Maybe If the White House Just Repeats Its Health Care Reform Plan One More Time, Everyone Will Suddenly Like It, and It Will Pass!
The White House has announced that it will publish a health care reform proposal in advance of the forthcoming bipartisan health care summit. Reports suggest that it will be a House/Senate compromise plan rather than a new White House proposal. The idea, as far as I can tell, is to give Democratic leadership in Congress a mild push to finalize a compromise (and, presumably, a passage strategy to go along with it) and to expose Republicans as having no ideas—or, even better, as standing for wildly unpopular ideas.
Reform proponents seem to like this approach, which is not surprising: After all, it nudges Congress towards action and exposes the GOP as heartless partisans who don't care about you, your family, or your dog—not to mention your skyrocketing medical bills. The Democrats, meanwhile, get to showcase a plan that, in the words of the White House, would "stop to insurance company abuses, extend coverage to millions of Americans, get control of skyrocketing premiums and out-of-pocket costs, and reduce the deficit." In return, the Republicans have…? Right. Exactly.
As political messaging ploys go, this is probably savvy enough, but I'm not convinced it will have much effect on the pushing a bill toward passage. For one thing, it assumes (or hopes, anyway) that reiterating, yet again, all the awesome benefits of the Democratic plan will somehow cause the public to start liking it. It's the political version of finding out that someone doesn't speak your language and responding by repeating what you just said, only slower and louder. It's also an assumption that just doesn't hold up very well under scrutiny. And as I've said before, I'm not convinced that a bipartisan health care summit that results in continued disagreement and greater partisan animosity is going to do much to soothe a public looking for bipartisan agreement. Sure, Republicans might not look good at the end of the summit, but is that enough to turn the debate around?
Savvy or not, though, the bigger problem is that this is a messaging strategy, not a vote-getting strategy. And what Democrats need right now, and have needed since Scott Brown won in Massachusetts, is a way to get enough votes from members of their own party in the House to pass the Senate bill. And on that front, their position this week is almost certainly worse than it was last week. As The American Spectator's Philip Klein notes, today's announcement that Democratic Senator Evan Bayh will retire from political office is likely to make gathering enough votes for the House to pass the Senate's bill even more difficult than it already was. And given that Politico wrote last week that House Speaker Nancy Pelosi is frustrated with Obama's decision to "push the Senate health care bill on the House when she knew there was no way it would pass," [bold mine] I'd say the outlook was already pretty dim. A game of pin-the-blame-on-the-Republicans—no matter how expertly played—isn't likely to fix the basic problem that the votes to pass a comprehensive reform bill just aren't there.

I distinctly recall it was the progressives that advocate getting rid of our pets. Something about CO2 emissions.
you, your family, or your dog
So, this would imply pets are covered? Well, why didn't they say so in the first place?! In that case, I'll all for the gummint health care.
Blue the Dog will be so happy!
Almanian,
I highly approve of your posting; hopefully, this unacceptable idiotic plan for a federal takeover of the healthcare system will fade away as is the exposed as a farce of AGW, man-caused global warming.
I think that we must have faith in Obama and let him do his job.
"Well... Here I am."
"No, please...tell me your ideas. I'm really excited to hear them."
If it's one thing all the great thinkers throughout history could agree on, it's that if you plan doesn't succeed, don't change it at all. Keep trying it over and over, and eventually it will work.
Well that has been the basis of most of our law enforcement and foreign policy over the last half century or so.
Actually, that's one definition of Insanity. Doing the same thing again and again but expecting a different result.
"Nancy Pelosi's twat looks lie someone dynamited a rotting dolphin carcass. There's just chunks and stink and bits of bones everywhere, kids. I was as shocked as you all are the first time I saw it, but on the twelfth time? the twentieth? It gets as boring like all of them eventually do. It's hard to stay hard, you know?
I'm going to go beat your teacher's twat with my disco stick for about 15 minutes in the art supplies closet. Lady Gaga. You guys are all Lady Gaga fans, right?
You kids enjoy your juice boxes and sing a song or some shit."

