Mitt Romney plans to make an appeal to Hispanic voters Monday in a speech where he is expected to distinguish himself as the better presidential candidate on economy and immigration, a topic that has brought his campaign considerable controversy.

In excerpts of this speech -- to be delivered before the U.S. Hispanic Chamber of Commerce 33d annual convention in Los Angeles Monday afternoon -- GOP presidential nominee Romney blames President Barack Obama for the 10 percent unemployment rate among Hispanics, higher than the national average of 8 percent.
