The Ukraine-Russia Deal That Wasn't

Plus: DOGE takes new form, inside a birth cult, and more...

Ever-shifting stipulations: While Ukrainian and American delegations made headway in Geneva, Switzerland, hammering out a peace deal with Russia to end Vladimir Putin's bombardment of Ukraine by the Thanksgiving deadline set by President Donald Trump, Russia bombed the crap out of Kyiv.

The plan keeps shifting. What was once a 28-point peace plan has now been shrunken to just 20 points; the Thanksgiving deadline, which was always overly ambitious, has been scrapped. The most important things to hammer out—limits on how large the Ukrainian military may be in the future, a ban on NATO troops inside Ukraine, where new territorial boundaries might be drawn—haven't really been focused on at this stage. But it seems Trump's top guys—Secretary of State Marco Rubio, special envoy Steve Witkoff, and oddly gifted diplomat slash son-in-law Jared Kushner—"believed that the combination of Ukraine's unfolding corruption scandal and Russia's incremental battlefield gains put new pressure on [Ukraine] to cut a deal," per The New York Times. They ended up meeting, quite a few times, with Russian diplomats, and the deal that ultimately came together looked a lot more favorable to Russia than Ukraine.

The Reason Roundup Newsletter by Liz Wolfe Liz and Reason help you make sense of the day's news every morning.

This field is for validation purposes and should be left unchanged.

"By any measure, the administration's rollout of the new plan was maladroit at best," argues The New York Times. U.S. Secretary of State Marco Rubio tried to downplay the planniness of the plan, calling it merely "a list of potential ideas" for how to broker peace.

The deal would have been one with "no punishment for Russia," per NPR's Eleanor Beardsley. "Russia would be welcomed back into the international fold, sanctions lifted, and there's a joint Russian-American Arctic exploration deal in this plan, so possible big business opportunities, rare earth minerals and all that." Ukraine, on the other hand, would have been expected to give up territory in the Donbas, and be limited from aspirations of ever joining NATO.

Now, Trump is trying to back Volodymyr Zelenskyy into a bit of a corner, saying if he refuses negotiations he'll be free "to fight his little heart out."

It might sorta be working: "Today our delegation returned from Geneva after negotiations with the American side and European partners," wrote Zelenskyy on X. "Now the list of necessary steps to end the war can become doable. As of now, after Geneva, there are fewer points—no longer 28—and many of the right elements have been taken into account in this framework." If you say so, sir.

QUICK HITS

  • "Unlike home birth—birth at home with a midwife in attendance—freebirth means giving birth without any medical support," report Sirin Kale and Lucy Osborne for The Guardian. "FBS promotes a version widely seen as extreme, even among freebirth advocates: it is anti-ultrasound, which it falsely claims harms babies, downplays serious medical conditions and promotes wild pregnancy, meaning pregnancy without any prenatal care." Free Birth Society "is not, by any conventional definition, a cult. But former FBS members often use the language of high-control groups to describe the hold they say they felt the organization had over them, leading them to behave in ways they now find hard to understand." And the death rate for infants of mothers involved in FBS is extraordinarily high.
  • The "Department of Government Efficiency has disbanded with eight months left to its mandate, ending an initiative launched with fanfare as a symbol of Trump's pledge to slash the government's size but which critics say delivered few measurable savings," reports Reuters. "'That doesn't exist,' Office of Personnel Management Director Scott Kupor told Reuters earlier this month when asked about DOGE's status.…The OPM, the federal government's human resources office, has since taken over many of DOGE's functions, according to Kupor." And "at least two prominent DOGE employees are now involved with the National Design Studio, a new body created through an executive order signed by Trump in August. That body is headed by Joe Gebbia, co-founder of Airbnb, and Trump's order directed him to beautify government websites."
  • "The White House expects to soon unveil a health policy framework that includes a two-year extension of Obamacare subsidies due to expire at the end of next month and new limits on eligibility, according to three people granted anonymity to discuss the unannounced plans," reports Politico.
  • "I might be the only American on X," writes River Page.
  • President Donald Trump plans on talking directly to Venezuelan President Nicolás Maduro soon, reports Axios. (Wow, two socialists in one month? He's on a roll.)

