"Two Men Plead Guilty to Acting as Illegal Agents of the PRC Government and Bribery"
From Thursday's press release by the Justice Department (see also the Indictment itself):
JOHN CHEN and LIN FENG pled guilty to acting as unregistered agents of the government of the People's Republic of China ("PRC") and bribing an Internal Revenue Service ("IRS") agent in connection with a plot to target U.S.-based practitioners of Falun Gong—a spiritual practice banned in the PRC….
According to Indictment and other court documents:
From at least approximately January 2023 to May 2023, CHEN and FENG worked inside the United States at the direction of the PRC Government, including an identified PRC Government official ("PRC Official-1"), to further the PRC Government's campaign to repress and harass Falun Gong practitioners. The PRC Government has designated the Falun Gong as one of the "Five Poisons," or one of the top five threats to its rule. In China, Falun Gong adherents face a range of repressive and punitive measures from the PRC Government, including imprisonment.
As part of the PRC Government's campaign against the Falun Gong, CHEN and FENG engaged in a PRC Government-directed scheme to manipulate the IRS's Whistleblower Program in an effort to strip the tax-exempt status of an entity run and maintained by Falun Gong practitioners ("Entity-1"). After CHEN filed a defective whistleblower complaint with the IRS (the "Chen Whistleblower Complaint"), CHEN and FENG paid $5,000 in cash bribes, and promised to pay substantially more, to a purported IRS agent who was, in fact, an undercover officer ("Agent-1") in exchange for Agent-1's assistance in advancing the complaint. Neither CHEN nor FENG notified the Attorney General that they were acting as agents of the PRC Government in the United States.
In the course of the scheme, CHEN, on a recorded call, explicitly noted that the purpose of paying these bribes, which were directed and funded by the PRC Government, was to carry out the PRC Government's aim of "toppl[ing] … the Falun Gong." During a call intercepted pursuant to a judicially authorized wiretap, CHEN and FENG discussed receiving "direction" on the bribery scheme from PRC Official-1, deleting instructions received from PRC Official-1 in order to evade detection, and "alert[ing]" and "sound[ing] the alarm" to PRC Official-1 if CHEN and FENG's meetings to bribe Agent-1 did not go as planned. CHEN and FENG also discussed that PRC Official-1 was the PRC Government official "in charge" of the bribery scheme targeting the Falun Gong.
As part of this scheme, CHEN and FENG met with Agent-1 in Newburgh, New York, on May 14, 2023. During the meeting, CHEN gave Agent-1 a $1,000 cash bribe as an initial, partial bribe payment. CHEN further offered to pay Agent-1 a total of $50,000 for opening an audit of Entity-1, as well as 60% of any whistleblower award from the IRS if the Chen Whistleblower Complaint were successful. On May 18, 2023, FENG paid Agent-1 a $4,000 cash bribe at John F. Kennedy International Airport as an additional partial bribe payment in furtherance of the scheme….

Don't you hate it when the IRS is turned against political enemies? I believe this was Article II of the proposed Nixon impeachment.
There's an important difference between failed attempts like this one and successful attempts like the Tea Party targeting efforts.
If your claim is that the IRS successful targeted the Tea Party, you are wrong. As I say in my most recent Federal Tax Procedure book:
One that proved to be a big nothing as the Republican scandalmongers presented was the claim of IRS targeting conservative § 501(c)(4) organizations during the Obama administration. Republicans flogged the IRS over that claimed scandal for years. As scholars have recently summarized, however,
Despite the controversy, a later review by TIGTA in 2017 showed that the IRS had scrutinized tax-exempt applications from both conservative and liberal organizations. In response to the 2017 report, Professor Neil Buchanan characterized the “IRS scandal” as an “elaborate, innuendo-driven lie that many people repeated endlessly, trying to get you to believe that there was a scandal.”
Joshua D. Blank & Leigh Osofsky, Democratic Accountability and Tax Enforcement, 61 Harvard Journal on Legislation 251, 253-254 at n. 7, & 258-259 (2024). One of the “victims” of the “innuendo drive lie” was a prominent tax professor, Paul Caron, author of the heavily followed TaxProf Blog; Professor Caron early on with quite incomplete evidence pronounced the situation as “IRS Scandal” and proceeded to do virtually daily increments with the catchy title “IRS Scandal Day [insert number],” reaching “The IRS Scandal, Day 738" by May 17, 2015. Blank & Osofsky, supra, p. 254 n. 7. Properly understood, there was no scandal only innuendo driven pseudo-scandal exploited for political purposes.
