Here's How Hard It Is To Sell Obamacare

Since the rollout of Obamacare's health insurance exchanges last October, administration officials have stressed that problems should be judged in a broader context, because open enrollment is a six-month process.
But that six month process is rapidly drawing to a close. Open enrollment ends on March 31, and the administration still has a long way to go before meeting its demographic and sign-up targets.
The White House and allied health groups like Enroll America and Planned Parenthood have ramped up efforts to boost enrollment, using the same sort of individualized targeting that Obama utilized so effectively in his presidential campaigns. Some of it is advertising, but there's also a lot of in-person pitching involved. And that turns out to be rather difficult. The New York Times reports on the struggling efforts to boost enrollment:
The hunt for the uninsured in Broward County got underway one recent afternoon when 41 canvassers, armed with electronic maps on Samsung tablets, set off through working-class neighborhoods to peddle the Affordable Care Act door to door. Four hours later, they had made contact with 2,623 residents and signed up exactly 25 people.
Many of their targets, people identified on sophisticated computer lists generated in Washington as unlikely to have health insurance, had moved away. Some were not home. Many said they already had insurance through Medicare, their parents or a job. A few were hostile at the mere mention of President Obama's health care law.
There are an awful lot of strike-outs. And potential successes sometimes end up stymied by ongoing problems with the website:
By the end of her shift, Ms. Morwin had knocked on 115 doors and talked to 16 people about enrolling. Not one of them signed up.
In some cases, problems with the health care website are still frustrating the canvassers' best efforts.
Ryanbo Morales, 27, a Planned Parenthood worker and a former campaign volunteer for Mr. Obama, searched for the uninsured one recent day with the same zeal he brought to looking for voters during the president's 2012 re-election campaign. But when he finally found Chrystal Rhodes, 24, who said she did not work enough hours at JetBlue to qualify for its health insurance, his efforts to help her sign up on his Samsung tablet were stymied when she kept getting an enrollment error.
"This is really unfortunate," Mr. Morales said.
The Obama administration put quite a bit of effort into applying election-style data-sorting to the Obamacare enrollment effort, and prior to the rollout, they were selling the effort as the president's final campaign. But reports like these suggest that the push is not working nearly as well had been hoped. There are a couple things to be learned from this. One is that marketing and outreach tactics that work well in one arena—say, national elections—don't always translate to other activities, like convincing people to purchase health coverage. The other is that while good demographic data and analytics can be helpful in making a sales pitch, they're of limited use if people aren't actually interested in buying the product.

Obama will simply enact an executive decree calling for the arrest of anyone who isn't signed up. I see no reason why the DEA can't be repurposed into Heath Insurance Enforcement.
You think you are kidding. The solution to this will be raising the penaltax (which is already higher than the media claims it is and supposed to go through the roof in the coming years) to such a degree that people have no choice but to buy the horrible, over priced health insurance offered here. Those who have don't have the money to buy insurance or pay the penaltax, will be declared tax evaders and thrown in prison. That is absent Congress or a new President stopping it what is going to happen.
If this thing isn't repealed, by the end of this decade there will be people in federal prison for the crime of not purchasing insurance. i guarantee it. Now that won't be the crime they are convicted of. The crime on their record will be tax evasion. But the actual crime will be not having the money or the willingness to buy insurance.

I'm curious if you can successfully* rechallenge Obamacare anytime they raise the penaltax. Since it being constitutional hinged on the penaltax "being" a tax and not a penalty, and the rationale for it not being a penalty was that it was so low, wouldn't every increase require a reexamination to determine if it had crossed the threshold from tax to penalty?
*by successfully in this context I mean "get it into court where they decide if it has changed"
I would think you could. The problem is that Roberts displayed so much disregard for the law in making that statement, I have no faith that he would not go back on it if someone ever tried to hold him to it.
Part of me thinks that the Court would kill it since Roberts clearly is more concerned with being popular than doing the right thing. But then I wonder if Roberts is really so beholden to the Beltway establishment he will uphold it no matter what.
Oh, I fully suspect that they would make up some bullshit reason why it was still constitutional. If they weren't above that it would have gone down in the first place. But I'm wondering if they would at least have the integrity to reexamine it since the ruling they gave would logically require that (even if they keep ending up with the result that "Yes, this $10,000 fee is still totally a tax and not a penalty").
They would deny cert and let the DC circuit do their dirty work.
I had hoped that Roberts would take the opportunity that presented itself in some of the other challenges to O'Care to "do over" his vote -- but no joy.

