Brickbat: License Lag

An Illinois judge has found Dolton Mayor Tiffany Henyard guilty of indirect criminal contempt of court for not signing a liquor license in a timely manner. Tiffany Kamara bought a commercial building with plans to subdivide it and turn it into a bar and restaurant, meeting space, and liquor store. Henyard supported the idea at first but later began to obstruct the business. Kamara bought the building from Kamal Woods. According to Kamara's lawsuit, Woods "is the significant other of Defendant Henyard and is believed to have substantial influence over her decisions and actions."

That barely answers anything. Why would Woods want to block what Kamara was doing with the property?
Maybe its a personal vendetta, maybe Woods hopes to buy the property back for less if the business fails. Apparently Henyard also failed to issue a retail license to the buyer of the liquor store Kamara currently owns, which caused the deal to fall through, so it seems like she's getting sabotaged on both ends.
Because Woods didn't like something about how the transaction was ultimately finalized.
Almost as though licensing was primarily wielded as a financial weapon.
Looks to me like a gang of illooterate J6ers thought they could gang up on and kick Kamala Harris while she's down, but didn't know how to parse out the spelling of the various names.