That's a conspicuously large number of words to avoid addressing the claim that you started with ("that the IRS successful targeted the Tea Party").
These kinds of undercover agents are always interesting.
Reminds me of stories of spouses hiring “hit men” to get out of a bad marriage.
I can’t imagine even trying to find a hit man, or hire a corrupt IRS agent, yet people do. It leads to the conclusion that we only learn of the ones who do make the mistake, which leads to the question of what percentage of people looking for hit men or corrupt IRS agents actually do make contact without the cops ever knowing. The murder clearance rate, according to FBI stats, is 60%; how many of those 40% are hit men? How many hits are staged as accidents and not even listed as murders?
The one thing I learned from watching "true crime" shows with my mom in her nursing home room - the hitman is ALWAYS an undercover cop.
By itself, that might be an artifact of something like the Hays Code or the Comics Code -- an explicit or implicit agreement about what would get published. On the other hand, gangs like the Sinaloa Cartel have their own private killers, and repressive regimes (especially in the Middle East, Russia and North Korea) have either open gangs of killers or unacknowledged but blatant assassins. But I think the fact that we almost never see organized crime leaders die in unsolved murders or suspicious deaths is strong evidence that hit men for contract are in essence fictional.
From my understanding, organized crime uses their own people that they know and trained personally. Most often it's a kid off the street who can take the fall if they fail.
Government assassins are also trained in house. These people are at least sometimes the Agent 47 type, but obviously information is limited and unreliable.
So, if you hire a hitman, you will almost always end up hiring someone undercover because the real ones are already working.
It boils down to one of three possibilities:
1) The person you solicit is "honest" and will immediately contact law enforcement, who will provide the undercover "hit-man."
2) The person you contact is a "criminal", and they realize they have their literal "get out of jail free" card, and they immediately contact law enforcement, who will provide the undercover "hit-man."
3) You actually manage to contact someone who actually does this sort of thing, but they will not have anything to do with someone who randomly asks people for a "hit-man."
Sure the cartels and organized crime groups have such people, but that is something completely different. If you ask at the local bar for someone to murder your husband, you can pretty much guarantee that if someone responds, then they are a cop.
Where I used to live there was a genuine murder for hire with no cops pretending. $10,000 to kill the ex-wife's new boyfriend. Search terms: Murder of Ed Schiller. The triggerman was convicted of first degree murder. The jealous ex who hired him pleaded guilty to second degree murder. His first conviction, also of second degree murder, had been vacated because he suffered a stroke during trial.
And people worry about the Russians.....
No worry about Russia.
Those guys are kind of busy in Ukraine at the moment.
Lots of people worry about both, but trying to strip a group of tax exempt status is pretty small potatoes compared to invading Ukraine or a future attack on Taiwan.
The real worry is Trump, who has received far more money from China than Republicans have ever claimed of Joe Biden and his family (but of course failed utterly to prove), and who depended on Russian money to keep his businesses afloat. Trump would not defend NATO countries against Russia, nor defend Taiwan against China.
I would certainly not put it past Donald Trump to solicit tons of money from China in exchange for future favorable treatment, even while he loudly excoriates China in his public pronouncements. On the other hand, Epoch Times, which is run by Falun Gong, is a strong supporter of Trump. Since FG is presumably much more aware of Chinese-American relations and politics than we VC commenters are, it seems likely that they see Trump as more likely than his Democratic opponents to effectively oppose the CCP.
The Epoch Times is far right, and opposition to the Communist Chinese Party is probably its only position that the majority of Americans would agree with; most of the rest are conspiracy theories or unpopular things like rejecting modern science. No surprise they favor Trump, who supports the vast majority of their positions.
So, are you keen on starting WWIII to perpetuate your empire and get everyone killed?
‘Cause we, your allies, won’t fight for you or it. There’s mumbling now of a draft in Blighty, but that likely won’t go anywhere. No Continental will die for Ukraine, let alone Taiwan.
From the looks of it, your paltry US military recruitment efforts aren’t going to improve either. The average American can now see how your regime wants to throw (1) the things vets THOUGHT they were fighting for for all these years and (2) middle America’s and the working class’ childen (socio-economically and culturally) under the bus. Good luck turning all THAT around, M, you good, peace-loving libertarian/liberal you.
With the exception of the ME situation, it’s widely agreed across Europe that a Trump presidency will be a more peaceful one internationally than one led by his blue team rivals. (Want evidence for that proposition as well? You know the price.)
Surrendering to avoid WWIII would be a masterful Neville Chamberlain move.
Europe seems to be mostly afraid of a Trump presidency. Corrupt leaders generally favor Trump, because they believe he can be played.
