Ethiopian Government Slashes Foreign Adoptions
Today the Ethiopian government announced that it is dramatically reducing the number of foreign adoptions it approves each year, ostensibly to improve supervision and ferret out corruption. This is bad news both for waiting parents and for thousands of children who will languish in orphanages for longer than necessary. Ethiopia has an estimated 5 million orphans and homeless children [see addendum], of whom about 4,000 were adopted by foreigners last year. Of those, according to the U.S. State Department, 2,513 now live in the United States. That made Ethiopia the second biggest source (PDF), after China, of foreign children adopted by Americans. But while the number of Chinese children adopted by Americans peaked (PDF) at 7,906 in 2005, falling to 2,591 in 2009 before rebounding to 3,401 last year, the number of Ethiopian children adopted by Americans has been rising steadily since 2000.
This trend has aroused mixed feelings in Ethiopia. When my wife and I adopted our youngest daughter there in 2008, we were instructed not to appear in public with her. Suspicion of Americans and Europeans snatching up Ethiopian children is also reflected in some of the comments below the Voice of America story about the government's decision to precipitously cut foreign adoptions by about 90 percent. An Ethiopian writes:

Trafficked? It may seem like there's a fine line between buying a child and adopting one after shelling out $20,000 or so in fees and travel expenses. But there are a couple of important distinctions: These children are not property, since becoming their parents entails a host of duties vis-à-vis their care and upbringing, and they cannot legally be adopted unless their biological parents have died or relinquished them. It may well be that some Ethiopian adoptions have involved fraud of one kind or another, which is the official reason for the slowdown. But with so many orphans who need homes, there does not seem to be much incentive for fraud. As for the notion that Ethiopian children are better off in orphanages "among their own countrymen," it is hard to understand how anyone who has visited Ethiopian orphanages can believe that.
Given the numbers involved, foreign adoption is obviously not the solution to the predicament of Ethiopia's orphans, let alone to the poverty in which they live, which can be addressed in the long term only through institutional changes that create the conditions necessary for prosperity. But foreign adoption is a solution for a small but by no means insignificant share of those children, who can live better, happier lives in families who would be delighted to have them if only the government would allow it.

Addendum: Both A.P. and Voice of America cite the estimate of 5 million orphans and homeless children in Ethiopia, which the latter attributes to the Ethiopian government. "There are an estimated 5 million orphans in Ethiopia," says an October 2010 press release from UNICEF. "Of these, around 650,000 have been orphaned due to AIDS. According to national statistics, over 2 million orphans live below the poverty line." But note that UNICEF's definition of orphan includes children who have lost one or both parents. It says only 10 percent of African children classified as orphans have lost both parents. If that proportion holds true for Ethiopia, the number of children with no parents there would be more like 500,000.

