Miller says the second response concerned a graduation party which more than 100 people attended.  Four women were arrested "for various minor charges associated with their behavior on the scene," he said.

No firearms were drawn, but an officer did pull out his stun gun during the incident, Miller said.  The students claimed the officer used excessive force.
