Romney: Foreign Aid Distributed Ineffectively

Speaking at the Clinton Global Initiative, Romney also said freedom breeds prosperity and avoided attacking President Obama and his foreign policy directly

In his speech to the Clinton Global Initiative, Mitt Romney skirted close to the "culture" argument for prosperity that caused him trouble during his trip to Israel this summer. But he cast the relative success of different countries as an issue of freedom rather than culture. 

He did not mention or criticize President Obama, although in recent days Romney has begun to ramp up his criticism of the president's foreign policy. However, he used his speech to suggest that our current foreign aid system has failed.