A number of things are clear from your list of Great Thinkers. They were all blessed by rising within systems that recognized and rewarded the wisdom of their "great thoughts". I'm not sure how fair it is to rub our noses in that fact. America, a young experiment in governance admittedly, is still in the phase of cruder forms of persuasion, i.e., the "Louisiana Purchase", and the "Cornhusker Kickback". We lag far behind the enlightened methods of persuasion used so successfully by your group, and espoused by many of the "elite" thinkers in our own country. I can scarce recall a townhall meeting this past summer, where it didn't seem that some neophyte "great thinker" wished that they had available to them the persuasive abilities of some of your greats. Lastly, I am somewhat stunned when looking over your list to realize that not a single one of your greats has been awarded the nobel prize! Perhaps last year's award signals a desire to correct this oversight? Will we see some of these "Great Thinkers" recognized for their immense contributions to minimizing the global carbon foootprint of man? Not to mention being lovers of peace and all.
bravo - though don't beat up on the noble prize folks too much - i think they r waiting for a sorta Nobel hall of fame to elect the great thinkers to - knowing them they cannot possibly overlook such great men!!
"And, I dunno, I walked into the kitchen and - WHAM! - the bitch hit me with a frypan like we're in a goddamn sitcom or something.

The fallacy in this post is the assumption that the vast majority of America is at all open to anything from this Congress and administration under the rubric of "health care reform". There is no trust on this issue. There is no political capital left. If some other Congress/administration were to take this up, it might be different, but this crew? No frickin' way.
The Republicans will come out ahead at this point without having to put up any healthcare reform of their own. The strategy of standing athwart 2,000 page bills and shouting "Stop!" has been vindicated.
Hmm, really? How are Repubs doing in the polls these days?
For Democrats, the most politically valuable thing to do would be to pass a strong reform bill. Since Republicans control an all-powerful superminority in the senate, that's not likely.
But read the polling. People don't like Democrats because they're not delivering. People don't like Republicans because they're obstructing everything for political reasons, and they're not really fooling anyone.
How are Repubs doing in the polls these days?
Ahead of Democrats on the generic ballot question, which almost never happens. IIRC they still trailed Democrats on that in the runup to '94, which should tell you something.
Read the polling.
Republicans are even ahead on some polls of registered voters, not just likely votes, which almost never happens.
Still, Tony, you should be given some credit for at least attempting to encounter some thoughts outside the bubble.
The Bush Administration convinced themselves that their problem was that they weren't trying hard enough, too.
Right, and the Democrats didn't obstruct Bush's plan to privatize Social Security, right?
Hmm, really? How are Repubs doing in the polls these days?
Pretty well in Massachusetts.
And New Jersey and Virgina.
Democrats do seem to do better in races where the Republican drops out of the race and endorses the Democrat, however (NY-23).
This strategy seems to work well for them, so I would encourage them to run with it on a national level.
Tony...Dude, you need to put down the Kool-aid and switch off Media Matters. You don't possess anything resembling the the truth about this subject. Nice DNC talking points though, hope that mixes well with Kool-aid.

I think it has to do with the specifics required. "Free health care" sounds fine and dandy, until you see all of the millions of regulations required. The ginormous cluster-fuck that the government inevitably creates scares off even it's nominal supporters. It is simply too big to pass, whether Hilldog or the Obummer is trying to push it.
I think it has to do with the specifics required.
I don't think so, at least as far as grand comprehensive plans go. People don't want this bunch doing anything grand and comprehensive.
Hmm, really? How are Repubs doing in the polls these days?
Fairly well. How are the Dems doing?
It will be of little avail to the people, that the laws are made by men of their own choice, if the laws be so voluminous that they cannot be read, or so incoherent that they cannot be understood . . .
- James Madison
How'd I ever get talked into this chickenshit job?
The Dems' strategy of playing off the average American's distrust of insurance companies and other Evil Corporations failed for the simple reason that the average American trusts Congress even less. Anything they do to try to ram "reform" through anyway will only worsen that problem for them.
it nudges Congress towards action
"Nudges." Good, good.
Reports suggest that it will be a House/Senate compromise plan rather than a new White House proposal.
