Unlikely they would "finalize" (I assume you mean "sign") the document on September 16, a Sunday. In fact the signing was on September 17.
Yes, I'm not quite sure what the OP means. The committee of style submitted a draft on September 12, which the whole convention reviewed and made some changes. That process ended on the 15th and a final draft was printed, which was signed on the 17th. Perhaps some printing happened on Sunday the 16th, if that counts as finalization.
To this day, you can see that historic document preserved under glass during regular business hours in the imperial capital.
I don’t know why this (and the Declaration) were printed in cursive instead of in block print.

I thought there’ been a nine-person convention going on in Washington for some time now. Didn’t if just get some new delegates?