Great, so you REALLY do want empire-at-all-costs and megadeath. You going to enlist your kids to fight and die? You going to explain to them how you are a champion of liberty and self-determination, but not for 80% of the world?
People WOULD be willing to fight and die if the cause were just. Now, you can't even get recruits from traditional military families in the USA. They know better now what you're REALLY all about.
At any rate, go look at surveys of European people's views, rather than that of their leaders (who are now viewed as puppets). You will find the opposite to be so. DON'T take my word for it. Actually look into it.
There's a lot of space between megadeath and surrender. Surveys of European people do not support your claim.
Surveys stating that the majority of Europeans are willing to enlist or be conscripted to fight in Ukraine, let alone in a global conflagration against the Chinese-Russian axis?!?!?
How about just surveys stating that the majority believe that a Trump presidency will be more bellicose than a blue team one???
Hohoho. Let’s see those surveys (plural), M. Credible, bona fide surveys from trustworthy sources?
Shall we make a bet about their existence using our usual term—where you don’t make up new ones post hoc?
You introduced the surveys first; you produce yours first.
Nothing for free, at least not for you. You know my price. I WILL follow through and provide the evidence, if you abide.
You, on the other hand, are happy to lie about surveys---and, indeed, about anything, really, as you have no scruples.
Entertain me some more, angry clown!
Chicken.
The only reason you can say Biden's corruption has never been proved is because (a) Bidenites don't want to believe it any more than they wanted to believe the laptop story, and (b) Biden's DoJ hasn't prosecuted any of the corruption.
Also, James Comer is in on the conspiracy, because he has repeatedly not only failed to find any corruption, but has deliberately made the nuts like "Á àß äẞç ãþÇđ âÞ¢Đæ ǎB€Ðëf ảhf " look like morons by touting things that were completely innocuous as his best evidence of corruption.
* The laptop was not Hunter's, the FBI et al did not deny it was Hunter's, all the pictures and emails on it were deep fakes, and they were innocuous anyway.
* Hunter never got paid $1M/year to be on the Ukraine oil company board.
* Biden never threatened Ukraine over Hunter not being on the oil company board.
* All those "big guy" emails were more deep fakes.
Ya, right.
If they could actually prove anything, they would have impeached Biden.
Begging the question. Good work.
Why would they have found Biden corruption they could prove and then not impeach Biden? That was their announced objective.
Announced vs real objectives. Even you should be able to discern the difference.
So Comer is a Democratic mole? LOL.
Yep, that's the ONLY rational explanation... LOL.
It's the only explanation that would make sense of your comment, which is of course not rational. Tell us, what was their real objective? To look as stupid as you by announcing "evidence" that turns out to be nothing?
You’re too dumb to see the irony of your following up your (falsely) labeling something ‘irrational’ with an instance of begging the question.
• The laptop may have been Hunter's. The FBI did not in fact deny it was Hunter's. Whether all the pictures and emails on it were real is unknown. And with respect to Joe Biden, they were all innocuous, yes.
• Burima is a natural gas company, not an oil company, but of course Hunter was paid to be on the board.
• Correct, he did not. (In fact, everything in that sentence was wrong.)
• There were no "all those 'big guy' emails." There was one. And whether it was fake or not is irrelevant, since it neither represents anything that happened nor would it have been corruption if it did.
I reiterate: Comer found nothing.
Nothing *illegal.*
The laws are written by influential legislators [e. g., long-serving Senators from Delaware] who stand to lose if they restrict public corruption too much.
Let’s see if this quote from a big-city politician just over a century ago has any relevance to modern Washington, D. C.:
“A big city like New York or Philadelphia or Chicago might be compared to a sort of Garden of Eden, from a political point of view. It’s an orchard full of beautiful apple trees. One of them has got a big sign on it, marked: ‘Penal Code Tree—Poison.’ The other trees have lots of apples on them for all. Yet the fools go to the Penal Code Tree. Why? For the reason, I guess, that a cranky child refuses to eat good food and chews up a box of matches with relish. I never had any temptation to touch the Penal Code Tree. The other apples are good enough for me, and 0 Lord! how many of them there are in a big city!”

If only the Republicans controlled the House of Representatives and were willing to impeach Biden.
Can't stop with the Biden stuff.
The GOP rage machine does not turn on a dime.
So why weren't they charged with some for of conspiracy or RICO with regard to conspiring to deprive these people of their civil rights?
So…these crafty Chinese agents pretended to be offering a 100% American bribe, when all along it was a sinister foreign bribe in disguise?
