The Times Record News of Wichita Falls, Texas, reports:

A Wichita Falls man was arrested by a Wichita County Sheriff's Office deputy Jan. 28 for refusing to leave the Wichita County Courthouse Annex while trying to pay his property tax in $1 bills.
According to the affidavit:
The deputy was at the Annex, 600 Scott Street, just after 2 p.m. when Wichita County Tax Assessor Collector Tommy Smyth asked Timothy Andrew Norris, 27, to leave the tax office. Smyth accused Norris of disrupting the operation and efficiency of the tax office by attempting to pay $600-worth of property taxes with $1 bills. The bills were said to be folded so tightly it "required tax office personnel approximately six minutes to unfold each bill."
When Norris refused, he was arrested and charged with criminal trespass.
Norris then reportedly resisted arrest, leading to a second charge. Someone had better be writing a folksong about this.

There is no law requiring any person, corporation, or government entity to accept payment in cash. Just because payment in cash is authorized for payment of debts, doesn't mean it has to be accepted.
Section 31 U.S.C. 5103, entitled "Legal tender," states: "United States coins and currency [including Federal reserve notes and circulating notes of Federal reserve banks and national banks] are legal tender for all debts, public charges, taxes, and dues."
This statute means that all United States money as identified above is a valid and legal offer of payment for debts when tendered to a creditor. There is, however, no Federal statute mandating that a private business, a person, or an organization must accept currency or coins as payment for goods or services. Private businesses are free to develop their own policies on whether to accept cash unless there is a state law which says otherwise.

Property taxes means you don't own your property. You rent it from the government. Refuse to pay, they will evict you. Refuse to be evicted, they will send armed men to evict you. Resist the armed men and they can and probably will kill you. Yea! Government by the people and for the people. NOT!
How can he be charged with trespassing on public property where he has a right to be? And as for resisting arrest - they were assaulting him by putting their hands on him. Not guilty on all counts, plus costs and awards for the government abusing his rights.
I don't know whether I am more impressed by the fact that he took what clearly must have been an extraordinary amount of time to fold up all those bills so tightly, or by the incompetence of the tax department staff who required 6 minutes to unfold them!
I believe the verbiage on each bill still reads:
"This note is legal tender for all debts, public and private."
Yep, the government can't refuse to accept cash. In a just world the employee would lose their job over trying to refuse to do so.
