The 152-page Health Care and Education Affordability Reconciliation Act of 2010 (PDF) is now available at the website of the House Rules Committee. If you read it in conjunction with the 2,409-page Patient Protection and Affordable Care Act (PDF), approved by the Senate in December, and the CBO's preliminary analysis (PDF) of the two bills (only 25 pages!), you can finally see what President Obama has in mind when he talks about "health care reform." But don't worry: The president promises you will have "many days" to digest it all before your representative votes on it. This weekend.

Addendum: The Republican members of the House Budget Committee have a three-page response to the CBO analysis here (PDF). In addition to the points I mentioned earlier today, they note several other tricks that the Democrats use to undercount spending and exaggerate savings, including frontloading taxes and Medicare cuts while backloading insurance subsidies. "When you strip away the double-counting of Medicare cuts, the so-called savings from Social Security payroll taxes, and the CLASS Act [premiums for long-term care insurance]," their analysis says, "the deficit increases by $433 billion over the first ten years."

      There should be some sort of test involved in the voting on these things. 100 questions taken from it and if you can get 70% correct you can't vote on the bill.

      I did download the PDF of the health care and educational act, 2010 and I will say my first impressions on it! The e-book is really large for something that is related with an act or acts. It looked more like an encyclopedia to me. Furthermore, they could have added a bit more graphics to the book to have a better ergonomics (Oops!) Anyway I really appreciate them for publishing the book with all the matter contained and overall the book is great with each and everything on it!

    I hope this "healthcare" passes and in its worst incarnation possible. I've got family in another relatively free country, I've been itching to vote with my feet lately and I absolutely adore seeing people teach themselves hard, nasty lessons. Suck it, America.

    A new element, included in the plan issued on Thursday, would give a specific right to the Bank of North Dakota to issue federally subsidized student loans, meaning that it would be the only lender remaining outside of the Education Department's direct-lending system.

    The Bank of North Dakota is a state-owned lender that Democratic aides described as representing the type of nonprofit entity they want to encourage. Critics of the loan bill suggested the provision was designed to win the support of a key Democrat, Sen. Kent Conrad of North Dakota, chairman of the Senate Budget Committee.

    (a) 90 days to establish a high risk insurance pool program. How well did managing that whole cash for clunkers work out for you. And now you want to establish an insurance program in 90 days????????????/

    (b) (3) States that agree to manage the High risk pool can not reduce the "annual amount the State expended for the operation of" their own high risk pools. No budget cuts for you.

    (g) (1) $5 billion set aside to cover yearly losses. Those greedy insurance companies not wanting to lose $5 billion per year

    (g) (3) January 1st 2014, coverage in State high risk pools will be terminated. Could have sworn someone said "If you like your current insurance you will get to keep it."

    (g) (4) Once projected losses exceed $5 billion, no more applicant accepted to high risk pool. Wait, what? Their going to turn down people with pre-existing conditions if they become to expensive?

    Section 1102 Re Insurance for Early Retirees
    (a) (1) Federal government reimbursing employment-base plans for covering early retirees. I guess that's one way of limiting the amount of money GM loses by providing health insurance benefits to its' retirees.

    1) "Provisions" are, according to Webster, measures taken beforehand to deal with a need or contingency. In this sense, the final provisions have been posted for *years*.

    2) Even if you don't buy into (1), they were "going to be posted" *time immemorial*.

    3) Even if you don't buy into (2), "this thing passes" refers to the future death of my dog, upon whose photo (on the teleprompter) I was gazing as I uttered the statement.

    The move was also thought to give Obama two key victories in overhauling the health care and student loan system. It also eventually became clear that the budget savings caused by the student loan bill would become essential to the overall reconciliation bill by reducing the deficit enough for the overall bill to qualify for the reconciliation process.