"We'll go through this stuff, page by page, line by line, and we'll find all the worst parts of it; and that will be our starting point."
"and to expose Republicans as having no ideas"
Given a choice between nothing passing and something passing, if that something is greater government control over my medical care, I will take nothing thank you very much. Going hungry for a day is much better than eating food laced with arsenic.
They aren't in "pass anything" mode anymore. They are in "blame the Republicans" mode. This is pure electionineering. Dems trying to cover their asses and put the best face on it for Novemeber.
That will be very dificult given that they had (until the Brown election) 60 votes in the Senate, a clear majority in the H.O.R. and a Democratic POTUS. I am not sure how even the most partisan hack at MSNBC could blame Republicans for this one.
Oh, that's very naive of you. They'll find a way.
They could try. How many people would actually believe such twists of unlogic?
...some of the people all of the time...
Actually, if you look at MSNBC viewership numbers, the quote would be: "you can fool a couple of the people, every once in a while."
"Those evil Republicans stopped us from passing a health care reform bill that most voters don't like, so vote for us in November!" Yeah, that's the ticket!
+1
Peter, if you get this argument, why do you keep arguing that Republicans ought to stand for "wildly unpopular ideas" instead of the relatively more popular "saying No?"
A) I think Republicans have an idea, and B) Not having an idea is their idea.
Huh?
The Democrat's idea is that any idea that they do not like does not count as an idea.
And if they do like the idea "Rename the amendment and take credit for sponsoring it.
A) I think Republicans have an idea, and B) Not having an idea is their idea.
Thank you, Mr. Singles.
So am I wrong to hope Obama is found in a White House cloakroom a'la David Carradine?
The problem is we would wind up with President Biden the next morning. Biden could then apoint a new Veep who would sail through confermation given the current makeup of the Senate. Nothing substantive would be acomplished.
An aditional downside is the media would turn him into a Martyr and we would have a new Navy ship named after him, an eternal flame, a new demonination of currency and his mug would be the next tyrant to deface Mount Rushmore.
Wouldn't Pelosi automatically become the VP?
No. She would not. She is in the line of succession for POTUS but that is different. Line of succession just means if person A and Person B die at the same time Person C becomes POTUS (or, according to some acting POTUS). So if Obama and Biden are in a plane together and the plane crashes killing both, yes, that would mean Pelosi becomes President. If only Obama goes down that means Biden is President and there is no Vice President until the new President nominates one and that nominee is confirmed. If Biden then dies before he nominates someone (or if he nominates someone who is not, later confirmed) the next person in the line of succession becomes President.
http://www.usconstitution.net/consttop_succ.html
Right. Some urged the Democratic Congress not to allow Gerald Ford to be confirmed as VP when Nixon nominated him, so that the seat would be empty and that Democratic Speaker Carl Albert would become President.
However, this was judged to be a disastrous idea, politically if nothing else.
demonination
judges?
I think it's safe to assume the Democrats' "political strategists" will be doing frame by frame scrutinization of every minute of the Health Care Summit(tm), looking for material to use against the Republicans.
The opposite is, of course, also true.
I wonder what would happen if somebody created a medical complex on a huge cruise ship, or on an abandoned oil platform, just outside territorial waters, with the object being to find out just how good AND affordable health care could be if it didn't have to labor under the burdens of American taxation and regulation? It would be a cash-only business, accepting no "insurance" of any kind. On the other hand, it might, like Netflix or 24 Hour Fitness Centers, offer reasonable subscription rates for commonly-needed or routine procedures and drugs. The only thing it would have going for it would be the reputations of its staff and the word-of-mouth reputation of the facility itself.
Could such an enterprise treat and pay its employees well, advance the state of medical art, AND improve the outcomes for patients at a reasonable cost, demonstrating the non-necessity and even the outright stupidity of the employer-provided health "insurance" scams that have plagued us for so many decades, not to mention socialized health care?
I wonder.
It is already done and some insurance companies are giving discounts when you go outside the US. https://www.healthbase.com/hb/pages/medical-tourism-in-costa-rica.jsp
I'm aware of medical tourism. I mean something parked right off our shores for cheap and easy access, and also free of ANY government interference (in other words, not a facility in Canada or Mexico, or in any other nearby sovereign nation). The point is not to outsource health care overseas, but to demonstrate what healthcare could be HERE, if we would only let it.
