They Had Their Baby At Home. 2 Years Later, They Still Can't Get a Birth Certificate.
Teresa and Jeff Williams had their son, JJ, at home without medical help. They didn't know it would be nearly impossible to get legal documents for him.

When Teresa and Jeff Williams decided to have an unassisted home birth, they had no idea they would be unable to get a birth certificate for their son nearly two years later.
Despite sending a litany of documents to the Washington, D.C., Health Department, the agency has denied the Williams' requests for a birth certificate and Social Security card for their son, JJ. Now a toddler, the boy has no legal documents at all.
The Williamses live in southwest D.C. with their two young children. Teresa Williams told The Washington Post that she and her husband became interested in home birth after having negative experiences when seeking prenatal care while pregnant with their elder child.
"It was day and night. The midwives actually asked me what I wanted my birth experience to be like versus telling me what it would be like," Teresa Williams told the Post. "I was actually being heard, and I was actually in control of how the environment was for my child to be born."
The couple decided to have their daughter, Tamar, at home, assisted by a doula and a midwife. After Tamar's birth, a home birth company filed the necessary paperwork to get the newborn legal documents.
However, the couple opted to go medically unassisted for the birth of their son, JJ, two years later. When they tried to get a birth certificate for JJ three months after his birth, they learned that they would be required to submit extensive documentation to prove he was their son.
Even though the couple say they submitted the required forms proving that JJ was born alive and in D.C. and that Teresa Williams was pregnant in the first place, the city denied their application. The Health Department told them they could bolster their application with additional medical documents, but because JJ was born at home without medical supervision, the Williamses didn't have the necessary paperwork.
Without a birth certificate and other documents for their son, the Williams say they have lost nearly $5,000 in tax credits. The family is also low-income and says they worry about losing food-stamp benefits if JJ's lack of documents is discovered. As a last resort, the couple has been forced to hire a lawyer and file a request for a judge to order JJ a birth certificate.
"It feels like I am an absentee father even though I am here," Jeff Williams told the Post. "I can't physically show that my son belongs to me because I have no document. And I might now have to go to court to prove my fathership to my child. And I have been here since day one. I haven't left."

Answered my own question:
For an at home birth with no certified person to vouch, the parents would have to go down to DCVRD (D.C. Vital Records Division) in person to "blue ink" sign a bunch of affidavits with an official counter clerk to process. That gets them the Birth Certificate , and they are now considered a real person by the government. Within 5 days of birth, small hassle. Up to a year after birth, larger hassle. Past a year after the birth, huge hassle.
So unless government snafu happened (always possible), the parents didn't do what they were supposed to (or didn't know about it.)
It's DC. When our son was born in Colorado, in a hospital, we did get a birth certificate but not a SSN. So I went to the SS office in Colorado every few months for a couple years each time doing what the last moron told me I needed. After 5 years we still didn't have a SSN for our son.
We moved to South Dakota when he was 5 and I went to the SS office in Rapid City. 15 minutes later the paperwork was done and in processing. It only took 3 months for Colorado to verify the Birth Certificate and then we were done.
I suggest going to a state not run by idiots.
The SS office is federal. Your experience there has nothing to do with whether or not the state is run by idiots.

The office may be federal but the bureaucrats were from Colorado. They wanted a sizable bribe to file the documents. The guy in the South Dakots office didn’t want a bribe so he did what the agency is supposed to do.
Same principle with these parents. DC makes Mos Eisly Spaceport seem like a lovely place to take the family for a vacation. To call it a wretched hive of scum and villainy is an insult to the scum and villainy community.
They need to move away from DC, take the medical documentation and get a birth certificate from a state that isn’t as corrupt and greedy.
Hmm. Since no one witnessed the birth except the parents, I guess they can't absolutely PROVE that the kid was born when and where they say he was. Somehow, that didn't used to be a problem, but in today's world it is. DNA tests could probably prove that he really is their son, though.

