The San Diego Tenants Union has the ability to buy or construct rentals then themselves cap rent increases at 2% per year.

What are the terms of the lease both parties agreed to?
Looking at the actual ordinance, it appears to apply to all tenancy, whether the arrangement is "month-to-month" or based in a lease.

It seems like lazy reporting for the author not to have looked up what's fairly easy to find. I've never read all of the fine print on an apartment lease, but my understanding has always been that the contract essentially locks in a certain rental term for a fixed period of time; I know I've had to pay a final month's rent (or maybe my employer did, since I was moving for work) when I had to move during a lease, but I've never had a landlord ask me to move during the term of a lease and I'm not sure it could be legal for that to happen on a "no cause/no-fault" basis.
Bautista needs to end up in a shallow grave out in the desert. No rent increases ever!
Here's an option I bet Rafael hasn't thought of: let's outlaw renting.

I know! Let's pass a law that says occupancy confers title. Of course, some time or duration of occupancy would have to be specified. Raise your hands if you favor 30 minutes as an adequate period of occupancy to confer title.

Nor are they likely to understand that as they impose more and more restrictions on landlords, the supply of rental properties will diminish.

Here's a concept for all unions: if you own it, you control it; if you don't own it, you can agree to the terms offered by the owner, or not. If not, you are free to go on your way, no one if forcing you to stay. If you stay without permission, you are trespassing and charges will be brought up against you.
This goes for workers' unions as well as tenants' unions.
