About your book on the Constitution you are looking at the Constitution as Governor Patrick Henry did, a Government. #15 of the Federalist Papers explain what all governments refers to and that is the power to write Laws. A general term for any Government. Remember what Benjamin Franklin said to a Woman that HE gave the government to Her. A Statesman to a Stateswoman. We the People of the United States. A Citizen of the United States and of the State wherein they reside. So if Congress are Members of the State and we the People of the United States are the Members of the State, as the official Electors, which divides us into States, then all of us who are People of the United States must follow the Laws in the Constitution, a State Law. All Statesmen establish Justice, and do all Men and Women today sit on a Jury to establish Justices and can, if voted by the Official Electors of our State, can establish Justices in the making of Laws? A General Term in any Government. I have been reading James Madison " His Notes on the Constitutional debates of 1787 Vol 1 and Vol 2." And his Papers call the Federalist and Anti-Federalist and I do understand that the Constitution is base off of our Civil Liberty as People of the United States in the United States of America.
You have no paper on the "Preamble" of the Constitution and the question is why?

The system of polity in a state; that form of fundamental rules and principles by which a nation or state is governed, or by which INDIVIDUAL MEMBERS OF A BODY POLITIC are to regulate their social actions; a constitution, either written or unwritten, by which the rights and duties of citizens and public officers are prescribed and defined; as a monarchial government or a republican government.
Article 1 sectio 2:
1: The House of Representatives shall BE COMPOSED OF MEMBERS chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most NUMEROUS BRANCH OF THE STATE LEGISLATURE.
As a Republican Government does not the voter, an Elector, of the Legislature have the Liberty to choose who I want to secure my Rights as a Person of the United States?

In order to secure our Union as One People of the United States, the Declaration of Independence, we are consenting to the Rules of Government as Members of a State, Statesmen and Stateswomen the governed by the Liberty of the Constitution of the United States. That is why the 14th does not give Citizenship at Brith.
"That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed"
So what is the purpose of a Government but to write Laws, setup Courts, a Union Army, and secure the Rights of the People.
So under God we do have the Right to Governor our Family as well by the Laws of Nature. Mr. Wester on the word "Government":

Let family government be like that of our heavenly Father, mild, gentle and affectionate. "
If you understand that Madison was using the Civil Liberty of the People to form our Political Liberty by this Constitution then you can see that the Constitution is setting up a Republican Government for each of the States.