The Republican Congress I think put a rider on one of the debt ceiling bills that said you couldn't be thrown in jail for not paying the penaltax.
But I am not sure that the IRS couldn't just ignore that and charge people anyway. Taxes are fungible. So who is to say the part you didn't pay is the Penaltax? I could see a hack judge saying that you are not being charged with failure to pay the penaltax but failure to pay taxes. I certainly could see an AUSA claiming that. And there is nothing in the law that stops them from going after you for failure to pay the interest and penalties that accrue.
And good luck sitting in prison waiting for the appellate courts to overturn your case.

The IRS could decide that the first dollars you pay (or are deducted from you paycheck) go to the penaltax. Once it's paid up, then the remaining dollars go towards your federal income tax. That way anybody who thinks they are refusing to pay the penaltax will get charged with failure to pay income tax.

If you've ever tried to sell people shit, especially online, you learn extremely quickly that it is incredibly hard to get people to purchase stuff, especially more esoteric stuff like insurance as opposed to a pair of shoes. Getting them to vote for you is so different it might as well be different realities, such as one where I was able to call FoE friend. Voting is a social signaling thing ("look, Facebook friends, I voted for Obama!"), which is easy to get people to do, because it's free and they gain something social from it.
Buying insurance is a completely different story. That's their money they're parting with, not a walk down to the voting booth. They're going to be a lot more hesitant to do it.

I can honestly say I knew it was going to fail and fail horribly. I knew that because the Democrats made sure it didn't come into effect until after the 2012 elections. I also knew it because the claims its supporters made were either complete fantasy or completely inconsistent with one another. Every assumption they made in drafting and selling this thing was patently false if you gave it any thought.
But even still, I wish they had been successful in delaying it since it really is causing a lot of harm.
It was obviously going to fail, but its magnitude of failure has been, at least for me, more than I expected. It's not that I thought they couldn't fail spectacularly, I just figured they could game/bullshit things enough to slide by. When even I am underestimating the arrogance and incompetence of politicians and bureaucrats, you know that the situation in the administration is fucked beyond comprehension.
I suppose since I work in a bureaucracy, I was less likely to underestimate their stupidity.
But yeah, I don't think anyone knew how fully and completely it would fail. But that is because no one really paid enough attention to see all of the aspects of it. But every time I hear about some new horrible in this law, it is a completely obvious and unexpected result when you look at what is happening and the only reason I didn't think of it is because I didn't know about that portion of the law.

I don't understand why the addition of an "and" messes so many people up. I've even been hearing it in scripted dialogue on TV shows. To me it seems like such a simple rule, either side of the "and" must be able to stand on it's one. Putting them together doesn't change the grammar. "She went to the mall" joined with "My sister went to the mall" becomes "Her and my sister went to the mall"

The problem is healthy 20-somethings DO want to buy health insurance, but even at the subsidized prices they are actuarially exorbitant and thus drive the customers away in droves.
This was the #1 problem ACA was trying to solve: how do we force people to overpay because the state laws mandating insurance companies overcharge isn't working.
That problem is by definition impossible to solve. And even if coercion does force people to overpay, it's essentially nothing but a gigantic tax increase which can do nothing but ruin the macroeconomy.

It would be a mistake, in my opinion, to underestimate what micro-targeting can provide along with a campaign. And the last two elections should have taught you that, if nothing else. It was a huge success back then, whether you like the results or not.
That Times article points out that Enroll America alone has hired a couple of hundred people, along with 14,000 volunteers. And your number of 2600 contacts resulting in 25 sign-ups is exactly how this kind of thing works. Those 25 start to speak with their neighbors, and it just spreads from there.
One way or the other, we will see on April 1. That is when we will know "real interest in the product." Until then, we are just guessing.
Why are enrollment periods necessary? I don't have them for my car or life or home owner's insurance. With those, I can shop around for a new policy and dump my old company any day of the year.
They are trying to forestall the obvious answer to ObamaCare -- don't sign up until you need the coverage. If someone could sign up whenever they wanted to, I imagine it would be 15 minutes after the automobile accident.