The United States courts would probably try to claim regulatory authority, like they did after the Titanic was found. International waters be damned! Kind of like interstate commerce.
1) The costs involved in keeping something that running would be staggering. How about just saying we do it on some tribal land and assume that would fly, legally?
2) A huge portion of the cost of our health insurance system is built-in whether you use it or not. My employer pays like $600/mo, plus overhead costs for my insurance (not including the fact that my portion is tax-free.) If I decide not to use it, they aren't going to pay me $600 more a month unless there is a systemic change to the tax system.
Not sure that costs on an oil platform would be "staggering." A medical complex on a cruise ship might be pricey, but when you take away the costs of overhead made necessary by government regulation, it may still be more cost effective, from the point of view of the patient's pocketbook, to have the facility on a boat.
As far as the built-in systemic costs, all that says is that, to be competitive and attract business, the net cost to employees must be less than what they would expect to pay out-of-pocket with their employer's insurance. So what if you don't get any money back from your employer? If enough people defect from the employer's program, the company must find other coverage, anyway, because they won't meet enrollment threshholds. At that point, employees or their unions might opportunistically negotiate a "raise" for those who don't take the employer healthcare option.
SOMEBODY has to demonstrate that free-market health care works and works well. I just don't see that happening under the auspices of any existing government. And more's the pity.
Not sure that costs on an oil platform would be "staggering."
You're probably going to need a helicopter to be involved, so that almost completely rules out cost effectiveness on routine services.
As far as the built-in systemic costs, all that says is that, to be competitive and attract business, the net cost to employees must be less than what they would expect to pay out-of-pocket with their employer's insurance.
When 75% of the cost is subsidized, I think it's going to be incredibly hard to compete and maintain an acceptable level of care, unless you're assuming a legion of libertopian doctors and support staff that are skilled enough to do the job and can pull it off for 25% of what they can on land with regulation.
If enough people defect from the employer's program, the company must find other coverage, anyway, because they won't meet enrollment threshholds.
If that many people would actually do it, then electorally speaking, it would be totally unnecessary.
Actually, that's a brilliant idea. A medical cruise ship: bargain procedures but also a fun place to recuperate and for your family and friends when they're visiting.
IANAL, but I imagine the ship wouldn't have to stay in international waters, but would have foreign registry. So could American doctors and nurses practice medicine on a (e.g.) Panamanian-flagged ship, our would they have to be licensed in Panama?
Oops. Hit that "submit" button too quickly. Instead of "The only thing it would have going for it...," insert the following:
There would be no requirement for medical licenses, FDA approval for medical devices, procedures, or drugs. The only thing this "freedom hospital" would have going for it...
The primary problem that leftist have selling their ideas is that their ideas are premised on the idea that ordinary people are so incredibly stupid they cannot run their own lives without the benevolent guidance of the leftwing elite.
You can't really connect with someone if don't actually respect them. You can't actually have a dialog with someone if you enter the conversation with the firm belief the other person has nothing of value to say.
I don't think (relatively) far left politicos like the President view themselves as agents of the people whose task is to implement the will of the people within the law. Instead, they view themselves as superior beings who know what is right and who have a moral obligation to herd everyone else in the "right" direction. They view the electorate as something to be manipulated so that they can reach their predetermined goal. They don't believe they have the obligation to tell the truth as long as ends to which they work are for the best.
Their lack of respect and their insincerity eventually alienate the electorate. No matter how much someone smiles at you and says good things about you, you can eventually pick up on whether they respect you or not.
Seriously Shannon, do you ever post on any topic other than the arrogant elitism of leftists?
"It's the political version of finding out that someone doesn't speak your language and responding by repeating what you just said, only slower and louder." Interesting that you compare HCR to the "loud, arrogant, demeaning, thoughtless and ethnocentric behavior of American citizens". I like it because I have never seen the ugly American not get what he was bitching about.