I think you might be reading too much into what can be interpreted as merely an observation and not a complaint. Liz, at least (not so sure about some others at Reason), seems to be fairly thoughtful and open minded about these things. This is, after all, just a "here's what's in the news today" blog, not an in-depth analysis.

The other question in all this is of course the constitutional question. Nowhere in the constitution does it grant power of article 3 to appoint article 2 officers. Yet the 1986 law that allows for it does. This has never been challenged at scotus. This sets up a scenario where article 3 can favor their own article 2 prosecutors, in violation of a separation of powers.

We have also seen scotus strike down article 1 appointments and protections this year.

For anyone following the corporate earnings season over the last month, a clear theme has emerged from the giants of European and Asian industry: President Trump’s tariff regime is starting to significantly reduce their profits. But hold on. Weren’t we told that tariffs would simply be passed straight on to American consumers in the form of higher prices? That they were a tax on ordinary working people? Instead, it is already becoming clear that at least some of the costs are being paid by foreign conglomerates and even by foreign governments.

a clear theme has emerged from the giants of European and Asian industry: President Trump’s tariff regime is starting to significantly reduce their profits...it is already becoming clear that at least some of the costs are being paid by foreign conglomerates and even by foreign governments.

What a weak and flawed conclusion. All this shows is the damage tariffs do to markets.

Here they site research, consistent with other recent studies, showing about a 20% pass through of tariffs to US consumers.

That does not mean foreign manufacturers are paying 80% of the tariffs. Combined with other research it's becoming clear that tariffs is reducing trade, growth and consumption world-wide exactly as predicted. Those reduced profits are symptomatic of the reduction in world manufacturing due to the disruption of markets.

Even the research sited for this article states:

most of the pass-through is gradual rather than discrete. After the tariffs were implemented, prices followed a new, persistent upward trajectory, marking a clear break from
pre-tariff trends. This pattern likely reflects the uncertainty surrounding the level and duration of the tariffs that retailers would ultimately face. In such an environment, firms adjust prices cautiously and incrementally, updating them as new information becomes available rather than implementing large, once-and-for-all increases. As a result, tariff shocks are more likely to generate a sustained period of upward pressure on prices—prolonging inflation dynamics—rather than producing an immediate, one-time shift in the price level....domestic goods were also affected, exhibiting a milder but sustained increase in prices since March

What this means is that US importers/distributors and retailers are absorbing most of the remainder of the tariffs. That is AMERICANS.

This is further supported by other research:

US firms were absorbing most of the tariff burden through compressed spreads between the cost of imported goods paid by the firms and the selling prices they received.

      https://www.piie.com/blogs/realtime-economics/2025/who-paying-trumps-tariffs-so-far-its-us-businesses

Instead, however, import prices are essentially close to where they would have been expected pre-2025. Point estimates are, if anything, higher not lower year-to-date….This outcome is exactly the opposite of what we would expect if foreigner producers were absorbing some of the tariff costs.

        >What a weak and flawed conclusion. All this shows is the damage tariffs do to markets.

I see you got up early to move the goalposts.

We never talked about 'the damage' tariffs do to markets. We knew they would do 'damage' - that was the *point* of the tariffs. The point of contention is that you claimed they *would only damage Americans*. Remember the whole 'tariffs are a tax on Americans' line you've been pusing?

*I* told you about tax incidence and you ignored it. You insisted only Americans would pay the tax because you assumed that American consumers are in the weakest position and would just have to take it.

        >showing about a 20% pass through of tariffs to US consumers.

Yes, like I said. Its called 'tax incidence'. And it means 80% is being paid by foreigners.

        >That does not mean foreign manufacturers are paying 80% of the tariffs.

Well, yes, yes it does. Because 100% of the tariffs are being paid, 20% by Americans, thus foreign producers must be footing the other 80%. That's just how math works.

