Europe's Highest Bridge Was Built Without Government Subsidies

For my 80th birthday, my wife Lou offered to plan a trip somewhere I'd always wanted to go. I chose the Millau Viaduct—Europe's highest and most wonderful bridge.

I used a photo of the viaduct on the cover of my 2018 book, Rethinking America's Highways, because it is a superb example of a major highway project as a business enterprise. There were no government subsidies involved in the 1,125-foot-high bridge, which spans the gorge valley of the River Tarn near Millau in southern France. It was financed and is operated and maintained based on toll revenue, exemplifying key ideas in the book.
But it's also more than that. Anti-privatizers like to portray privatized infrastructure as done on the cheap, potentially cutting corners in pursuit of a profit. I already knew that was false, based on a coffee table book about the Viaduct's design. Discovery Channel's coverage of the last stages of its construction declares that it "fits perfectly into the beautiful landscape." It also saves vehicles on the motorway from Paris to the Riviera nearly an hour, compared with driving down into the valley.
The Viaduct is not merely an engineering marvel; it's breathtakingly beautiful. Seeing it up close, first from the floor of the valley and then driving across it, was overwhelming. Last year was the bridge's 20th anniversary, and the company is introducing electronic tolling at its toll plaza.

The builders financed the project privately in exchange for collecting tolls until 2080, with France having the option to speed that up that end date to 2044 should toll revenue become “excessive.”

Tolls on what? Imposed by who?
If it is a government , that is just another form of tax. The depth of information here is in inches.
It is publicly owned but was funded by Eiffage S.A. in exchange for toll revenue (taken for crossing the bridge) through 2080, although the French government can take control back earlier if the tolls are higher than expected.
Which is information that Poole should have mentioned.
I’m going to guess he did, but this was edited down to fit a certain space in the print edition. So the complaint is probably with the editors and not with Poole. When he’s given long-form pieces, he tends to be rather comprehensive.
Tolls are imposed by the owners and-or payers. Do you want to outlaw private ownership of property, and charging others to use your property? Can I cum over to your house and use all of your shit, and not pay you for shit, if you request payment from me before I use your property? Or didn't you know that that's how tolls work?

The state owns the bridge. In return for the toll revenue a private company, bore all the construction, operation and maintenance costs

I live on a private road. It is paved and wide enough for a fire truck to pass. Homeowners take care of clipping the brush back to keep it open, and when repaving has been needed, the hat gets passed around and people chip in what they can and want. Currently the town plows it in winter, but homeowners with blades on their trucks have been known to do that also.

Not public anymore - Eiffage, a French infrastructure operator, has strengthened its hold on the Millau Viaduct concession by acquiring the remaining 49% stake from Banque des Territoires, thus gaining full ownership.
It was built with loans from state lenders, which is next of kin to a subsidy, if not actually a subsidy. In other words, it likely would not have been built without taxpayer money.
That was sort of how the Erie Canal got built. The model has been repeated many times since.
Why a duck? Why not a chicken?