RCTL:
It's ethnocentric to think that only Americans do that abroad. I've seen the same behavior from citizens of all nations.

Anecdote rather than data but...
I've seen a couple of (exhausted looking) Aussies do it in a small rail station in Japan. Eventually the ticket taker summoned someone who could speak English, and a rough kind of communication ensued despite the remaining language barrier.
Hmmm...and I had the Spanish speaking butcher at a little Mexican grocery in Aurora, Illinois try it on me. We settled on "Dos pound pollo" with pointing to get breast meat.
Europeans seem to be sophisticates on this: they say it again slower and more distinctly but don't raise their voices.
Say the same thing over and over to get what you want. Example:
Early 2007: Hope and change
Mid 2007: Hope and change
Late 2007: Hope and change
Early 2008: Hope and change
Mid 2008: Hope and change
Early November 2008: Hope and change (election won!)
Early 2009 (stimulus version): Hope and change
Mid 2009 (GM/Chrysler version): Hope and change through statism
August 2009: Hope and change really means statism for everything and everyone.
Hope and change = statism
fradey/samey? = libertarianism

You have broken links in this article that make nonsense of the content. It would be much appreciated if you could fix them.
I refer to your links to the Republican plan. I have been looking for one. I want to see their comparison of their new proposals with the successful models they are based on, and I want to see something that quantifies their cost expectations. So far, their amazing estimate of economic impact of their costs and savings is exactly $0, which I find a little too amazing.
The only choice the Dems have is between reconciliation and just giving up. Heads the Republicans win and tails the Dems lose.
Voters have never liked soviet style central planning approachs to solving problems. They have had too much experience already with the DMV, the Post Office, Katrina, and Cash for Clunkers, to think the government can run anything efficiently.
On the other hand there are a lot of free market reforms that would cost the government nothing and still reduce costs!
You need to give credit to the one part of the healthcare debate that has done its job wonderfully. Despite the Republicans putting forward health care solutions such as portability, tax credits, National over state by state policies and tort reform, the media has made sure that almost no one in America knows that the Republicans have suggested any solutions. If people knew that Republicans were saying their ideas work and the Democrats ideas don't instead of just being the party that says no, even less people would support Obamacare.
If it wasn't clear a week ago that Obama is just playing a corrupt partisan "Chicago Way" game with the healthcare bill and the supposed summit, it is now? Obama and the Democrats are totally corrupt!
Let me make sure I understand the argument. Democrats, who had super majorities in the House and Senate(a filibuster proof margin), and yet couldn't convince other Democrats to vote for the sorry plan and it's the Republicans who are obstructing?
If you can't convince your own party to vote for a sorry bill what makes you think a Republican should vote for it?
Also, Democrats and Republicans come up with a "bipartisan" agreement on the jobs bill and the Democrats back out at the last minute. In your Gumby logic is that just more Republican obstructionism?
Please continue to speak slower and louder and I'm sure voters will suddenly agree with you. 🙂
I am afraid all you naysyaers are missing the irresitable logic of Obamacare:
Something must be done; Obamacare is something; therefore we must do it. Q.E.D.
You got it DJ, and now Bawney Fwank is saying that if they can get rid of the filibuster it'll result in more bipartisanship within their own party.
The Dems couldn't even convince ONE Republican in the Senate, not even the two liberal women from Maine, Snowe and Collins! This alone tells you how horrible the bill is.
I don't know where some get the idea Reps are obstructionists. The Dems had a supermajority up until Scott Brown was sworn in. I mean, are you this ignorant or are you just trying to spew Obama's talking points?
I have thought the same thing. Had Obama truly worked with the Repubs to fashion a bill, he would have won the support of left leaning GOP'rs like Snowe. Otherwise, they had secure their own members and didn't. Blame the Repulbicans? I don't think so. Blame themse.ves.
Of course, it isn't the President's bill...that is one of the problems. He didn't have any input other than saying what he would find acceptable. He wasn't in the senate long enough to even find out how successful legislation is created (thank goodness for that!)
The republicans are probably praying everynight that the senate bill is passed. This is probably the only way for them to cross 50% in both house and senate. The ugly truth is that picking apart that 2700 page monstrosity is childs play and any perceived benefit is years away yet the short term pain will be severe.
