A new San Diego, California, ordinance requireslandlords to pay tenants two to three months' rent if they terminate a lease without cause. Rafael Bautista, director of the San Diego Tenants Union, a local activist group, said the law does not go far enough. He wants the city council also to cap rent increases at 2 percent a year.
