has no place in our health insurance. What goes on between me and my Doctor is my business....not the President's. But as of now...they want to know it all, your weight, do you own a gun and on and on...it's SO invasive. I hope the whole thing crumbles!