Even counting the extra bureaucrats to administer this alone at a time of deep unemployment would let them have a field day.
But the main difficulty of this plan is that it's very clear the insurance and drug company lobbyists want this to pass badly for a good reason --- and it's not because their profit or revenue would go down with this bill. Which means...?
Wow......after reading this article it just confirms how arrogant and out of touch this administration and its leaders are with the American people. Dems want to paint the Repubs as the party of NO but the real problem is the American people don't want Obama's version of HC reform because they don't believe it will provide the benefits stated by him......and they are right. Here's a reality check:
1. Obamacare mirrors the MA plan
2. Premiums for a family of 4 are the highest in the country.
3. Premiums are rising 7% higher than the national average.
4. MA HC expenditures have exceeded forecasts and are bankrupting the state.
Why does anyone think that the national HC program will be any different than what is happening at the state level?? It is just another falsehood by this administration to try and push another big gov't entitlement program. As gifted an orator as Obama is, even he won't be able to sell this pig to the American people.
Another reality check, most Americans want to see coverage to the truly needy Americans (est 12 million). Let's focus on them now along with job creation to get this economy growing and our people back to work.
As an opponent of the health care "reform" monstrosity Congress has patched up over the last year, and watching the near-suicidal tendencies of the democratic party, I suppose I should be happy as they try yet again to pass a bill with more chicanery the majority of Americans have rejected.
Yet I can only find the spectacle of the President and the leaders of both houses of Congress determination to ignore the American people amazing and dismaying.
This crew will clearly be replaced and none too soon, but how did so many people vote to put such blind ideologues in power in the first place? They are truly out of all bounds and off every scale.
I have to note that the Republicans have advanced to make effective systemic corrections to health care inflation. The media simply chooses to ignore them and not give them any press time.
1) shift tax deductibility of health insurance to individuals (or eliminate deductibility) to move responsibility for this to individuals and away from employers.
2) open up interstate commerce in health insurance to eliminate current state-level oligopolies
Those are the biggies. There are many more, including the recommendations of John Mackey, Whole Foods CEO which were given press time in the Wall Street Journal but nowhere else.
"stop to insurance company abuses, extend coverage to millions of Americans, get control of skyrocketing premiums and out-of-pocket costs, and reduce the deficit"
The first two things in that list are mutually exclusive of the second two things on that list. If you cover millions more people and strip the rules that insurance companies use to control costs then costs are going to increase per person and without a massive tax increase the deficit will skyrocket (more than it already has under Obama/Pelosi/Reid).
This above all is why the People don't like the current plan and why the Democrats can't even convince themselves to vote for it. Remember, they had a filibuster-proof majority in the Senate and controlled the House and couldn't pass this mess.
Well, there were going to be tax increases. You couldn't get around them. Now perhaps Obama didn't announce it, but anyone with half a brain knew that it would happen. People aren't as stupid as the elitists think.
The argument of libs that the RNC have no plan while wrong misses the point. The real issue is that Americans want to no plan right now. They want biden's three letter word J-O-B-S. NRC should boycott the Obama publicity circus saying they will be willing to revisit after J-O-B-S have been found and people are back to work. Giving out of work people better health insurance is getting the cart before the donkey.
"Running things... it ain't all gravy.
We're the Party of "Hell No"! And we'll win every election in sight some November.

How can anybody be happy about a bill that is 2,700 pages long when your elected leaders haven't even read the bill before they voted on banner stands! If you think that this bill will reduce the deficit, you should live in Disneyland with Pelosi and the rest of the democrats that voted for this pile of dung. There will not be enough of the so called rich to tax and pay for it. Get ready to open your wallets wide middle class! You will also be burdened with paying for this nonsense. Medicare was projected to cost 9 billion dollars. It ended up costing more than 7 times its original estimate, over 63 billion. If your counting on the federal government to stay within budget, its like going to Vegas and expecting to win big. Not going to happen. It is clear that trade show displays our elected leaders have gone against the will of the people. Vote all of them out in November before they do further damage and bankrupt our country!