Ethiopia is cutting back by as much as 90 percent the number of inter-country adoptions it will allow, as part of an effort to clean up a system rife with fraud and corruption. Adoption agencies and children's advocates are concerned the cutbacks will leave many Ethiopian orphans without the last-resort option of an adoptive home abroad.
Ethiopia's Ministry of Women's, Children's and Youth Affairs has issued a directive saying it will process a maximum of five inter-country adoptions a day, effective March 10. Currently, the ministry is processing up to 50 cases a day, about half of them to the United States.
A copy of the directive provided to VOA says the reduction of up to 90 percent in cases will allow closer scrutiny of documents used to verify a child's orphan status.
Ministry spokesman Abiy Ephrem says the action was taken in response to indications of widespread fraud in the adoption process.
"What we have seen so far has been some illegal practices. There is an abuse. There are some cases that are illegal. So these directives will pave the way to come up with [safeguards]," said Abiy Ephrem.
Investigations have turned up evidence of unscrupulous operators in some cases tricking Ethiopian parents to give up their children, then falsifying documents in order claim a part of the large fees involved in inter country adoptions.
American couples often pay more than $20,000 to adopt an Ethiopian child. Such amounts are an enormous temptation in a country where the average family earns a few hundred dollars a month.
U.S. State Department statistics show more than 2,500 Ethiopian orphans went to the United States last year. That is more than a ten fold increase over the past few years, making Ethiopia the second most popular destination for Americans seeking to adopt overseas, after China.
Child protection professionals generally welcomed efforts to clean up the system.
Some, however, questioned the motive behind the cutback. One adoption agency representative who asked not to be identified called the policy "ridiculous", and said it appears to be in retaliation for recent criticism of the government's lax oversight of the process.
Abigail Rupp, head of the consular section at the U.S. Embassy in Addis Ababa says the cutback is likely to result in a drop in adoptions to the United States from last year's 2,500 to fewer than 500. She says the biggest concern is for the estimated 1,000 children currently in the adoptions pipeline, who may be forced to wait more than a year for their cases to be considered.
"We share the government's concerns about the vulnerabilities in the process. But certainly we have concerns about children who would be waiting longer for their adoptions to be final. That would mean they would be in an orphanage or transition home for a longer period of time," she said.
Rupp said adoption agencies in Ethiopia should take the directive as a cue to be accountable for each case they bring forward, including knowing exactly how children in orphanages came to be there. She said government officials have indicated they may close as many as 45 orphanages as part of the effort to clean up what critics have labeled a "baby business".
Ted Chaiban, head of the Addis Ababa office of the U.N. children's agency UNICEF, called the new rules "an important step" in rooting out irregularities in the system and finding family-based local solutions for what the government estimates are 5 million Ethiopian orphans.
"What is important is that any child deemed to require care be looked at in terms of a range of options starting from family reunification all the way through inter country adoption. In that respect the work being done by the ministry needs to be strengthened and supported," he said.
U.S. Embassy officials late Friday indicated they are posting an adoption alert on the State Department's website addressing the concerns of Americans who will be affected by the Ethiopian government directive. The alert can be seen at http://www.adoptions.state.gov.

"American couples often pay more than $20,000 to adopt an Ethiopian child. " This is GROSSLY inaccurate! The bulk of that amount is spent on professional and travel fees- only $2000-3000 is paid to the Ethiopian government. In fact, about $1000 goes to the US government!

Good to root out corruption. Bad to slow down the process so much for children in the pipeline. Sometimes there is no family, so "family reunification" is NOT an option. Thanks, UNICEF, but who will be there when children die from disease & malnourishment? Great to prevent the NEED for adoption, but we are a long way from that world. So, until then, children will pay the price.

You say "to meet demands of American and European couples." - I think 5 million orphans vastly exceeds the demand of loving families abroad hoping to love and give opportunities to a child. By not means am I soft of human trafficking but I imagine there are other ways of going about this.

Cindy, I wouldn't use the word "amazing" considering there are true orphans in Ethiopia who are desperate and may now be denied a loving family. Additionally, as a waiting parent, I wouldn't characterize myself as someone who is "demanding" an Ethiopian child. I thought I was opening my home and life to a child in this world who was in true need. Not sure what your agenda is.

The claim that "the cutbacks will leave many Ethiopian orphans without the last-resort option of an adoptive home abroad" rings hollow when considering how many of these "orphans" are healthy babies and toddlers relinquished by living parents. How arrogant to assume that the best place for impoverished young children is with strangers living halfway around the world. Hopefully the govt. will work to strengthen family preservation programs and seek out domestic placement alternatives.

Everywhere these two groups go, they act like they are FOR the children and end up leaving the majority of them in horribly run government orphanages all the name of "caring for the children." #'s don't add up...add them! There are 250 work days in a year. Let's say only 200 of them are work days for MOWA. That means that 50 X 200 is 10,000 cases processed. That means that 7,500 cases are for other countries besides the US. That doesn't add up: If 1/2 of the cases that are processed are for the US that would mean 5,000 were processed for the US...but, wait...only 2,500 adoptions were for the US in 2010.

