Is the Administration Misleading People on Obamacare's Web Failures, Or Is It Just Incompetent?

When Obamacare's health exchanges rolled out last week to myriad glitches and, in the 36 federally facilitated exchanges, widespread inaccessibility, the Obama administration had a ready excuse: too much traffic. But the too-much-traffic story, along with repeated promises to fix online enrollment problems, hasn't held up.
"We found out that there have been times this morning where the site's been running more slowly than it normally will," President Obama said last Tuesday, the day the exchanges opened. "The reason is because more than one million people visited HealthCare.gov before 7:00 in the morning."
Health and Human Services Secretary Kathleen Sebelius put a positive spin on the website malfunctions. They were a sign of too much traffic, she said, "a great problem to have."
Throughout the week, administration officials touted web traffic figures: 4.7 million visitors in the first day, 8.1 million by Friday. And they insisted, even through the weekend, that unexpectedly high numbers of visitors were the root cause of the site's problems. "These bugs were functions of volume,'' the administration's top technology officer, Todd Park, told USA Today over the weekend. "Take away the volume and it works."
Administration officials also promised repeatedly that the problems would be fixed soon: "We expect to resolve these issues in the coming hours," one federal health official told Reuters on October 1, the first day the exchanges opened.
The issues weren't resolved. Two days later, the Department of Health and Human Services assured people once again that updates were in the works, and the user experience was getting better.
Not that much better, however, because on Friday afternoon, the administration announced that online enrollment functionality in the federal exchanges would be suspended for several hours each night over the weekend. Starting at 1 a.m. each night, health coverage sign up would not be available for several hours. The downtime would make way for big improvements in system functionality, an administration press release claimed. "We expect that Monday, less than a week after the marketplace opening, there will be significant improvements in the online consumer experience."
Now it's Monday, and the system is as buggy as ever. It's clear that many, perhaps most, people still can't even create user accounts. Or if they can, they can't actually use them to log into the federal exchange system. And if they get that far, they end up stalled elsewhere in the process. "The federal website, meant to serve Americans in 36 states, was still delivering error messages to users trying to create an account saying the 'system was unavailable,'" noted Bloomberg News in report a late this morning.
Both the online assistance system and the call-in help lines are practically useless. The call-center workers can't log into the system either, and don't even pretend to be able to help callers. The LiveChat system can't answer basic application questions, and just directs users to the call-in system.
It's increasingly difficult to pin the problems on traffic overload.
The administration's top tech adviser was still saying on Saturday that the problem was primarily a result of unexpected volume. But even some tech-savvy health law supporters didn't buy it. One pro-Obamacare web developer told The Washington Post over the weekend, "I'm a very very big supporter of the health-care act, but I don't buy the argument that the load was too unexpected." By Sunday, federal officials had admitted that there were deeper technical problems to be resolved. "Federal officials said Sunday the online marketplace needed design changes, as well as more server capacity to improve efficiency on the federally run exchange that serves 36 states," The Wall Street Journal reported last night.
The buggy, virtually unusable enrollment system is no longer a great problem to have. "We can do better and we are working around the clock to do so," an HHS spokesperson told Bloomberg.
And those weekend shutdowns that were supposed to clear the way for a functioning system? They didn't do the trick either. Federal health officials announced this afternoon that enrollment functionality in the federal exchanges would go offline once again tonight starting at 1 a.m. (Given how few people seem to be able to access the system, it hardly makes a difference.)
Despite repeated promises that the implementation process was on schedule and the exchange system would be ready on time, it wasn't. It wasn't fixed within a few hours, or a few days, or most of a week—even with hours of offline time for retooling. And the massive traffic volume that was supposed to be responsible for the site problems was, at most, only one part of the problem.
So if the administration knew that the problems were due to more than just traffic, and that they would not be resolved in the first week, then they weren't telling the truth. And if the administration did not know, then that suggests they may lack the understanding or capability to easily resolve the technical flaws with the exchanges. Either way, at this point, it's hard to avoid the conclusion that the administration is either intentionally misleading people, or incompetent, or both.

