I am interested in the measurement of scrutiny besides by feelings and biases.
This is yet another failure of the law, discrimination. If a city does not want my business, I will go where it is wanted, rather than grudgingly accepted under threat by men with guns. Resistance and nitpicking by a government can be infinite, and will waste the time and money of the business.
In fact, I would put it out to bid. What town would like our $500000/year in business (or is it $1.5 million in business), employing locals, and getting local services and supplies? Give us some incentives. That town will get favored status when we open a second one.