        >Combined with other research it's becoming clear that tariffs is reducing trade, growth and consumption world-wide exactly as predicted.

This part of the paragraph has nothing to do with the previous part of the paragraph. It is a non-sequitur.

        1. That the global market is reducing trade, etc, doesn't change who is paying what in the tariffs. You can cite it as evidence of further 'damage' but that is a separate thing.

        2. The 'damage' is the US rewiring the global economy with the US in a more self-sufficient mode. The reason all those foreign companies are suffering is, yes, because American - the majority of nearly every country's export market - are buying less from them.

You call it 'damage' but its just a modification of the global order, no different than the modification done to the prior order to get where we were in 2024.

And imports are only down 5%, exports up 1%, while deficits in trade drop. This is the damage Mike is crying about.

            https://www.census.gov/foreign-trade/Press-Release/current_press_release/ft900.pdf

The point of contention is that you claimed they *would only damage Americans*.

This is your assumption. I NEVER said ONLY Americans would pay. I may have said Americans would pay or even American will pay most of the tariffs. And studies are showing this to be the case.

Remember the whole 'tariffs are a tax on Americans' line you've been pusing?

They are a tax, but this is a non sequitur about what percentage is paid by Americans.

you assumed that American consumers are in the weakest position and would just have to take it.

          And they are.

Yes, like I said. Its called 'tax incidence'. And it means 80% is being paid by foreigners....Because 100% of the tariffs are being paid, 20% by Americans, thus foreign producers must be footing the other 80%. That's just how math works.

You can't be this simple. You should really read the articles. It says 20% is paid by American consumers. Americans aren't only consumers. They are importers, manufacturers businesses. That's who's paying most of the tariffs for now. Multiple studies show this. None so far indicate otherwise. That's how reason and logic work.

This part of the paragraph has nothing to do with the previous part of the paragraph. It is a non-sequitur.

You really don't see the connection? It is an alternate explanation of why foreign companies may have reduced profits.

The 'damage' is the US rewiring the global economy with the US in a more self-sufficient mode. The reason all those foreign companies are suffering is, yes, because American - the majority of nearly every country's export market - are buying less from them....You call it 'damage' but its just a modification of the global order, no different than the modification done to the prior order to get where we were in 2024.

Semantics. And the benefits you suggest here have yet to materialize. So far only losses have been observed.

So the only things that exist are American consumers and foreign manufacturers? There are other possibilities, such as American companies absorbing part of the cost and not passing it all on to consumers.

Could do like Alberta. Course it means having poison dumped on the populous for a time and then giving up your property rights for government inspections.

      https://www.alberta.ca/albertas-rat-control-program#:~:text=Alberta's%20rat%2Dfree%20status%20means,eradicated%20through%20proven%20control%20methods.

Most of the time they're tipping over haybales near the Saskatchewan and Montana borders and blasting them with shotguns. They don't have to worry about the BC border as the Rockies create an impenetrable barrier.

The "inspections" are almost always done by the property owners who call control the second they spot a rat. Farmers don't want rats and the rat control is free.

The biggest assist is winter temps. Southern Alberta can often get to 105 in the summer but down to -45 in the winter. That 150 degree swing really hampers natural movement.

As for northern Alberta, the towns are too far apart and the boreal forest too full of things that eat rats for them to make it unless they hitch a ride on something.

This should be fun. Blago was doing the typical crap that an Illinois Democrat does, as far as corruption goes. He got into a spat with his father-in-law, Richard Mell (Chicago Alderman) over a landfill. Oddly, Blago was on the law and order side here with the Illinois Environmental Protection Agency (IEPA). He and the IEPA, IIRC, were after this landfill for illegal dumping. However, Mell was a partner in the landfill’s ownership. Mell conspired with Mike Madigan to get rid of Blago. Given that, you can bet your ass that Obama was in it up to his ears.

Yep. The key to understanding politics in Illinois is realizing that the 44th Ward Committeeman has more power than the Governor of Illinois.