Jack...you are writing like someone who has never done anything in his life. Getting people to volunteer for an election campaign hoping to elect a charismatic leader is not the same as selling door to door. Which is what they were trying to do. Selling door to door is tough, you need a really good pitch. But, more than that, you need to be hungry. You need to have a couple of kids at home, and a wife, and rent to make, and have no other way of getting that money. Then, you can actually talk people into signing up for something that costs them money.
There is no such thing as a door to door viral SALES campaign. Talking people into voting, which costs nothing, for the guy who is going to give them free stuff, is easy. It's a piece of cake. Talking people into handing over $300 to someone at the door. That takes something most people don't have.
OK, pulse, you questioned so I will briefly tell you. I have in my life quit a job on a Friday and started a business on the next Monday, and I still own that business 25 years later. And let me tell you, I did that because I got on the phone, cold called company executives to set up meetings to introduce my company, and then sold them consulting services.

Everything is not sales. A lot is. But, you were successful because you had a stake in it. You had to be. If you believe everything is sales you must know what it takes to write a deal. Which I do. 100,000 volunteers can't sell anyone anything they don't need and can't afford. Maybe a handful of people can get talked into anything, but they will stop paying after the first or second month.
Thousands of volunteers will do nothing other than be a great base for the next election campaign.
Ridiculous. Conservatives give twice as much to charity as liberals do. They give three times as much blood. It's idiotic to assume that people who support this president would actually spend their own money to sign up for this monstrosity. This guy got elected to make someone else pay for their well being. I wouldn't want my well being contingent on the liberal capacity to actually do what they say they believe in.
And Conservative backed charities tend to be feeding poor kids, etc. Liberal backed charities are more often the Opera, the Symphony, etc. Liberal hobbies usually. And, I think it is closer to 3x, not twice.
Am I too cynical to believe that the Obamacare website will continue to have problems up until the moment that they are sure they have enough enrollments?
What's a better excuse than "Uh, we're having technical problems, or we'd be hitting our numbers."
Additionally, by constantly putting out changes to the law that postpones enrollment requirements Obama is making sure people are going to wait until at least the last minute -- perhaps you will be next on the postponement list if you hold out long enough.
I think the refrain will also be "we would have hit the numbers but for the postponements."

And as a Mormon who has knocked on more than a few doors, I happen to know that this is one of the worst ways to find people interested in what you're selling...indeed, going door-to-door was typically a last-resort activity, when you had nothing else to do.
Even *if* there was interest in the "good" news of ObamaCare, I'm not at all surprised by the lack of success they've had.

Exactly. I've worked for two major insurance companies as an underwriter. One thing I promise you the insurance companies know: who has paid.
I supported a family selling vacuum cleaners door to door 38 years ago. Toughest job in the world. Another example of a bunch of people who know nothing and have never done anything. To make a door to door sale requires a hunger that a volunteer can't have. I doubt anyone was signed up that actually had to fork out any cash themselves. I'm sure the signups were all fully subsidized.
Anyone who had done door to door sales, or been a commission salesman would know this could not work. But, none of these people have done anything except collect pogie in one form or another.

Back in 2001, the Bush administration SOLD this country on a war that cost us $2T and 4,000 American lives. They SOLD it. They got on TV, went on every Sunday morning show, they fed disinformation to reporters, never failed to say "9/11" in the same sentence as they uttered "Iraq." They SOLD it.
The fact that the ACA is being sold door to door just means they are going even more grass roots than Bush did, but it still was grass roots for both.

Never worked in sales. I did, however, work as an underwriter for a major insurance company. The ACA isn't an imminent failure, it has already failed in an actuarial sense. The question is how much money will the tax payer continue to shovel into this monstrosity. We could theoretically give every home in the US a nuclear reactor if we billed it to our grandchildren. At least that would be more useful than this project has been.

However, you missed my point. Even if I agreed with you 'everything is sales' GWB selling the Iraq war is easy. Selling people on Obama is easy. NO ONE PAYS ANYTHING!! Try and get someone to pay $25 to vote for Obama and they wouldn't do it. Try and get someone to sign up for something that costs them $300 pm, that they likely will never use, and that is tough. As they're finding it is nearly impossible.
I love the ACA. It is the first government program that has an immediate price tag people have to pay. 'You want a big medical system, great! Your share is an extra $200 pm over and above what you were paying. Oh, you don't like it now.' I wish wars were fought the same way. 'We're about to go to war in Iraq it will cost each and every one of you an extra $150 pm taken right out of your paycheck and given to the DoD. So, yes sir, you will have $750 pm taken from you because you and your wife have three kids...every month. Okay, now let's vote who wants to go to war?' We'd never go to war.