Steve Jobs would never ever ever have agreed to take on this project. Jobs' MO was end-to-end control of the system, both hardware and software, so that when things broke he could grab the accountable parties and tell them off. The healthcare exchanges, on the other hand, have to interface with and rely on innumerable systems at other agencies, most of which practically incompatible, and for which they're all unaccountable by the very nature of being government systems. The number of idiotic workarounds the developers likely had to implement to even get close to making the exchanges work make me cringe. They way I see it there are only three possible outcomes. The system is permanently super glitchy, the system works but has severe security flaws, or, most likely, the system has severe security flaws and permanent glitches.
He'd have fired them as soon as they made the promise because he was technologically literate enough to know that it was an impossible task and anything they delivered by that date would be crap.
The system was programmed this year, two years after they passed the law. It took that long to "find out what's in it". My opinion: the desired system is overly ambitious and will NEVER work.
He would have never let the failure go on this long. He would have been on top of it and headed it off at the pass.
That's the difference between private and public endeavors, as you well know.

Really it would be wasteful to design a system that can serve millions of people simultaneously when the steady-state usage of that system will end up being a couple of orders of magnitude less. So the initial inaccessibility should be expected. But this problem can and should be planned for, so clearly the admin is incompetent. Whether they are also deliberately misleading people would require some good journalism to find out.
Good journalism? Why not just compare everything this administration ever said on any subject to what really happened in each case and go with the observed probability?

there's a 6 month open enrollment this year. only 3 months next year and beyond. the system should be designed for heavy traffic since everyone has to fit into the one-time-of-year-fits-all category.
Actually - it would make perfect sense to design your system for quick expandability. Like MMO's do on launch day - they know their sign-up servers have to be able to handle a huge flood of initial applications that will slow down to a more manageable level alter so they hire a bunch of temporary capability that they get rid of when its no longer needed.
The only difference between this and an MMO is that a company releasing an MMO knows that delays lose customers - the government says you have to sign up to their service or else so they don't *have* to care about the initial impression. If you don't sign up they'll just take your shit anyway.
What's truly frightening about this is that the administration knew people would be upset if they had technical glitches, yet they took no steps to avoid this situation, whether that meant delaying the implementation or throwing insane money to make the danged thing at least appear to work.

Its not hubris - they *know* that they have you. If you don't comply voluntarily they will use force. They have absolutely no pressing incentive to make the thing easy for users, especially at the beginning since no-one is going to be allowed to refuse.
To do that with a law that appears to be genuinely unpopular--before it's even in full force--is insane. Maybe we really are that far gone, but I think they're making a huge mistake, politically speaking. Not like the GOP isn't already going to run on repealing the law next year.

I figured the go to strategy would have been to start a talking point about how the Sequester and Republican Obstructionism was interfering with funding for building the exchanges and therefore there may be some early glitches.

Um, I actually have quite a bit of experience dealing with open enrollment systems. 6 years as the QA manager for the company that ran Open Enrollment for OPM (aka the Federal Government) and a couple hundred other companies.
You have no choice but to design the system to be expandable, and in fact technologically it is not all that hard to impement with a correct n-tier architecture. We would routinely go from 4 web servers to over 50 as we entered Open enrollment season with no problems whatsoever.
Where we did have a problem was poor application design due to some old legacy code that business would never allow us to replace that severely limited the performance of our webservers (our web servers started hitting 100% cpu utilization at just 5 concurrent users and then they would run badly till they just crashed at around 40 concurrent users)
With proper design however there is no reason we could not have been running a couple hundred concurrent users on each server.
No the problem here is not simply one of high demand, it is higher demand than their piss poor architecture/coding can support, not that I blame the poor souls who had the unenviable task of putting this crap system together, given the unrealistic time complaints it is amazing they got as far as they did but it is going to take at least 3 years to get these problems all worked out, and that is not including the massive security holes they have.
At least three years. I had a project that was supposed to launch in 2006; it hasn't launched yet, and not for lack of money.