Every country should be encouraged to care for and find permanent homes for their own children, but not all are capable. Our family sponsors five children in Ethiopia now, but we have adopted two who are home with us. Encouraging child sponsorship will not address the need for childcare, never address the need for children to be in a loving family environment and sustained economic development is decades away for Ethiopia.

I believe the "demand" to which the article refers is for healthy infants. @Sarah, you quoted the article, but misunderstood the quote. American families DO often pay more than $20k in total for the adoption. Most of the fees go to the American adoption agency which may promise money or work to Ethiopian families in exchange for their children. To some of those agencies, the money is all-important and that's where the corruption begins.

Oh please. Never mind that millions of Ethiopian parents have been killed by HIV and the lucky orphans are being cared for by orphanages. Aren't they so much better off in their own country - NOT. Living in an orphanage is not what God intended for his children. I hope this decision will encourage more people in country to adopt and care for the children and also that news articles like these with so many errors will be rooted out. There is very little money that goes to the Ethiopian Gov't in an intl adoption; Praying for holistic programs to address the needs of the people, love/serve the people in the name of Christ, provide small business loans, education and prayer. First off, to address the inaccuracies of the article: The original announcement said the slowdown was due to short staffing. Why was this not addressed? 50 adoptions a day would equal at least 12,000 adoptions a year, which is no where near the reality which is closer to 4000. Must be that new math.

The agency we are with reunifies 80% families who attempt to relinquish their child, offers medical and social services so families can remain intact when possible. They also operate a medical clinic responsible for saving 1000's of lives each year. The adoption fee I have paid helps fund all these programs as well as the adoption itself. Adoption should always be an option, in Ethiopia and the United States. Adoption saves lives - ask my brother who thanks God he was adopted by my parents.

I agree by the new policy. Many children and parents are crying today because they are not educated and they are deceived by most adoptive agencies. Example take Angelina Golie child as an example as well I have a friend I know in Ethiopia who gave her child for adoption after she discuss with agency that her child knew her presence, but deceived after her son departure that she notified her signature confirmed that her son has no parents and family.

So so so sad and frustrating! There are so many children already living and DYING in these orphanages that desperately need families! And now this already horrific number of children is just going to increase. Adoption costs $20,000 whether you are adopting a healthy white infant in the good ole USofA or if you are adopting a child that is WAITING- waiting in an ORPHANAGE in a poverty stricken country!

We have done our research and brought our sweet 21/2 year old WAITING daughter home 9 months ago from Ethiopia. We thank God we were able to bring her home and give her the CARE she DESPERATELY NEEDED before these crazy delays were put into effect, but what about the MILLIONS of children still waiting? This is certainly NOT for their benefit!!! Our hearts are broken for them!

Until you have been to an Ethiopian orphanage and seen the poverty across the country....don't judge. I've been there and seen it all, it is heartbreaking. There are children living in the streets.....there is no reason to traffic children, there are more than enough true orphans.

I absolutely agree that measures should be taken to eliminate fraud in all adoptions (both domestic and intercountry). I disagree that this particular action with MOWA is going to be the most effective way to do that in Ethiopia. I am a waiting parent, but as much as I desire to be a parent, I am willing to wait as long as it takes to ensure that our adoption is not fraudulent. Adoption is a necessary evil in a not-so-perfect world, and it should always be the last resort.

I am a parent of an Ethiopian child adopted in 2007 before the large wave of adoptions. Our adoption was ethical. Not everyone was so lucky. The Ethiopian adoption program became successful b/c people wanted to give a home to a child in need. Sadly the success of the program created corruption & overwhelmed the small Ethio gvt agency, the Ministry of Womens Affairs, that approves adoptions. IMHO the slowdown reflects the Ethiopian gvt commitment to an ethical adoption program.

