New York didn’t used to be like this. But it was the start of this shit that was one of the catalysts for me moving out. Right around when they banned smoking in bars. 9/11 is partly to blame, as is Bloomberg.
Giuliani just wanted to run the bums out and crack down on crime. But he really seemed to be focused on basic quality of life and violent crime issues. Bloomburg in contrast is just fucking nuts. There is no aspect of life he doesn’t think he should control.

It seems to me, as a non-cop, that “responding accordingly” would be showing up and assessing the situation at hand and realizing that a guy outside with a sign isn’t anything like a guy inside with a note and a gun.

It’s not the arrest that bothers me. They thought he was trying to rob the bank. When someone’s holding a sign that says “You’re being robbed,” it’s somewhat reasonable to assume they’re trying to rob the bank. Should they have arrested him? Probably not, but I think it was an honest mistake.