Mell is also famous for voting for strict gun control while having one of the largest gun collections in the entire Midwest.

Looks like the DOGE obits are premature. One might say fake news.
DOGE Slams Reuters For Pushing "Fake News" On Shutdown Story
    https://www.zerohedge.com/political/reuters-community-noted-doge-shutdown-story-top-official-says-outlet-spliced-my-comments
DOGE's official X account blasted the outlet operating under an Ireland-based X account as "fake news."
"As usual, this is fake news from @Reuters. President Trump was given a mandate by the American people to modernize the federal government and reduce waste, fraud and abuse," DOGE wrote on X.
DOGE added: "Just last week, DOGE terminated 78 wasteful contracts and saved taxpayers $335M. We'll be back in a few days with our regularly scheduled Friday update."
There is no evidence that DOGE has shutdown. There is no mention of it on the press secretary, Elon, Trump, the WH , DOGE or any other gov official account. Including DOGE official website. As of 9 hours ago DOGE was still posting about the work they are doing.
Shortly after Reuters ran its DOGE narrative, Kupor combatted the misinformation:
Good editing by @reuters - spliced my full comments across paragraphs 2/3 to create a grabbing headline. The truth is: DOGE may not have centralized leadership under @USDS . But, the principles of DOGE remain alive and well: de-regulation; eliminating fraud, waste and abuse; re-shaping the federal workforce; making efficiency a first-class citizen; etc. DOGE catalyzed these changes; the agencies along with @USOPM and @WHOMB will institutionalize them!

Another illegal alien kills child in DUI

    https://x.com/MediaRightNews1/status/1991216945866371396

Last week eight-year-old Mora Gerety was walking across a Boise street with her family when Elvin Ramos-Caballero, a Honduran illegal with a final removal order since 2016, allegedly struck her while impaired by alcohol. Mora died from her injuries. Ramos-Caballero is finally in ICE custody — nine years too late.

He never should have been here.

Oops. Maybe don't say the quiet part quite so loudly.

    https://pjnewsletter.com/dem-candidate-nashville/

With a special election approaching in Tennessee’s 7th Congressional District, Democratic candidate Aftyn Behn is under fire after a recording surfaced of her expressing hostility toward Nashville, the city she currently represents in the state legislature and would represent as part of the district if elected to Congress…

The newly circulated video shows Behn saying, “I hate the city, I hate the bachelorettes, I hate the pedal taverns, I hate country music, I hate all of the things that make Nashville an ‘it city’ to the rest of the country. I hate it.”

The hypocrisy is almost cartoonish. This is the same candidate who just released a campaign ad featuring herself posing with a mechanical bull while a country tune plays. She is perfectly happy to wrap herself in Nashville’s aesthetic to fool voters, all while harboring a deep-seated resentment for it. It is a profound act of deceit.

This disdain for her own community is not an isolated incident. It is part of a disturbing pattern of hostility toward the bedrock principles of our nation. Earlier this year, Behn bragged on social media about “bullying” ICE agents and state troopers who were enforcing federal immigration law. She proudly interfered with law enforcement, treating national security like a joke.

Her contempt extends to her entire state. According to the Daily Mail, Behn has branded Tennessee a “racist state” and called sororities “a staple of white supremacy.” This is the worldview of a far-left activist, not a public servant. She sees everything and everyone through the warped lens of a radical ideology.

Faced with the fallout, Behn released a bizarre video that only made matters worse. Instead of a sincere apology, she offered a series of unbelievable claims, insisting she couldn’t possibly hate Nashville because she has “cried in the Country Music Hall of Fame no less than 10 times.” She dismissed the outrage as the “Republican eye of Sauron” turning on her.

    The plan keeps shifting.

Unfortunately - the consistent part of the 'plan' is the US pretending to play mediator in the middle. That is the worst sort of hubris - the US pretending that Russia is ok with Ukraine agreeing to have the US as a mediator between Ukraine and Russia. Talk about missing the point.

More Russian soldiers will come home in body bags.

The IED-dodging phase ends when the IED deployers say so.