I have tried about 30 times to get on the HealthCare.gov site. Finally, I was able to register a User ID and Password. However, I failed on the Experian test: evidently Experian "knows" stuff about me that just ain't so. When a user fails the Experian test, he must call to resolve the issue before an application can be validated. Since my phone doesn't have unlimited minutes to waste being kept on hold, I have abandoned hope for the next few weeks.

Websites are a relatively new technology. You can't expect the government to bring one up as complicated as this, with registrations, logins, etc, without there being a few hiccups, now. That's unreasonable.
After all, this is an institution that, for many actions, requires mailing in forms filled out by hand, and waiting 6-8 weeks for a response.
Just be patient: it takes time to give everyone near universal access to health insurance.

Note, of course, that not being willing to sign up, or not being willing to pay the premiums, does not mean you did not have access.
Speaking of this, I just got off the phone with my current insurance company. To keep the same (sorta) level of coverage, my premium would have to go from $83/mo. to $221/mo. I was then told that the lowest I could pay was $161/mo. for basically jack and shit for coverage. It looks like I might just have to go from having what I considered high deductible insurance for $83/mo. (too much) to having NO INSURANCE and paying $95 per year to the IRS. Thanks, Obama.

And, I would hope that if they did contract out such a thing, that competence and/or price wouldn't be their first priority in choosing who to give the work to. It should go to whichever potential contractor is owned and/or operated by historically discriminated groups. I'd much rather have a broken webpage developed by native americans, than a working one developed by a bunch of white guys.

Usually you cannot do performance testing until you have a stable beta candidate. Since some of the exchanges still havn't reached that state, or only got there in the last week there hasn't been time to even build the performance testing scripts

The crazy thing is the site is loading really quickly for me up until it tells me that there is too much traffic which does seem a bit odd to me. But I am no expert.
Apparently, this thing is such a kludged-together hack job that it effectively DDOS's itself at a certain point in the process.
Actually that is probably exactly what the problem is. The web server front ends are probably fine since they really aren't processing much, just serving pages. Then on the back end the app servers are probably instantiating hundreds of calls to other app servers, SOAP services, and databases, all of whom are responding and somewhere in that mess one or more of them is choking on the volume.

Slightly off-topic, but after I got my notice over the weekend that the health insurance I had (and was reasonably happy with) will be non-renewed because it is not an Obamacare approved plan, I went to the private health care insurer site, and was able to get quotes for a new plan. The new plan will have the same coverage at the old plan and cost me only $3000 more per year. As I am not eligible for the subsidies, I don't need to register with the government, but they still found a way to fuck me 3000 times over.
If you like your health insurance plan, you can keep it.
It'll just cost you more.

At 52 I bought a plan through BC/BS. It cost $240 am month. It had a $2,500 deductible with $3k total out of pocket. After that it paid 100%. It did not pay for birth control or any other meds. It was what I wanted, a catastrophic plan incase I got sick.
I checked one of the Obamacare calculators. I was eligible for a plan that cost about $850 to $900 a month. I would get about a 00 subsidy. Then I had a $9,750 out of pocket and it only covered 85% of the bill after that ?
Thanks Obamacare. If I am eligible for a subsidy how do they think I can pay $500 to $600 a month plus $9,750 a year if I get sick ?

Who CARES why or even if the site isn't working? Why aren't you reporting on the more important story: what is happening to people's insurance premiums and deductibles as a result of Obummercare? I have a lot of IT experience, as a client, not a programmer. The larger the project, the more difficult. Trying to make incompatible undocumented legacy system written in different languages talk to each other is not difficult; it is impossible. All of the systems must be replaced simultaneously in the same language. Since the legacy systems are not documented, they have to be reverse-engineered, which is extremely difficult. The FAA has been trying to modernize its ATC software for 15 years at great expense but without success.

Having worked on similar projects for commercial products, I can tell you that these sort of glitches are not uncommon. But through experience, most developers become able to master these issues and generally have rollouts with few problems. Unfortunately, the gov generally isn't very good at this sort of thing because they have no experience and prefer to design everything from the ground up with little outside expertise. I don't know who was responsible for the various websites, but if it was done internally by people with little outside expertise then someone needs to fire the management and... oh, yeah, sorry... gov job... never mind.
