U.S. Government Discovers New Country: Juvalu

If you're from Juvalu, you may be eligible for certain affirmative action programs.

That's from a federal regulation, 70 Fed. Reg. 14496-01, 14510-11; it has recently been corrected, but some states have similar statutes and regulations (I suspect borrowed from the federal model). I assume the country is supposed to be Tuvalu, and its neighbor Kirbati is supposed to be Kiribati.