They had a doula and midwife for thir first kid, the second was unassisted.
The most important question left unanswered in this article is, "Are the Williamses Republicans?" If they are not Democrats then they almost certainly deserve to be punished by not having their non-baby at a government-approved facility where a union-approved official could have certified officially that the non-child had, indeed, been "birthed" by the birthing person in an officially approved way. Now the Williamses' non-person can never serve as President of the United States of America unless he gets a birth certificate from Hawaii. Of course, for that he will have to have an officially approved shade of skin color and his father would have to be Nigerian.
So just make him an illegal immigrant, with all the advantages those enjoy. Or find some other country who'll take him, if you really must have documents, and then adopt and immigrate himi.

It's not only the base premise, but also the entirety of the position! They imagine that bad things happen when hard-working people come to America to work and then imagine that their imaginations have somehow proven themselves.

Many are not allowed to work. So they apply for government handouts. They came with nothing, and if they work without permission they're criminals. If they legally work they're stealing jobs. No matter what they do they're demonized.

Pack the kid in the car, drive to Mexico, present yourself and him at the American embassy and claim he was born there. The embassy will get you a birth certificate and passport. Drive back home, get an SSN for the kid, file amended tax returns, and get your tax refund.

Probably not. Hospitals want to circumcise because the foreskin is fairly undifferentiated skin cells that are great for 3rd degree burn skin replacement. They don't have to pay the parents for that medically valuable material since they claim it as waste material from a service, which they charge for.
So they are charging Peter and selling to Paul. It's not exactly crooked since this information is readily available to anyone who looks for it. But they certainly don't mention it to the parents after the birth.
It's a shame they're so poor. It would be quite interesting for their child to grow up as an undocumented American and refuse to be registered. Kinda like a "natural-born sovereign citizen".
Back in my day, you didn't need a SSN until you wanted a job where it was mandatory. I had 2 before applying for the card at age 15. There has to be some small number of natural born citizens who never asked for, or received a SSN.

If they’re that poor, they’re not paying any income tax. Their W-4s would be claiming the low-income allowances that make their withholding virtually – if not precisely – nil. And if they’re claiming the Child Tax Credit (and the EITC), that essentially becomes an entitlement based on having children. Unearned monies received for no reason other than pumping out kids.
Effectively a take on the whole Welfare Queen idea. Redistribution of Wealth.

I mean, give the guy a birth certificate for his kid, but make darn sure you plug that hole until his tax burden justifies the credit to offset it. The whole point of it isn't a handout - it's to encourage both procreation AND being a valuable, productive member of society.

Plenty of problems with the whole “Don’t grant a birth certificate” thing from a dystopian governance viewpoint. You have to have this, but we won’t give you this. A real world Heller novel.
But the “we miss out on our welfare” aspect is definitely not pulling the heartstrings. And “I have to hire a lawyer” — tough shit. So do the rest of us from time to time. If you’re so low income you’re on food stamps, why did you shit out a second kid anyway?

Is "medically unassisted" really that hard to understand? There's no indication in the story that an obgyn was involved, and there's certainly no law that would require one. Women been droppin' babies for millennia without doctors. Sounds like that's what happened here.
Women have been having unassisted births since women existed, however the infant and mother mortality was much much higher. Having no assistance or support during birth is a major risk if something goes wrong.
The main reason for the higher mortality was lack of sanitation and antiseptics. Early medicalization of birth actually made the mortality problems worse because doctors would transfer infections from one mother to the next. Today if you have a non-complicated pregnancy and know how to clean stuff, the risks of home birth compared to hospital are pretty small.
Why is everyone but them getting birth certificates? '...After Tamar's birth, a home birth company filed the necessary paperwork to get the newborn legal documents....' When did they file? Surely they knew that everything must be time stamped and done 24 hours up to a day or two following birth. They waited five weeks to have a doctor examine the kid. And they admit a 'legal' baby means more welfare for them.

My Dad was born in Steelville, Missouri, and his parents were (legally) late getting a birth certificate, so they "fudged" the birth date, let's say. But officaldom was not saturated with petty tyrants back then.