Don't be so ignorant to think if adoptions are closed everything will be better for the children. Family preservation is ideal & I support it IF it is an option, it often isn't so what then? Where do you think the child will best be cared for, an orphanage in their country or a by a loving family in another? Where will they have the best chance of survival? Is it fair to deprive a child of a loving family? What do you think they DESERVE? Ask yourself these questions before you judge so quickly

Well said, Michael- as the parent of a 3 year old boy from Ethiopia, my greatest hope is that, as he grows up, conditions in his home country will facilitate communities being able to take care of their own kids- having seen orphanage conditions 3 years ago, I can tell you that unless things have changed, this is NOT the case today- babies will be neglected and some will die if they remain in orphanages, and this is maddening, and so sad.

She told me her business is to broker between parents and adopters all over the world. She said she has keeping centers, yes that is the word she used, in Assosa, Ethiopia. I was stunned, to her its a meat market, Its inhumane. whenever you hear a hint of moneymaking effort is in full swing, watch out.

The truth is, even with strong family preservation programs and grannies taking in orphaned children there are still 1,000's of children who need a family. It's very sad a few unscrupulous people have created a situation where so many children will have to stay in an instituition longer than should be necessary. Let's pray that Ethiopia is able to correct this problem quickly for the benefit of the children.

as an adoption professional I support MOWA and the courts in Ethiopia. Unfortunately the pendulum will swing too far the other way in trying to clamp down on the process. The demand for adoption programs is driven by prospective adoptive parents that are not satisfied with what is available in our own countries. Think about it.....what if the shoe was on the other foot???

I think the government was initially naive about many of these adoption agencies from the West. It assumed if they are from the West, they must be well regulated and vouched for in terms of their professionalism and ethics, But they found out the hard way many of them are neither ethical nor professional!

But I don't think the long term solution is cutting back by 90%. That's is a drastic cutback given the enormous need to find homes for the so many orphans. The real solution is to dramatically increase the capacity of the government body which processes adoptions so they can effectively discharge their duty in processing all adoptions in waiting without undue delay.

Using the UNICEF numbers is a pathetic attempt to derail the real conversation. True orphans are not having their needs met through IA. Instead children are being recruited, Ethiopian families are being lied to. Children who would not be orphans are being made orphans to meet the demands placed by PAP's who feel entitled to another human beings child. What about the children who have been trafficked? Is their pain to be accepted for " the greater good"? I think not.

There seem to be inaccuracies in this article. The numbers are incorrect. Obviously changes need to be made in Ethiopian adoptions but wouldn't it make more sense to have a plan of what to do with the children who are in orphanages and living on the street BEFORE making drastic changes?

Our son was 3 1/2 when he came home to us. Our adoption was all legal. We've made contact with birth family... letters/photos back and forth.What is in the best interest of the CHILD? Children who "age out" of the orphanages at the age of 14 are often not equipt with the skills necessary to live a good life.Orphanages will provide medical care and an education,skill. Many who "age out" are left to fend for themselves on the street doing what is necessary for survival.

5,000,000 orphans and homeless children? I think the numbers are exaggerated (please indiacted your source). Even if they weren't - and if you see what we see here in Ethiopia, the government shoudl have acted long time ago. And they did the right thing by slowing down. Just come and see how the adoption agency 'owners' make a living out of the whole process. It's a full fledged 'business'. And it's said that the adopting parents are told by the agencies that nobody will come later saying that they're parents....and the adopting agencies tell the birth parents (yes, many of them are alive) are told they can see their children later. I know of a foreign couple who adopted a child and they were given a certificate by the agency which shows that the kid had taken all the necessary vaccinations. But it was not so. They bribed the hospital officials and got the paper....and thousand of similar fraud stories....so the government made the right decision

I think that some well-intentioned people are so desperate to be parents that they'll ignore obvious fraud.
Their justification is that the child's quality of life will be superior in America, the child will be educated, and loved but ultimately their goal is to parent, and not consider the rights of others
