The phone calls started coming into Mississippi insurance commissioner Mike Cheney's office within hours of president Obama's reelection. What, his Republican colleagues wanted to know, should they do next on the Affordable Care Act?

Cheney is a bit of rarity right in the health care-world: As the elected regulator of Mississippi's insurance market, he has pushed forward on implementing the Obama administration's health-care law in a solidly Republican state. He will submit Mississippi's plan to run a health insurance exchange to Washington as soon as Monday.
