Your Stimulus Tax Dollars at Work—in 2011 or Later
Ohio wants to spend $57 million in federal stimulus money on highway projects that won't begin for years, an unusual strategy for money that President Barack Obama said should be used to give the economy an immediate job-creating jolt.
Democratic Gov. Ted Strickland and the state's transportation officials passed over some ready-to-go construction projects and steered 7 percent of their $774 million share for planning and preliminary studies.
That infuriated some local leaders who hoped the money would build even more new bridges or resurface roads in the cash-strapped state, where unemployment recently hit a 25-year high of 9.4 percent.
"I could have dug the darn thing myself, that's how shovel-ready we were," said Fostoria Mayor John Davoli, who sought $10 million to build bridges over two railroad crossings and was denied.
Not to worry, gentle and kind taxpayer, those dollars are still a-stimulatin':
"We're putting planners and engineers to work, too, so I think it does fit the spirit of the stimulus package to develop projects today that have opportunities for tomorrow," said Scott Varner, spokesman for the Ohio Department of Transportation.
Develop projects today that have opportunities tomorrow. It all makes so much sense, especially keeping planners and engineers on the payroll—you know, create and save jobs and all that jazz. Especially for money that is supposed to be spent right now, just like in that Van Halen song about Pepsi Clear.
Whole AP account, which notes that Ohio is alone (so far) in using such dollars for planning crap. Though expect similar stories of stimulus-fueled bogosity for the next oh five years or so.

Call me crazy, but as long as they are going to spend obscene amounts of our money, I'd rather they do it more slowly and there be a decent plan so we get something slightly useful. Of course I'd much prefer that Ohio taxpayers pay for Ohio infrastructure, since it might make them think a little harder about what is truly needed.
Nick, I'm confused by your point of view on this. I think most readers agree that the stimulus is pointless. But I don't understand the hate on "planning crap".
How is it less important to pay a bunch of engineers and planners to prepare for stuff down the road (heh.) than to pay a different set of guys to start digging something that was planned years ago. The money is still being paid as wages, which will still be spent by those people, which is the whole point of the stimulus.
Are the pay recipients not blue collar enough?

Fostoria probably could use a few bridges as heavy CSX and NS freight traffic flow through the town. One would guess their money went instead to upscale King of Prussia, PA where an elaborate railroad overpass was constructed for the one train a day using the line.
We should proceed in undue haste and in a willy nilly even higgledy piggldy nay helter skelter fashion to spend as much of this fake money as possible before the adults figure out what's up.
I don't think the hate is directed at the planning per se. But at the fact the giant shit sandwich, I mean stimulus package was sold as having a definite and absolute effect in the short run due to the money being spent in whole in the short run. Hence the marvelous catch phrase "shovel ready." Bait and switch is illegal for everyone else.

What would be really awesome is if they could take some of the stimulus money and hire lobbyists to work on getting more stimulus money.
The disconnects around the stimulus bill are legion.
The Keynesian justification for stimulus spending is that it doesn't matter what its spent on, just that it is spent. The purpose is to inject money into the economy, anywhere, just as long as its done immediately.
The stimulus bill contained very little immediate spending. Most of it is in the out-years, and thus useless for Keynesian stimulation.
And, of course, delays in spending to identify and develop the "right" projects defeat the purported purpose of the stimulus spending.
All of this just goes to show that, whatever the theoretical merits of Keynesian stimulus spending, it is practically impossible to achieve. Much better to stimulate the economy with a tax cut. The impact on deficits is the same, but at least tax cuts have a chance to actually stimulate the economy as prescribed by Keynes.

If Obama attempts to screw the planners over, will joe come back to H&R and join our struggle of resistance?
