In Bell, CA, Overpaid City Officials Become Overpaid Retirees

The outraged citizens of Bell, California, scored a partial victory today with the resignations of three grossly overpaid city officials. The city manager, assistant manager, and police chief had drawn furious criticism for receiving some of the highest salaries in the nation for local government officials. How high is that, you ask?

In addition to the $787,637 salary of Chief Administrative Officer Robert Rizzo, Bell pays Police Chief Randy Adams $457,000 a year, about 50% more than Los Angeles Police Chief Charlie Beck or Los Angeles County Sheriff Lee Baca and more than double New York City's police commissioner. Assistant City Manager Angela Spaccia makes $376,288 annually, more than most city managers.

Too bad they still get their pensions:

Rizzo would be entitled to a state pension of more than $650,000 per year for life, the Times said. That would make him the highest-paid retiree in the state pension system.

At age 62, when Rizzo could also begin receiving Social Security payments, his annual pension would rise to $976,771, topping $1 million two years later.

If he lives to age 83, his annual payout would rise to $1.48 million.

Adams could get more than $411,000 per year, and Spaccia, who is 51-year-old, could get as much as $250,000 a year when she reaches 55.

Meanwhile, Bell Mayor Oscar Hernandez sided with the officials and attacked the Los Angeles Times for provoking the controversy "to advance the paper's own agenda." The crowds of angry residents weren't putting up with any such nonsense, though, and quickly began calling for further resignations:

The crowd erupted in applause after the announcement but immediately yelled out questions about what would happen to council members. Four of the five council members are paid close to $100,000 annually. When their questions were not answered, they shouted: "Recall!"

    Resignation is a wonderful present for these guys! $650k pension with increases for life is way, way better than $787k for going to work. If he really can earn more in the private sector he just gets to add $650k to his paycheck. Otherwise he can worry and fret about how to make a go of it on only $650k. That's why I'll never be wealthy. I would have retired once my pension reached $500k per year. Add in savings and you could travel the world like a king on that kind of scratch.

    The biggest story here is not the paychecks but the sheeple who paid no attention. This situation did not occur overnight. It did not occur under the table.

    I have no sympathy for the residents of Bell.

      Overpaid is an adjective: Bell's city manager was grossly overpaid.

    So how much are they going to pay the replacements for these people? Unless they drastically change things or find a way to lessen the pension payouts, this could cost them more than simply paying the exorbitant salary.

    If the city manager got $787k per year but only drops to $650k as a retiree, that means the city would need his replacement to make $137k just to break even.

    Is there any legal reason that pensions cannot be taxed at a higher (and much more progressive) rate? It seems to me that different forms of income are taxed differently all the time. Why would this be any different.

    This is a serious question by the way.

    As a side note, is it possible I have found a potential tax that even libertarians would support?

      Sure. It's the IRS they can and will make up whatever arbitrary exception or special group they want.

      Why would libertarians support increasing taxes on pensions, no matter how retarded the agreement is that both parties entered into? It's still taxing income.

      Income, from whatever source, should not be taxed. Consumption should be the source of Government income. Taxes levied on consumption would allow a single (or very few) different rates. It makes sense because even if criminal monies were laundered, they would still be taxed when spent. It brings the entire market under the tax structure.

      That being said, the discussion then becomes a fair rate. I would argue that the rate should cover the VERY limited, legitimate functions of Government. I think this arrangement would "stimulate" the economy by allowing people to keep more of their own money while taxing transactions that are now outside the system, lowering each person total contribution to the support of Government. I am not a "no Government" libertarian as I believe that Government has a role to play (enforcing contracts, protecting the rights of citizens, not violating them, providing for the common defense, etc.), but nothing like what is happening today.

    This is worse than just the city council taking bribes to pay off the city managers with humongous annual raises. Bell is a very poor community, and the money is coming from federal handouts (courtesy of taxpayers nationwide). The city managers were being rewarded for bringing home the federal bacon.

    Now that they've been canned, the taxpayers of California are on the hook for paying the largest pension in the state to an ex-manager of a town of 40,000 people. Pensions are legally binding, you see....
