George Bush doesn't care.
NO FAIR!!!
I'ma go with Bush1, when Schwartzkopf showed that video of the truck driver just barely getting over the bridge before it blowed up good. Pure TV gold there.
HW Bush - Not even close. I was sitting near the Saudi border. At night the bombers would fly over with their lights on because there was less chance of getting shot down than a mid-air collision. Sometimes we would see a horizon to horizon waves of flights heading north.
We busted out every bit of ordnance left over from Vietnam and poured it out on Iraq like rain.
Bush I - no contest.

The Japanese of late 1945 might disagree with you. The Germans of somewhat earlier that year might also say it worked on them.
Truer is "as long as someone wants war there will be no peace".
The Romans from a long time ago understood.
Si vis pacem para bellum.
