Perhaps some of these prisoners had cellmates that were indulging in illegal drug use, and some of that content was somehow transferred to the wrongfully accused.
You are making it too complicated. These tests have been _proven_ to give a positive on many items that do not contain any drug. If someone sued the test maker for being wrongfully arrested on a false positive, they'd point to the label that clearly says it is not to be relied on until confirmed with a blood test, and get the case dismissed.
The problem is most of our judges are biased because they were prosecutors before they were appointed as judges, and they won't hammer the cops and prison staff for not following directions.
This kind of thing would never happen in Metropolis.

Remember before you go praising prison guards, the prison guard union is the second strongest union in Kkkalifornia, after the teachers' union.
