Immigration Officer Shoots 19-Year-Old While Serving Warrant in Detroit
Too many law enforcement agencies.


Yesterday afternoon in Detroit, via ABC affiliate WXYZ:
We're told the ICE officer was serving the warrant to 19-year-old Terrence Kellum as part of task force investigation. Police say he was allegedly wanted for armed robbery.
The task force was known as "D-FAT" which stands for Detroit Fugitive Apprehension Team. It includes members of Detroit Police and U.S. Marshals.
[Detroit's police chief, James] Craig also said the officers were allowed inside, and one agent may have been threatened, and that's when he opened fire.
"I am committed that the Detroit Police Department will do a very thorough and very timely investigation," Craig said. He also said he is committed to having a conversation with the Wayne County Prosecutor who will make the final decision on what will happen next.
Why is ICE involved in pursuing a U.S. citizen wanted for armed robbery? Unanswered. But "partnerships" between local and federal law enforcement agencies are nothing new. Since the 1980s such partnerships have become very common in urban areas. They're promoted, supported, and fostered by city governments as they wage their local wars on crime—in turn those efforts help government officials get re-elected. The alphabet soup of law enforcement agencies operating in urban areas, meanwhile, makes the already difficult task of holding police accountable and applying a modicum of transparency to their actions even harder.

Take a tour of east Detroit on Google Street view sometime. It's chilling?some blocks completely vacant, others with just one or two houses left.
I drive through that area every day on the way to work. There are pheasants living in some of those fields--we see them occasionally.
On the other hand, take a look at the restaurant density in the mid-town and downtown areas--there's a new, trendy restaurant opening on the average of every other week. And they're good. And the reclaimed area is spreading both east and westward (google 'Corktown restaurants' for example).
So it's not all doom and gloom, despite Robocop.
Liquor stores.
Churches, too, I bet.
Saw an analysis ages ago that concluded that the first to open, and last to close, in most communities were churches and liquor stores.
I'm sure zoning has impacted that, but its interesting nonetheless.
We played a show a couple weeks ago at a new (to us) venue on Outer Drive in Detroit. There were literally 3 churches for every business on the block. I saw at least 7 or 8 of them in a two mile stretch on Outer Drive. The area in question is pretty destitute, even for Detroit. There just isn't much left in most of the neighborhoods.

Including a federal officer on a raid makes it possible for police departments to receive the proceeds of civil forfeitures through the federal "Equitable Sharing" program in states where it's illegal for police to keep civil forfeiture booty under state law. Maybe that's why the ICE guy was tagging along.

Apparently they had everyone else who was home leave the house while they went in to get Kellom. Supposedly the father, who was outside when the shooting took place, was also wanted on a warrant for a fraud case, but law enforcement chose not to arrest him under the circumstances.

The sad thing is he probably had more than 10 rounds but the gun most likely jammed because he was squezzing the trigger so fast. Like Swiss said, panic fire. It's pretty much SOP for these "heroes".

That doesn't explain anything. Why would an Immigration & Customs Enforcement officer be involved in the apprehension of somebody who, by all indications, had no violations regarding and had nothing to do with either immigration or customs?
A few years ago a registered sex offender had a mailing address that was the upstairs of the duplex in which I live. He didn't live there, but after he beat the shit out of some woman, I had the US Marshals in full force knocking on my door looking for him. I showed them the stairs to the upper apartment, and fortunately they were all cool as opposed to guns drawn and wearing head-to-toe body armor.
